SwiftBroadband Oceanic Safety Technical Manual

SUMMARY
At ACP WG-W (September 2011) it was agreed to initiate a work programme to
develop applicable manuals for the SwiftBroadband Oceanic Safety System meeting
the aviation requirements for ICAO AMS(R)S communications. Since that time both
RTCA Minimum Aviation System Performance Standards (MASPS) and Minimum
Operational Performance Standards (MOPS) have been developed and published by
the industry group SC-222. The necessary enhancements to the SwiftBroadband
system have been implemented for AMS(R)S communications and bench and early
verification flight trials of the system carrying ACARS messaging have begun. In
parallel a subgroup of WG-M has developed the SwiftBroadband Technical Manual,
it is now mature. It is presented herewith as Appendix A.
ACTION
The CP/1 is invited to take note of the maturity of the Technical Manual for
SwiftBroadband’s support to AMS(R)S Communication and endorse its publication.
1.
INTRODUCTION
1.1
The Inmarsat SwiftBroadband service, which operates over Inmarsat’s Broadband Global
Area Network (BGAN) satellite communication network, has been in operation since October 2007,
providing voice and broadband data communications predominantly for cabin use. Beginning in 2008
Inmarsat and its partners initiated a programme of enhancement to the BGAN technology to enable the
requirements for carriage of AMS(R)S communications to be met and as such the ICAO SARPs,
emerging Global Operational DataLink Document (GOLD) and Satellite Voice Guidance Material
(SVGM) documents were used to provide operational requirements for the system.

1.2
In 2013 a subgroup of Working Group M was formed to address development of a
SwiftBroadBand Technical Manual, with the intention of using the mature RTCA documentation as the
key reference material. A number of webex/telecon meetings were convened with ANSPs, avionics
manufacturers and service providers in order to develop the manual.
1.3
In parallel with this activity ICAO has been developing Performance Based
Communications Standards (PBCS) to be published in Doc 9869 and as such the references in the
SwiftBroadband Technical Manual to the GOLD and SVGM have been updated to reference Doc 9869.

This paper provides the proposed version of the Inmarsat SwiftBroadband Technical
Manual for publication.

INDUSTRY STANDARDS DEVELOPMENT
2.1
For information to the CP/1, Inmarsat and its manufacturer and communication service
provider partners began the process of developing Minimum Aviation System Performance Standards
(MASPS) and Minimum Operational Performance (MOPS) for SwiftBroadband Safety services in
January 2009, within the RTCA SC-222 working group. The ICAO GOLD RCP and latterly the SVGM
methodology was used as a baseline for the standards development introducing, for the first time, a true
‘end-to-end’ service philosophy in the MASPS.

The RTCA SwiftBroadband MASPS (DO-343) where completed and published in

Additionally Inmarsat is standardizing the BGAN system within the European
Telecommunications Standards Institute (ETSI) – due for completion early 2015.
3.
ACTION BY THE MEETING
3.1
Supported by avionics manufacturers, airframers and communications service providers
the CP/1 is invited to:
1) Note that industry has developed and had published the required industry standards
documentation to be able to produce the necessary ICAO Technical Manual documentation.
2) Note that, as per original objectives, the RTCA documentation has been utilised to the maximum
extent possible as reference material to simplify the Technical Manual.
3) Approve the publication of the Technical Manual for the SwiftBroadband Oceanic Safety System
as part of the Doc 9925, Manual on the AMS(R)S.
