CHAPTER 1
TMAR DIVE QUALIFICATION LEVELS
1-1. General.
a. All TMAR personnel designated as TMAR Divers must possess a certification from
one of the nationally recognized SCUBA certification agencies. These may include:
1.
Professional Association of Diving Instructors (PADI)
2.
National Association of Underwater Instructors (NAUI)
3.
Scuba Schools International (SSI)
4.
National Association of Scuba Diving Schools (NASDS)
5.
International Divers Education Association (IDEA)
6.
Professional Diving Instructors Corporation (PDIC)
7.
Scuba Diving International (SDI)
8.
Scuba Educators International (SEI)
9.
U.S. Navy or U.S. Coast Guard
10. Other nationally accredited commercial diving agencies.
b. TMAR Personnel who are designated at a minimum of Basic TMAR Diver will be
issued a certificate suitable for framing and are eligible for wear of the TMAR
Diver breast badge when available. See Appendix A for examples of each.
1-2. Certification Levels.
a.
The following are minimum scuba certifications required to be designated as a
TMAR Diver (3rd Class).
Certifications of equivalency will be issued by a
nationally recognized agency. All TMAR personnel seeking designation as TMAR Diver,
regardless of qualification level, will be required to demonstrate knowledge,
skills, and abilities for each level and be signed off by the Dive Team Trainer as
authorized prior to being awarded the qualification for each successive level.
Successive levels of TMAR Diver certification are listed below:
1. 3rd Class Diver:
a. Open Water Diver
2. 2nd Class Diver:
a. Advanced Open Water Diver
3. 1st Class Diver:
a. All above requirements
b. Rescue Diver

4. Master Diver:
a. Must be certified as an Instructor, Dive Master or agency certified
Master Diver
1-3. Mission Certified:
a. Divers who are designated as TMAR Divers (2nd Class or higher) must also be
designated as mission certified in order to be eligible for assignment to TMAR Dive
Teams and/or deployment on a TMAR mission.
b. Mission certified indicates that the diver:
1. meets the medical requirements as specified in Chapter 3,
2. meets the fitness/stamina requirements as specified in Chapter 4,
3. has been trained in the personal equipment as prescribed in Chapter 5, and
4. is thoroughly familiar with and has been trained in the TMAR dive
protocol/procedures as specified in TMARINST xxxx.x
c. Addressees are responsible for maintaining editable training/signoff logs
indicating the status of training, medical certification, and fitness certification
for each diver in their respective command.
1-4. Training Officers:
a. TMAR Battalions will appoint Dive Team Leaders or Training Officers who will
ensure that the appropriate records are maintained for each TMAR diver and that the
divers meet the requisite standards for their specific certification levels.
Training officers will receive training in the dive protocol and standards of TMAR
and will be responsible for training the divers of their respective battalions to
the TMAR standards to ensure consistency across the TMAR Regiment.
Training
Officers / Dive Team Leaders should hold the highest level of dive certification in
each battalion irrespective of rank.
b. TMAR personnel who hold civilian agency certifications as Dive Instructors will
be certified at the TMAR Master Diver level and will not provide formal instruction
to TMAR divers. Formal instruction for TMAR divers must be provided by instructors
associated with independent dive training agencies.
TMAR personnel certified as
Dive Instructors may provide training if they are self insured and is provided as
part of their personal business and not under TMAR sponsorship or jurisdiction.

DIVE SKILLS CHECKLIST
2-1. General.
a. All TMAR personnel designated as TMAR Divers must demonstrate the requisite
skills appropriate for their level of certification (3 rd Class Diver, 2nd Class
Diver, 1st Class Diver and Master Diver).

1. Demonstrate Deep Diving Skills, dives to 80-100 ft. up to 130 ft.
2. Demonstrate Navigation Skills
3. Demonstrate Night Diver Skills
4. Demonstrate Knowledge of Search & Recovery Skills
5. Don & Adjust all equipment with the assistance of Buddy, check each
other’s equipment for proper function & safety
6. Ditch & Don SCUBA in Confined Water
7. Disassemble & Care of Equipment
NOTE: The above dive skills may be demonstrated by the diver by producing an
Advanced Open Water Diver Certification from an accredited agency.
b. The 2nd Class Diver is also expected to demonstrate knowledge of Underwater
Communications and use of the No-Decompression Dive Tables. All TMAR Divers will
maintain a current log book and record of their dives.
The dive log should be
signed by dive buddy or Team Leader. The 2nd Class Diver is encouraged to improve
skills through regular diving & knowledge development. Diver should have regular
check-ups and keep immunizations current.
2-4. TMAR 1st Class Diver
a. Demonstrate Knowledge and Skills of TMAR 3rd Class Diver, 2nd Class Diver and
demonstrate the following skills without undue stress (Confined & Open Water):
1. Knowledge in Self-Rescue & Diver Stress ~ Swimming & Non-Swimming Assists,
Panicked Diver Response & Underwater Problem Solving
2. Diving First Aid, Missing Diver Procedures & Surfacing an Unconscious
Diver
3. Emergency Management ~ In Water Artificial Respiration & Equipment Removal

