OVERVIEW OF RESIDENTIAL INFRASTRUCTURE
 The residential infrastructure of CBEC is short of the optimum requirements at most of the
locations in the country.

 There are only few on-going construction projects being executed by CPWD relating to housing
at Lucknow; Benjatiya, Murshidabad, West Bengal; Surat; Pune; Kraikkal, Bikkarnakatta,
Managlore.
 The status of the
pending construction proposals relating to residential infrastructure
is
included in Annexure A.
 The important projects in pipeline are as follows :

Construction of residential quarters at NPCC (National Projects Construction Corporation)
Dwarka, New Delhi
has been selected as Project Implementation
Agency. MOA need submission to Ministry of Law
for approval. Estimates for proposal relating to
construction yet to be submitted by Commissioner
Central Excise, Delhi-I.
Construction of residential quarters at Proposal has been submitted to the Ministry.
Chilavanoor, Kerala for a cost of 100.39 Department of Expenditure raised objections
crore
relating to costs. Reply awaited from Commissioner
of Customs, Cochin.
Construction of 3 Type VI quarters at Initial project sanctioned in 2012.
Delay in
Chandigarh
execution by CPWD. Revised estimates under
submission to Ministry for a/a & e/s.
Acquisition of 41 Type VI quarters from Process already initiated by Chief Commissioner,
Tamil Nadu Housing Board, Chennai
Chennai.
 Critical areas requiring attention - Housing situation in major Metropolitan Cities like
Mumbai, Delhi, Chennai, Hyderabad, Pune & Bangalore needs to be addressed as it is difficult
for officers to found suitable accommodation within the limits of HRA due to high rentals.
Development of Suleman Shah Plot in Mumbai and implementation of Dwarka project in Delhi
will improve the situation

ZONE WISE DETAILS OF SHORTAGES IN RESIDENTIAL INFRASTRUCTURE
 Zone wise charts have been prepared highlighting shortage of residential infrastructure in
various types of houses.
 The optimum requirements in the said chart have been worked out by taking the total number of
staff strength entitled to a particular type of house in a Zone and applying the applicable
satisfaction ratios 
TypeVII to TypeIV - 80%

Type III - 60%

Type II - 45%

Type I - 30%..
 The chart broadly highlights the extent of shortages on housing front on each Zone. The actual
shortage and consequential requirement would be worked out on the basis of demand surveys
and availability in each location as well as factoring in the number of officers posted in
Directorates in a particular location.
 In several Zones there is an excess of Quarters in Type II category coupled with equivalent or
more shortages in Type III category of houses. In such places Type II houses are invariably
allotted to officers/staff entitled to Type III houses.
 The number of houses in each Zone have been taken from the Asset Register. The houses,
where categorization has been given as Type A to Type H houses or in any other format have
not been included because of lack of clarity regarding the type of these houses on the grade of
Type I to Type VII.
