SCOPE OF WORK
FOR
GAMSBERG CONSTRUCTION VILLAGE
 GENERAL OVERVIEW:
Black Mountain Mining (Pty) Ltd intends to develop an open pit mine on the Gamsberg inselberg
and construct a concentrator plant. Before the construction stage can start, services and
infrastructure needs to be installed to provide accommodation for the construction team.
Gamsberg is situated south of the N14, 25km from Aggeneys and 45km from Pofadder. The site
can be accessed via the N14 and a 1 km long gravel road.
The services for the site are as follows:
a. Water Pipe Line
The existing mine operation uses a 63mm HDPE pipe that is installed above ground. This
water pipe will be used for construction water.
b. Power Line
The existing mine operation uses an 11kV power line from the base of Gamsberg to the adits.
This power line will be moved to the southern side of the N14 to supply electricity for the
construction activities, contractor village and offices.
c. Access Road
The existing 5 meter wide access road from the N14 to the adits can be used in conjunction
with a new access road to the plant and construction camp site.
 SCOPE OF WORK:
1. Scope Statement
 Design, supply, installation and commissioning of accommodation for 200 construction
workers. These facilities must be constructed in such a way that they can be expanded to
cater for 1000 workers at the height of the construction period.
 The site must cater for workers of which approximately 15% may be woman.
 The accommodation must include:

Living quarters for 200 people initially and the design for expansion to 1000 people

Kitchen and dining facilities to cater for residents

Ablution facilities for men and woman in the construction village

Entertainment area for residents of the construction village

Laundry facilities

Offices for construction village management personnel

Provision of a canteen for meals and snacks for all construction personnel on the site

A sewerage treatment works to cater for an initial 400 people and capacity for 1200
people at full construction

Any other facilities required for construction village
2. Standards and Specifications
 The contractor is to comply with all relevant South African standards and specifications
 The site must comply with the MHSA
 The contractor must also comply with the relevant Black Mountain Codes of Practice
3. Deliverables
 Complete design and construction of the facilities including:

Ground work and leveling

All civil structures and fencing

Electrical reticulation including site lighting from supply point set by mine

Water reticulation from take-off point set by mine

Sewer piping up to and including the sewerage treatment plant
4. Exclusions
 To be clarified during site meeting with potential service providers.
5. Milestones
 The contractor to draw up a project schedule and a cost breakdown indicating a list of
activities critical to timely completion of the project. The schedule to also include the
following

Mobilization to site

Operator induction, medicals and training

Demobilization from site
 Project Commencement date:1 June 2013
 Project Completion date: 31 August 2013
6. Contractor Responsibilities
 The contractor will be responsible for provision of the following for the duration of the project

All equipment required for the completion of the services. (All equipment brought to
site must be safe for use).

Accommodation and messing and ablution facilities for the contractor’s workforce.

Transportation for the contractors’ workforce, both on and off site.

PPE requirements in accordance with the company’s standards.

All consumables.

The contractor to adequately provide for labour to ensure safe execution of tasks.

The contractor to provide for suitably qualified and experienced supervisory
personnel to ensure safe execution of tasks.

All contractors’ employees to meet the minimum fitness/health requirements as per
company standards and applicable Codes of Practice.

All persons employed by the contractor to perform vehicle driving work of any kind on
the company’s premises must have adequate training (minimum requirement being
MQA certification or equivalent for mobile machinery).

All Risk assessments and safe operating procedures (including environmental
management) pertaining to the project.

The contractor shall ensure compliance to the Basic Conditions of Employment Act
with regards to hours of work.

All Equipment must at a minimum comply with the Trackless Mobile Machinery COP.

The contractor is to make use of local labour where possible.

Contractor to specify water and power requirements.
 All relevant documentation pertaining to above must be supplied to the client representative
on request.
7. Client Responsibilities
 The client will be responsible for provision of the following for the duration of the project:

Potable water point

400V Power supply point

A site for establishment of required/necessary site amenities

Access control to the area, but not contactor security

A facility for Entry and Exit medical checkups

All applicable statutory administrative functions the employer is charged with

Legal Appointments

Licenses , Permits and exemptions

DMR Correspondence
