CONDITIONS ON ISSUE OF PARKING PERMIT
UNIVERSITY OF NORTHUMBRIA AT NEWCASTLE
1. No responsibility or liability is accepted by the University for damage to, or loss of any
vehicle or its contents parked on University premises howsoever caused.
2. Nothing in these terms limits the University liability in the case of death or personal injury
caused by University negligence.
3. The University does not accept liability for indirect or consequential loss.
4. It is the responsibility of the permit holder to:

Lock the vehicle securely.
 Fully close all windows.
 Apply the hand break of the vehicle.
 Not leave any animal or person within the vehicle.
 Ensure possessions are placed out of sight.
5. The permit holder must ensure that any children are accompanied and supervised
while in the car park.
6. The permit must be clearly displayed in the windscreen at all times the vehicle is in the
car park. Displaying the permit is an acceptance of these terms and conditions.
7. The permit is not transferable, except when specifically authorised by Campus Services
for shared or pooled permits.
8. No alterations or changes must be made to a permit. Please inform Campus Services if
any updates are required and if necessary, a new permit will be issued.
9. Vehicles must be properly parked in authorised parking zones. Hunt and Park,
Vacation and Out of Hours permits are not valid in reserved or private bays. A permit
holder may be required to move the vehicle if it is badly parked, obstructing traffic flow
or causing other hazards. In an emergency or if no permit is displayed, your vehicle
may be moved.
10. A breach of the regulations may result in one of the following penalties:
a) Issue of a civil penalty notice. The fine will be reduced by 50% if paid within 14
days.
b) Withdrawal of the car parking permit.
c) Removal of the offending vehicle at the owner’s expense.
11. Car parking provision is extremely limited at both Coach Lane and City
Campuses. Coach Lane permits are not valid in City Campus car parks and City
Campus permits are not valid at Coach Lane. You are advised not to bring a car
unless absolutely necessary as there are no guarantees a space will be obtained. It is
the responsibility of a permit holder to find a suitable space and to park in a responsible
manner.
12. On occasion it may be necessary to close University car parks or a number of bays
within. Please visit the car parking section of the University website for regular updates.
13. There are no car parking facilities available on campus for students living in Halls of
Residence except for those with a disability at the discretion of the University. Students
living in halls are advised not to bring their cars.
14. Private bay permits are valid for use within the allocated bay 24 hours a day, 7 days a
week, 365 days a year. Hunt and Park permits are valid 24 hours a day, 7 days a week,
365 days a year. Out of Hours permits are valid from 15:00 to 08:00 Monday to Friday
and all day at weekends. Vacation permits are valid 24 hours a day, 7 days a week for
the period stated when the permit was purchased.
15. Applicants may only apply for a parking permit on their own behalf.
16. The main University car park at City Campus East is also available for public pay and
display use weekdays after 16.00 and all day at weekends and public holidays. Hunt
and park, Vacation and Out of Hours permits are not valid in the City Campus East car
park during weekends and public holidays.
17. At Coach Lane Campus, staff and students are requested not to park on the residential
housing estates or on the main highway.
18. Anyone who is issued with a new permit after 1 March 2003, please note that we
reserve the right to remove your permit if a decision is made to reduce the number of
permits issued, this will be on the basis of last in – first out.
19. Whilst parked or driven on University property permit holders must ensure that their
vehicle is in a roadworthy condition, has a valid MOT, Road Fund licence (as
appropriate) and is insured.
20. Permit holders must be in possession of a current, full driving licence.
21. All permit holders whilst driving on University property must adhere to all speed limits
and posted traffic signs and road markings.
22. Sub-letting of private bays is not permitted; the bay holder will have their permit
withdrawn.
23. Private bay permits are valid only in the bay issued and not valid in any University car
parks unless previously authorised by Security Services.
24. Threatening and abusive language toward staff enforcing parking regulations will not
be tolerated and may result in the offender’s permit being withdrawn.
25. The University reserves the right to amend these terms and will give reasonable notice
to permit holders of any changes.
26. If payment is overdue the University reserves the right to withdraw the parking permit.
27. These terms constitute the entire agreement between the permit holder and the
University.
28. These terms and any dispute or claim arising out of or in connection with it shall be
governed by and construed in accordance with the law of England and Wales. The
courts of England and Wales shall have exclusive jurisdiction to settle any dispute or
claim arising out of these terms.
29. If a permit is not used on a regular basis permit holders must inform Campus Services
and the permit will be revoked.
