Project Start Notice
June 6, 2014
All dates within this letter are tentative and subject to change
The contractor is scheduled to begin utility repair and maintenance construction in the Evergreen
and Whispering Pines neighborhoods on Tuesday, June 10th. This schedule is dependent upon
finalization of contracts and material delivery. A “Project Hotline” has been set up as the primary
location for you to call with any questions related to this project. We ask that you use this hotline
as it is the most direct way for our inspector to address your particular issue. When you leave a
message, please make sure to leave your name, address, telephone number where you can be
reached, and specific question. The hotline is monitored daily and the project inspector will
return calls as soon as possible. The number for the Hotline is: (612) 360-1873. Emailed project
notices are also available by signing up for the City’s InTouch Email notification system on the

Additional information about the Contractor’s schedule and the expected impacts of
construction will be discussed at the June 9th pre-construction neighborhood meeting held
at the Eagle Valley Golf Course Banquet Room from 6:30 - 8 pm. The meeting will provide
opportunity for residents to ask questions about construction.
We ask that you do NOT park on any streets with active construction beginning at 7 a.m.
until all work is done for the day to allow the contractor space to efficiently perform their
work. Parking will be allowed on the street once all work is complete for the day.
Concrete removal & replacement
The contractor will begin with spot utility repairs and follow with removal and replacement of
damaged concrete curb and gutter and the repair of storm sewer catch basins. The criteria used to
determine what curb will be replaced is if it is sunken, heaved, or has large chunks of concrete
missing in the gutter line. Curb that is cracked, but still functional, will not be removed. White
arrows have been painted on the curb to show areas for replacement. Curb removal is
anticipated to begin June 12th. New curb cannot be driven over for approximately three to five
days to allow it to gain strength while the concrete cures. The contractor will not warranty
concrete that has been driven on before it has cured. Because you will not have access to your
driveway for about five days if curb is replaced across your driveway, please make sure any
vehicles are out of your driveway before the new concrete is poured. You will be able to park on
the street in front of your house until the contractor reopens access to your driveway. Please

contact the project inspector if there are any issues regarding access to your driveway and we
will attempt to make necessary accommodations.
Irrigation systems & landscaping
The curb replacement process will require excavation into the yard by approximately 1 to 3 feet.
At a minimum, any private features (irrigation lines and heads, underground dog fences,
landscaping, etc.) you may have near any curb that is marked for removal, should either be
removed from the construction limits or be clearly marked with flags so the contractor is aware
of their presence. If the contractor knows the location of these facilities, they may be able to
minimize or avoid damage. Any damage to private features will not be repaired, replaced, or
altered by the City or the contractor.
Street surface removal
Once the curb replacement is complete, the contractor will begin removal of the asphalt street
surface. Street removal is expected to begin the week of June 16. This process will leave a
gravel driving surface on most of the project area. Immediately after the street surface is
removed, the contractor will build a gravel ramp to maintain access at each driveway. The first
layer of asphalt should be placed within seven to nine days after the existing pavement is
removed.
Road closure
There will be temporary partial road closures during the construction period. Please drive
carefully as crews will be moving throughout the neighborhood each day. While crews will be
working within the roadway, we anticipate only partial or 1-lane closures at work areas. Access
to driveways will be maintained except during temporary times when crews may be working
directly in front of driveways or after curb is poured across driveways.