4. Egress (Exits) and First Aid Procedures for Pressure Related Accidents
5. Demonstrate Readiness for an Emergency
NOTE: The Above Dive skills may be demonstrated by the diver by producing valid
documentation from one of the following accredited sources:
1. a Rescue Diver Certification from a Recognized Certifying Agency,
Emergency Public Water Rescue Certification or
2. Documented experience and certification from a State Agency (This is a
Non-Recreational Certification & Experience)
b. The 1st Class Diver is also expected to demonstrate knowledge of Underwater
Communications and the use of the No-Decompression Dive Tables. All TMAR Divers
will maintain a current log book and record of their dives. The dive log should be
signed by dive buddy or Team Leader. The 1st Class Diver is encouraged to improve
skills through regular diving & knowledge development and, in addition, to provide
mentoring to junior divers as required. Diver should have regular check-ups and
keep their immunizations current.
2-5. TMAR Master Diver
a. The Master Diver must demonstrate knowledge and skills of all lower
certification levels. These may be demonstrated by the diver producing valid
documentation attesting that the diver has been certified as a Master Diver, Dive
Master or Dive Instructor from an internationally recognized and accredited agency
(see section 1-1a.).
b. The Master Diver is the highest certified diver within TMAR. He is expected to
provide leadership and mentoring, not only in dive related areas, but also as a
respected leader. The TMAR Master Diver will promote safe dive practices within
TMAR along with compliance to TMAR instructions. The Master Diver is encouraged to
continue to broaden his knowledge and improve skills for the betterment of the
organization.

CHAPTER 3
TMAR DIVE MEDICAL STANDARDS
3-1. General.
a. Prior to joining the TMAR Dive Team, each applicant must complete a DD Form 2807
Medical History and a TMAR Dive Team Medical Questionnaire and have the history
approved as described below.
3-2. Standards.
a. Each member of the TMAR Dive Team must have a DD Form 2807-1 Medical History
plus the TMAR Dive Team Medical Questionnaire completed for every 12 calendar month
period.
TMAR divers are ineligible to dive if their DD Form 2807-1 and Medical
Questionnaires are out of date.
For example, a DD Form 2807-1 and Medical
Questionnaire completed in February of 2011 will expire at the end of December of
2011. The purpose of this is to reduce the administrative requirement of tracking
medical forms by ensuring that all expire at the same time.
b. The Medical History and Questionnaire will be reviewed by the Battalion Medical
Team Lead and referred to the Battalion or Regimental Medical Officer for final
approval (if the Medical Officer is a Licensed Independent Practitioner). In the
absence of a qualified Battalion of Regimental Medical Officer, the forms may be
referred to any other designated Licensed Independent Practitioner serving in the
Texas State Guard Medical Brigade for final approval.
c. A Licensed Independent Practitioner for the purpose of this instruction may be a
Physician licensed to practice in the State of Texas, a Certified Physician’s Assistant, or a Certified Nurse Practitioner.
d. Those personnel with potentially disqualifying conditions noted on the Medical
History or Questionnaire will be referred for a physical examination. The physical
examination should be performed by a Medical Doctor (MD) or Doctor of Osteopathy
(DO) who is informed in the aspects of diving physiology and medicine. Potentially
disqualifying conditions may include, but are not limited to, asthma, emphysema,
respiratory infections (or history of pneumothorax), chronic sinusitis, perforated
tympanic membranes (or inability to perform a valsalva), claustrophobia, or panic
attacks.
e. The battalion Dive Team Lead will have the responsibility to ensure all battalion divers have current Medical Histories, Questionnaires and Physical Exams as
necessary, and are physically fit to dive before being assigned to dive duties.
All documentation will be maintained by the battalion training officer.
f. Any time a Diver has an injury, extended illness or develops any other condition
that could precipitate a physical hazard when performing any dive function; the
diver may be suspended from diving duty by the battalion Dive Team Lead until
he/she is cleared to resume duty by a licensed physician.
g. No diver will be allowed to dive following Decompression Sickness, Arterial Gas
Embolism, Barotrauma or any other dive related malady until he/she has received

