21.11. Creative Europe, REFILL - Temporary revitalization of empty spaces with cultural
uses / Barcelona Provincial Council
The Department of Culture of Barcelona Provincial Council (Diputació de Barcelona) is searching
European partners to develop a project in the framework to the next call for proposals of the
Creative Europe Programme, which will be launched in December.
The project title is REFILL - Temporary revitalization of empty spaces with cultural uses, and
its objective is to give cultural uses to temporarily empty or underused spaces in order to
generate cultural activity in declining areas in Europe, with the aim of contributing to their
revitalization.
In this sense, the Department of Culture of Barcelona Provincial Council would like to form a
mixed partnership with the participation of local and regional governments, private landowners and
groups or organizations, fulfilling the requirements listed in Creative Europe guidelines, who have
access to empty or underused spaces available for temporary cultural use.

28.11. Erasmus+, Citizens’ dialogue and awareness raising on sustainable consumption / City
of Borås
The City of Borås is looking for European partners interested in participating in a future EU-funded
project aiming to develop their work with citizens’ dialogue and awareness raising on
sustainable consumption.
Borås is prepared to take on the role as either lead or project partner. A first step could be an
application for a mobility project within Erasmus+, but is open to other suggestions as well.

Gerlesborgsskolan, Tanum Municipality, Sweden
Gerlesborgsskolan, a renowned school of fine art and a cultural centre open year round situated in
Tanum Municipality, is looking for European partners interested to cooperate in future EU funded
projects aiming to promote cooperation in the field of art and culture with a focus on contemporary
art, education, performing art, music and, in a wider perspective, even national education in art.
Through international exchange and cooperation the projects will contribute to create a more equal
and interesting art scene in Europe.
Gerlesborgsskolan is particularly interested in building a solid relationship with potential partners to
jointly apply for EU projects from 2014 onwards.

6.12. PROGRESS, Identifying and anticipating key green skills bottlenecks through close
collaboration with companies, education and training providers and in developing and pilot
testing the actual green re-/up-skilling projects through dedicated training schemes / Dublin
Chamber of Commerce
Please see below some details of an EU project partner search request from Dublin Chamber of
Commerce (DCC) - the premier business networking and lobbying organisation in the Dublin
region. I would be grateful if you could circulate this among any relevant stakeholders in your
regions and cities.
DCC are searching for partners - including a leader - under the PROGRESS Call for ‘’Delivering
on skills for growth and jobs’’ ( VP/2013/010) – specifically in relation to Strand 3.1 ‘’Green
Jobs’’ (details further below). DCC would be most specifically interested in identifying and
anticipating key green skills bottlenecks through close collaboration with companies, education and
training providers and in developing and pilot testing the actual green re-/up-skilling projects
through dedicated training schemes.

DCC has extensive experience in running EU-funded projects and is currently involved in the CIPfunded PRISM (Promoting Innovative Solutions for SMEs) Environment which is aiming at raising
environmental awareness among small businesses in the construction sector and encouraging them
to adopt efficient Environmental / Energy Management Systems. As part of this project, DCC has
organised a series of green training events for building sector SMEs in close cooperation with
various stakeholders such as the Irish Green Building Council, Dublin City Council and the
Sustainability Energy Authority of Ireland.
Since 2009, the chamber has also run a very successful Green Economy Forum in response to the
demand from members. This provides a B2B network for all companies operating in the green
economy, from waste to wind energy to green financing. Its objectives are to update members on
the legislative and political impacts of climate change and how to deal with them; and to present
company case studies to explain the strategy and business case underlying the decision to ‘’go
green‟.
DCC currently do not have the resources to coordinate a full proposal or lead a PROGRESS project
bid but are very interested in joining a suitable bid as a project partner.
The deadline for a collective application submission to DG Employment, Social Affairs &
Inclusion is 15 January 2014.
3.1 Green jobs



Projects financed under this strand shall have a sectorial focus and shall propose actions
dedicated to one of three targeted sectors as per NACE nomenclature:
Construction (including building renovation);
Recycling (included in Water Supply, Sewerage, Waste management and remediation
activities);
Electricity, gas, steam and air conditioning supply.
These sectors have been selected based on their job creation potential and identified
green skills shortages.
The green jobs strand with its focus on addressing the skill needs and gaps in three sectors is giving
priority to the following activities:
 Developing and testing labour market intelligence tools aimed at identifying and anticipating
key green skills bottlenecks through close collaboration with companies, education and training
providers and specialised market/skills intelligence organisations.
 Identifying good practice examples of industry friendly green skills assessment and forecasting
tools enabling the detection of green skills gaps and delivery of industry-relevant training.
 Developing and pilot testing of the actual green re-/up-skilling projects with a special attention
given to schemes dedicated to training of the trainers and other methods for generating
leverage/multiplier effects (e.g. addressed to decision makers, using modern communication
channels or creating accessible repository of training materials) and to activating the most at risk
from this economic structural shift.
 Mobilising key stakeholders at Member State, regional and sector levels in the spirit of social
partnership with a view to becoming involved in identifying and addressing skill gaps with very
concrete and action oriented projects. This may include also innovative ways to promote
attractiveness of green and/or greener jobs in the targeted sectors.

Evaluation of the actions undertaken, in order to improve subsequent waves of the intervention.
This should include success and failure factors well as pointers and recommendations for
creating other sustainable partnership models or for scaling up such initiatives.
Outcome-based approach
Proposals submitted under this strand need to clearly indicate the expected outcome, for example, in
relation to the identification of skills needs and training/support measures put in place to address the
identified gaps. Applicants are free to choose the methods, tools, etc. for implementing the
necessary measures that will deliver clear outcomes.
The projects can also include transferring and further up-scaling activities previously evaluated as a
successful practice into at least one other Member State, thus involving a minimum of two Member
States. This can, for example, be accomplished by using the applicant organisations' network of
agencies or branches or working in partnership with other EU networks in relation to the objectives
of this call.
Applicant organisations should work together by relying on their specific strengths and expertise.
The project must include applicant organisations from at least two Member States in order to
facilitate good practice sharing and mutual learning.
A balanced distribution of funding between the three targeted sectors will be sought.
For illustrative purposes, the expected average size of a grant awarded under this strand would be in
the range of EUR 900.000 project for each of the targeted sectors.

EMARE AUS CDN includes grants between 2.500,- (Europe), 3.000 (Canada) and 4.000,(Australia) Euros, free accommodation, travel expenses, access to the technical facilities and media
labs and a professional presentation. In addition participating artists will take part at the final

exhibition “move on” October 2015 in Halle (Saale) Germany. Entries should be submitted online
and must include a CV, (audio) audio-visual documentation and a preliminary plan or sketch of the
proposed project to be developed within EMARE.
