for Waste Management Plan (WMP) Completion
1. Introduction
This documentation is intended to provide guidance on how to manage and control earthquake
demolition waste from source to disposal. On Residential Red Zone (RRZ) sites it should be used in
conjunction with the global resource consents held by CERA. It needs to be read, completed and
submitted to the Waste and Environmental Management Team and CERA for approval before a
demolition takes place. All waste must be managed in accordance with the Plan submitted, relevant
resource consents, as well as waste and health & safety laws and regulations. The WMP will assist
you in managing the demolition and disposal pathway and ensuring that all waste is disposed
appropriately, lawfully, safely and in an environmentally sustainable manner. Failure to comply with
the plan and/or the correct disposal of waste may result in prosecution under the RMA and/or the
withdrawal of demolition contract accreditation.
2. Transportation
All waste must be transported in accordance with standard Work Safe and Land Transport
regulations.
3. Waste Recovery
Salvage
An agreement must be reached between the property owner, insurer and contractor regarding the
management and ownership of personal effects and salvageable material.
Sorting and recycling facilities
The recycling of demolition waste is encouraged as a rule to minimise waste going to landfill. All
earthquake demolition waste must be taken to an approved facility for sorting, processing and/or
final disposal. These facilities have potential adverse environmental effects and therefore may
require resource consent(s) from Environment Canterbury and the relevant Territorial Authority. A
number have already been granted consent(s) to carry out this work and the list is available via the

Concrete crushing activities
The crushing of concrete also has potential adverse environmental effects and therefore requires
resource consent(s). A number of consents for both mobile and fixed concrete crushing units have
been granted.
Temporary void filling with inert material (back-filling basements)

The non-enforcement decision for the deposition of inert materials within Christchurch has been
lifted. Associated activities are now required to comply with business as usual processes. Should

While this factsheet uses in ground swimming pools as an example the same rules apply to the
infilling of any land. Should you have any further questions or require clarification on any point

4. Disposal
Material handling and disposal must be in accordance with all relevant laws, resource consents,
bylaws and industry codes of practice. The illegal disposal of demo waste may contaminate land air
and water and leave a legacy of problems. Contractors are obligated to ensure that chosen disposal
sites have the appropriate resource consents and permissions from relevant authorities before
disposing of any demolition waste. Anyone disposing of demolition waste may be prosecuted and
have their accreditation withdrawn.

5. Reporting
A waste report is required for each commercial building demolished. The report shall be in a form
similar to the waste plan attached. Receipts must be kept for all demolition waste streams and
forwarded within 10 days following any reasonable request from CERA, Environment Canterbury or
the relevant territorial authority in which the demolition occurred. This requirement is to ensure you
can demonstrate to the appropriate authorities that all waste streams from your demolition activities
have been lawfully disposed of.
6. Special Waste Types
Some waste requires specific treatment as detailed below:
Material linked to fatalities
Buildings and vehicles where fatalities have occurred were taken to a secure storage area at
Burwood Landfill. These building materials were loaded - unsorted, without salvage and with
minimal damage to building elements – into covered trucks. This material will be transported for
final disposal once all the required investigations are complete.

Heritage materials
Heritage items must be handled and stored carefully in agreement with the building owner.
Hazardous materials
Where possible, all known hazardous substances should be removed prior to demolition. If not
possible, all debris from the building may have to be treated as hazardous. Liquid and solid waste
must be managed by appropriately qualified hazardous waste handlers and taken to accredited
treatment and disposal facilities. Asbestos shall be handled in line with Work Safe NZ regulations
and guidelines. Hazardous materials include asbestos, toxic chemicals, fuel, and rotten food waste.
Listed Land Use Register (LLUR) Sites (also referred to as known HAIL sites)
Certain waste generated at sites that are, or have the potential to be contaminated as identified on
Environment Canterbury’s Listed Land Use Register (LLUR), must be treated as potentially
contaminated. Specifically, any waste generated from a source that has been in contact with soil
that is, or potentially is, contaminated (e.g., in-ground foundation elements, asphalt, concrete or
cement pads, etc.), or waste material that has been impacted by the use, storage or disposal of
hazardous materials or hazardous waste must be disposed of at an Approved Facility. This material
may not be used as a clean fill in any circumstance.
It is important to note that you may encounter a site that is not registered on the LLUR database but
is contaminated and classed as a HAIL site. If you believe you have encountered a previously
unidentified HAIL site you should contact both Environment Canterbury and the local Territorial
Authority as soon as possible to notify them of the encounter and obtain advice as to how to
manage the site.

consents along with the Port Hills Environmental Management Plan Guide (EMPG). Section
8 of the EMPG outlines what is required from you when working on potentially contaminated
land in the PHRRZ.

3. At Source Sorting and Processing of Demolition Wastes

For the purposes of this WMP sorting and processing can be interpreted as ‘the use of machinery
such as a concrete crusher, hammer mill or other plant with the exception of an excavator’.

with site safety protocols to locate and remove any hazardous materials

b. Hazardous Material will be dropped off at Chemwaste on Barton Street

Please note the following:






In both scenarios any hazardous material removed from a site must be reported against the
QPID of the site it is removed from.
You cannot bunch materials from multiple properties.
You cannot drop off or stock pile material and say it comes from multiple QPIDS.
You have to be able to say what material came from what QPID.
Chemwaste have the contract for disposal of hazardous material from the porthills RZ.

5.2 If your site is not in the Porthills RZ please fill out this section

A map showing the area that will be covered under the land clearance project.
A list of all properties within the mapped area noting which properties are on the LLUR.
If you know how much soil will need to be brought onto or taken off the project area please fill out
questions ‘a’ through ‘f’ below. If you are unsure at this stage if soil will need to be taken off or
brought on please tick the box below;

Demolition Waste Approved Facility Disposal Table
The Demolition Waste Approved Facility Disposal Table on the following page is required to record your intended disposal
location for all waste streams. This table must be submitted to Environment Canterbury and approved by them before any
demolition contract can be awarded by CERA. If there is insufficient, misleading or erroneous information supplied then your
WMP will be declined. The below bullet points have been provided as a guide to assist you complete this table. Failure to
follow this guide is likely to result in your WMP being declined.






All WMP must be send to demowaste@ecan.govt.nz for approval. Please allow for 5 working days for any WMP to be
assessed.
Identify all waste types arising from this demolition. Complete the name and address of the facilities used, the waste carrier
and the quantity disposed at each location. These facilities must correspond to those identified on the Approved Facilities
List, written as they appear on this list.
The estimated quantity of waste must be identified for each destination identified. If multiple destinations are identified
under material type, then the quantity going to each facility must be identified.
All waste disposal destinations on this WMP must be to a facility on Environment Canterbury’s Approved Facilities
List ( http://ecan.govt.nz/services/pages/demo-waste-approved-facilities-list.aspx). Any WMP containing a destination that
is not clearly identifiable on the Approved Facilities List will be declined. This clause does not apply to the metals category
which should go to a recognised metal recovery business.
Receipts from the receiving waste disposal facilities must be retained for a minimum of 24 months and forwarded within
10 working days to; Environment Canterbury, the Canterbury Earthquake Recovery Authority or other territorial authority,
following any reasonable request by them.
If in the course of works a variation is required to the previously approved WMP a new WMP must be submitted and
approved before the variation commences.