medical clearance by a licensed physician who is informed in the aspects of diving
physiology and medicine. Divers who experienced mild hypothermia or hyperthermia
should not dive until fully recovered.
They are not required to obtain medical
clearance.
h. Any diver who suffers any ill effects subsequent to a diving mission will report
such effects to their on scene Team Lead who will immediately notify the chain of
command at the scene.
The battalion Dive Team Lead will also be notified in a
timely manner.
i. Divers will immediately report any missed Decompression Stops immediately to on
scene Team Lead who will take appropriate action.
3-3. Immunizations. Members of the TMAR dive team and their supporting personnel
may potentially be exposed to polluted waters.
The Texas Department of Health
Services recommends the following immunizations for TMAR Dive Team Personnel:
a. Tetanus.
The Tetanus & Diphtheria booster should be received every 10 years.
Some personnel may not have had this booster in over 10 years and are recommended
to receive a one time booster of “Tetanus, Diphtheria, and Acellular Pertussis”
After this booster, resume the Tetanus & Diphtheria booster every 10 years.
b. Hepatitis B. The Hepatitis B vaccine is a one-time series of three doses. The
second dose is given one month after the first dose and the third dose is given
three months after the second dose.
c. Availability.
The Texas Department of Health Services recommends that all
personnel go through their primary care provider to receive these immunizations.
If you do NOT have insurance coverage or a primary care provider, you may contact
the local public health clinic for assistance.

CHAPTER 4
TMAR DIVE FITNESS AND STAMINA REQUIREMENTS
4-1. General.
a. Prior to joining and participating in the TMAR Dive Team, each applicant must
complete a DD Form 2807 Medical History and a TMAR Dive Team Medical Questionnaire
and have the history approved as described in Chapter 3.
4-2. Performance Standards.
a. TMAR Divers 2nd class and above (1st Class and Master Diver) will complete an
annual swim qualification which will consist of the following:
1. 400 yard continuous forward stroke swim (not timed, no swim aids, no pause)
2. 15 minute water tread (no swim aids, last 2 minutes with hands out of water)
3. 800 yard snorkel swim (not timed; with mask fins, snorkel, wet suit optional, no pause)
4. 100 yard inert diver tow (not timed, mask, fins, snorkel, wet suit optional, no pause)
5. Successful completion will meet the requirements for the US Navy 2nd Class
Swim Qualification
b. TMAR Divers 3rd class will also complete an annual swim qualification and will
consist of the following:
1. 200 yard continuous forward stroke swim (no swim aids, no pause)to consist
of a deep water jump from a minimum of 5 feet followed by 25 yard breast
stroke, 25 yard side stroke, 25 yard back stroke and 25 yard crawl stroke.
Remainder of the swim may be completed using any stroke desired.
2. 10 minute water tread (no swim aids)
3. 400 yard snorkel swim (not timed; with mask fins, snorkel, wet suit optional)
4. Successful completion will meet the requirements for the US Navy 2nd Class
Swim Qualification
c. The swim qualification will be administrated, logged and maintained by the
battalion training officer.

CHAPTER 5
PERSONAL EQUIPMENT LIST FOR TMAR DIVERS
5-1.
General.
a.
All TMAR personnel assigned as a dive members of the TMAR Dive Team must
possess or have access to a minimum amount of personal gear in order to train and
participate in dive activities.
5-2.
Standards.
a.
Appendix 1 provides a list of individual equipment standards to include life
support equipment, tools and accessories Authorized for TMAR Use (ATU). It contains
both required and optional equipment necessary to participate with the TMAR Dive
Team.
Appendix 2 provides instruction on equipment configuration.
Each TMAR
diver will conform to configuration standards when mission qualified and diving
on TMAR missions. Appendix 3 provides a list of selected team support equipment,
tools, and accessories to be available to all members of the TMAR dive team
during missions.
b. The ATU document specifies three basic categories of dive equipment:
1. CATEGORY I - Life support diving equipment (e.g., SCUBA regulators, tanks,
decompression computers.
2. CATEGORY II - Non-life support diving equipment that is potentially hazardous to the diver (e.g., electrical equipment operating above 7.5 VAC or
30 VDC, special purpose dry suits, etc.
3. CATEGORY III - Non-life support diving equipment(includes fins, masks,
snorkels, weight belts, wet/dry suits, watches, SCUBA depth gauges and dive knives.
c.
Recognizing the need to periodically review the standard ATU equipment
list, the TMAR Dive Standards Committee shall conduct an annual ATU Equipment
Review. The purpose is to review performance of approved equipment, consider new
equipment for inclusion in the ATU and to discuss long term equipment needs and
equipment configuration. An agenda of items to be discussed at the annual TMAR
Dive Standards Committee Meeting shall be distributed to participants and
battalion dive team leads a minimum of ten calendar days prior to the meeting.
Battalion dive team leads may provide, as desired, items for consideration
into the ATU along with appropriate justification, a minimum of 3 work days
prior to the scheduled ATU review.
d.
All items falling under Category I or II status must be approved at the
annual ATU Equipment Review prior to being permitted to be used for TMAR missions
and/or training. Category III items do not require reviews because of their nonhazardous nature and may be used at the diver’s discretion. The TMAR Dive Standards
Committee will publish and distribute minutes from this meeting to addressees and
battalion dive team leads for review and comment. The TMAR Dive Standards
Committee is responsible for incorporating into policy any formally approved
changes.

