In recent year, as selected as one of the potential world heritage site candidates by the Culture Ministry, Executive Yuan, For San Domingo and the surrounding historical buildings are also established the Tamsui Historical Museum by the local government, the first museum in Taiwan for managing historical sites. The repaid development in Tamsui urbanization in recent year had caused the dramatic change in landscape and it had great impact on local culture identity. The establishment of the Tamsui Historical Museum is intended to preserve the most tangible cultural heritage and disseminate the knowledge and the concept of preservation through education. However, in terms of collection, the museum holds relatively low in collection, but managing many historic sites in vast area. In another words, the museum is mainly collecting historical buildings rather than objects. Its non-conventional method has raised several questions in the management of the museum: What is the collection policy? How do the preservation works carry out in the museum? How to provide educational service in the museum? It seems that the museum has many historical buildings for museum functions: preservation, exhibition and education. In fact, the lack of furniture and any object left by previous owner, it is very difficult to reconstruct the past in many historical sites of the museum. In addition, under policies for revitalization in the heritage and other public properties, the museum is facing demands to have higher visitor number and providing more leisure activities for residences and tourists. How does a local museum such as the Tamsui Historical Museum provide both educational service and leisure activities to its audience, and how to balance these two works? Furthermore, how does the museum provide the opportunity to construct meaningful visiting experiences with only historical building from the past? These will be the issues discussed in this article. 2