DOWN DIVER EQUIPMENT CONFIGURATION

Mask. Standard scuba masks are to be worn around the neck when not in use.

Fins. Fins are to be worn on all dives unless permission to dive without them is given by the diving supervisor.

BCD. Approved for use buoyancy compensators must be worn on all dives. No exceptions. Buoyancy
Compensator will not be used as the diver’s weight source. No integrated weights. BCD will have the
following items attached:
a. Spare Air (3cuft) bottle will be secured to BCD or tank. Specific configuration to be determined by
team on-site.
b. Dive markers attached to wreck reels will be stowed in specialized sleeves attached to the BCD.
Sleeves are located on both the left and right side of the BCD, ahead of the bladder just above the diver’s
kidneys.

Regulator. Approved for use regulator will be used for all dives. Primary regulator will be equipped
with a 7 - 8 Foot hose. Hose will come off of the right low pressure port of the first stage, run down the
back, up between the legs and around the back of the neck to the diver’s mouth. (configuration is an
advanced tech diver configuration and may be more appropriate as a long term configuration target for
teams. Not appropriate for 3rd Class divers)

Pressure gauge. All regulators will be equipped with a submersible pressure gauge attached to a 4 ft
hose. May be stand alone or in a console. SPG's will be run off of a low pressure port on the left side of
the 1st stage and will be routed under the left arm of the diver and will be clipped to a "D" ring on the
diving harness on the left side. Divers are to check gauges every ten (10) minutes at a minimum. Divers
will surface when primary air supply reaches 500 P.S.I.G.

Dive Computer. Use of a dive computer is "suggested." The primary method for use in dive planning
will be the NAUI dive tables.

Octopus. Divers Octopus will be rigged from the left side of the diver and will be secured to a necklace.
Hose to be 1 meter in length.

Alternate Gas Supply. All divers will wear an emergency gas supply. Spare air or equivalent is to be
used and secured per the direction in item #3 above.

Knife. All divers will carry a minimum of two (2) cutting tools. The diver’s primary knife will be secured
to the inside of the divers calf. The knife may be worn on either the right or left leg.
10 Secondary cutting tool. May be a knife, shears or line cutter. This tool can be secured to the dives preferred location. Preferred locations are either attached to the primary regulator hose or to the BCD harness. It is preferred that a cutting tool is available to the diver in a low and high location of the diver’s
body.
11 Flashlight. All divers are required to carry a flashlight regardless of time of day. The flashlight may be
secured to the BCD or stowed in a pocket at the diver’s discretion.

12 Strobe. All divers will be required to carry a strobe device regardless of time of day. Device can be used
not only as an emergency locator for diver but also to mark location of a body, hazard, etc.
13 Watch/Dive Timer. All divers are required to a watch or dive timer as a backup method to track decompression and repetitive dive needs in case of dive computer failure. Divers are to set their bezel or start
clock in addition to activating their dive computer upon decent.
14 Weight Belt. All divers will wear a waist type belt weight belt with quick release buckle.
15 Wet Suit: All divers will wear a wetsuit for protection from hypothermia, sharp objects and to aid buoyancy in case of emergency.
16 Inflatable Dive Markers. All divers will carry a minimum of two (2) inflatable dive markers attache to
wreck reels. One dive marker will be green and will be stowed on the right or starboard side. The other
dive marker will be red and will be stowed on the left or port side. The green marker will be used to
mark items to be recovered, hazards, etc. The red marker is the divers personal emergency marker and
when deployed will alert the surface to send the ready/rescue diver.
17 Surface Signal Device. All divers will carry an audible surface signal device. The device may be a whistle
or a Dive Alert horn attached to the BCD inflation hose.
18 Compass. All divers will be required to carry a compass (may be on wrist or console).
18 Other items on the ATU Equipment may be added or removed from the dive as the mission requires.

NAUI “NO DECOMPRESSION” DIVE TABLES
The NAUI Dive Tables will be used as the standard dive tables for dive planning
within TMAR.
Instructions and sample use of the NAUI Dive Tables are shown below:
Table 1
End-Of-Dive Letter Group gives you a Letter Group designation at the end of your
dive (figure 5-8). This table also gives you the Maximum Dive Time (MDT)

information for depths from 12 meters to 39 meters (40 feet to 130 feet). The MDTs
are the red, circled numbers.
1. The table is arranged with the depths in columns on the left side of the table and the times for each depth in rows across the table. To find your Letter Group, use the following steps:
2. Take the deepest depth you reached during your dive and round it to the next
greater depth found in Table 1. For example, if the deepest part of your dive
was to 22.5 meters (75 feet), round the number to 24 meters (80 feet).
3. Locate the row corresponding to your deepest depth.
4. Follow the row across until you find the column containing the total time of
your dive. You might have to round the total time of your dive to the next
greater time found on the table. For example, if the total time for your dive
to 22.5 meters (75 feet) was 26 minutes, you must round the time to 30
minutes.
5. Follow the column containing the total time of your dive down until you reach
a letter. This is your Letter Group designation for your dive. For example,
the Letter Group for the dive to 22.5 meters (75 feet) for 26 minutes, which
is rounded to 24 meters (80 feet) for 30 minutes, is G.
The longer you stay on the surface between dives, the more excess nitrogen you
eliminate. Table 2 - Surface Interval Time (SIT) Table gives you credit for
eliminating nitrogen by changing your Letter Group. Table 2 consists of blocks
containing two numbers. The numbers are expressed as hours and minutes. The lower
number in the block is the minimum Surface Interval Time (SIT) for a particular
group and the upper number is maximum SIT for a particular group.

To find your new Letter Group based on your SIT, use the following steps:
1. Look across the top row of the table until you come to the Letter Group designation you had at the end of your previous dive. For example, you had a
Letter Group of G.

2. Go down the column until you find the block into which your SIT fits. For example, you were out of the water for 3 hours. The block into which 3 hours
fits is the one which starts at 2:59 and ends at 4:25.
3. Move left across the row containing your corresponding block until you come
to another letter. For example, if you had a Letter Group of G and were out
of the water for 3 hours, you would have a new Letter Group of C.
Note that the maximum time in this table is 24 hours. All excess nitrogen is
considered eliminated after you have been on the surface for 24 hours. Therefore, a
dive after 24 hours on the surface is not considered a repetitive dive.
Table 3
Repetitive Dive Timetable provides your Adjusted Maximum Dive Time (AMDT) for your
next dive and your Residual Nitrogen Time (RNT) based on your current Letter Group.
You use this table twice for each repetitive dive. First, you use the table to find
your AMDT when planning your dive. Next, you use the table to find your RNT after
you complete your dive. You add the RNT to your Actual Dive Time (ADT) to find your
Total Nitrogen Time (TNT).
The table is arranged with the depths from 12 meters to 39 meters (40 feet to 130
feet) in columns across the table and the Letter Groups in rows down the table.
Each block of the table contains two numbers. The upper number is the RNT
corresponding to each depth and Letter Group. The lower, red number is the AMDT for
each depth and Letter Group.
Use the following steps to find your AMDT when planning a repetitive dive:
1. Find your new Letter Group, based on your SIT, in the column on the right
side of the table. For example, you have a new Letter Group of C.
2. Search along the row corresponding to your Letter Group until you come to the
column corresponding to the depth to which you want to dive. For example, you
want to dive to 15 meters (50 feet).
3. Look at the lower number to find your AMDT. For example, with a Letter Group
of C, you can dive to 15 meters (50 feet) for a maximum of 59 minutes.

Use the following steps to find your TNT at the end of your repetitive dive:
1. Find your new Letter Group, based on your SIT, in the column on the right
side of the table. For example, you have a new Letter Group of C.
2. Move along the row corresponding to your Letter Group until you come to the
column corresponding to your deepest depth during the dive. For example, you
went to 14 meters (47 feet), which rounds to 15 meters (50 feet).
3. Read the upper number in the block. This is your RNT. For example, the RNT
for a dive to 15 meters (50 feet) for Letter Group C is 21 minutes.
4. Add the RNT to your ADT to find your TNT. For example, if your ADT was 35
minutes, you must add your RNT of 21 minutes from step 3 to get a TNT of 56
minutes. Note that the AMDTs and RNTs in each block add up to the circled MDT
for each corresponding depth in Table 1.
