Mimi Zhang is a Project Manager at Sustainable Energy Advantage, and has several years experience analyzing
renewable energy markets, forecasting REC prices and modeling the costs and savings of policy changes. Prior to joining
Sustainable Energy Advantage, she was a Senior Consultant in the Emerging Technology group of the Energy Practice at
Navigant Consulting. Mimi’s project experience includes modeling the New England REC market and the MA SREC
market, evaluating RPS programs, offshore wind cost analysis, creating a strategic plan for an energy storage company,
and analyzing the role of energy storage in addressing the challenges associated with renewable energy integration. She
also coordinated the development of a computational tool for assessing the costs and benefits of smart grid projects, and
was involved in numerous analyses on how different legislative options would impact employment in the wind industry.
Mimi has a B.S. in Earth and Ocean Sciences from Duke University and a Masters in City Planning from MIT.

John Wadsworth’s practice combines environmental and energy experience. He represents developers and financers of
large projects in connection with permitting, regulatory and environmental risk allocation issues and represents energy
companies in connection with acquisitions, permitting, regulatory approvals, and development work.
Mr. Wadsworth has been involved in hazardous waste remediation projects, including several involving environmental
insurance. He has extensive experience with the Regional Greenhouse Gas Initiative (RGGI) and with carbon issues in
general, and has lectured and written extensively on these and other topics. He served on the Solid Waste Advisory
Board aiding the Massachusetts Department of Environmental Protection in drafting regulations, and has been extensively
involved in programs relating to Chapter 91 (tidelands) issues.
John holds a J.D. from Yale Law School, a M.Div. from Yale Divinity School, and a B.A from SUNY Buffalo.

Ben Davis is the Director of the Electric Power Division at the Massachusetts Department of Public Utilities, where he has
worked for the last five years on issues including energy efficiency, renewable energy, utility mergers, smart grid/ grid
modernization, and service quality. Ben earned a Masters in Public Policy from the Kennedy School of Government
where he focused on energy and environmental issues.

Richard Gross is an electrical power systems engineer specializing in technical analyses and feasibility studies related to
the integration of renewable energy projects to electric utility distribution and transmission systems. He has a
comprehensive background in the electric utility industry gained through more than 30 years of power system planning,
design, and construction of electrical substations, transmission interconnections, and distribution systems. He has been a
Principal of Richard C. Gross P.E., Inc. since 2002 and continues to develop the electrical interconnection plans and
serve as the Owner’s Engineer for the construction and commissioning of wind turbine generator projects. Prior to that,
he was a Principal of PLM Electric Power Engineering where he provided power system planning and detailed design
services for electric utility substations and distribution systems. Mr. Gross is a Licensed Professional Engineer in
Massachusetts and New York. He holds a B.S., Electrical Engineering, Northeastern University and a M.S. Electrical
Engineering, Northeastern University.

Daniel Handal is a Senior Consultant in the Emerging Technology and Business Strategy group of the Energy Practice at
Navigant. His work focuses in the areas of Smart Grid, energy storage, demand response, and renewable energy for both
government and industry clients. Specifically, he assists clients by evaluating technology investments and providing
clarity on key issues surrounding market adoption of specific technologies. Prior to joining Navigant, Mr. Handal interned
with the Office of Energy Efficiency and Renewable Energy at the Department of Energy (DOE), and with Merck Research
Laboratories at Merck & Company. Mr. Handal holds a B.S. in Chemical Biological Engineering and a minor in
Management and Biology from the Massachusetts Institute of Technology (MIT).

John Kelly has worked with industry leaders for the past six years to research and develop microgrid prototypes that
demonstrate the art-of-the-possible in terms of consumer requirements for cost-efficiency, conservation, environmental
protection, and reliability. Over the past three years, Mr. Kelly led an industry team in the development a LEED type
design and rating system for microgrids or buildings. Mr. Kelly authored numerous research papers on electricity
reliability, markets, electricity pricing, smart grid cost/benefit and best practices for state electric utility regulatory policy
reform.
Mr. Kelly has provided consulting services to the electric and natural gas industries for 30 years, focusing for the past
decade on developing innovative sustainable energy plans and designs for cities, large multi-use developments, and
commercial buildings. Mr. Kelly holds a B.S. in energy engineering and has completed studies in electricity industry
restructuring, and environmental engineering. He is a founder of the National Energy Center for Sustainable Communities
(www.necsc.us), and is also one of the founders and a past treasurer of the Midwest Energy Efficiency Alliance
(www.mwalliance.org).

Mr. Serna is Northeast Utilities’ Vice President of Corporate Strategy. He joined NU on November 2008. He leads NU’s
efforts to identify strategic growth opportunities inclusive of those surrounding clean energy technologies including grid
modernization/smart grid, energy storage, energy efficiency and electric transportation. Camilo also leads implementation
of key strategic initiatives such as the expansion of the natural gas system in CT and MA. He also leads the development
of NU’s annual five-year strategic plan and investments and activities in research and development. Finally Camilo
manages NU’s unregulated investments in telecommunications and energy services.
He is member of the Strategy Committee for the Institute for Innovation, Electricity and Efficiency (IEE) and a member of
the Economic Policy Advisory Group for the Edison Electric Institute (EEI). Prior to joining NU, Camilo worked for 9 years
with Oliver Wyman. Camilo was member of Oliver Wyman’s Energy & Utility practice helping utility and energy
companies in Europe, Latin America and North America.

Forrest Small is VP of Grid Optimization Strategy for BRIDGE Energy Group. He leads the company's Grid Optimization
practice which helps utilities envision, architect, and implement operations technologies to solve their toughest business
challenges. The practice specializes in systems and technologies that reduce outage time, increase operational efficiency,
and ensure grid reliability. Forrest has twenty-two years of combined experience in management consulting, and grid
planning and operations at Central Maine Power.

Allison Smith joined NESCOE as an Analyst in November 2010. At NESCOE Allison has worked on a variety of demandside issues such as smart meters, energy efficiency and distributed generation as well as renewable energy integration &
planning in New England. Prior to NESCOE Allison worked at Anbaric Transmission and Synapse Energy Economics.
She has a Bachelor of Arts in Environmental Studies from Dartmouth College and a Master of Studies in Environmental
Law from Vermont Law School.

John Tourtelotte is the founder of Rivermoor Energy and leads the company's renewable energy and energy solutions
development and investment initiatives. Mr. Tourtelotte's experience includes general management, marketing and sales
management positions in the technology industry with i2 Technologies, Siebel Systems (acquired by Oracle Corporation)
and MCI Communications. Mr. Tourtelotte holds an M.B.A. from the Wharton School at the University of Pennsylvania
and is an honors graduate of Georgetown University.

Henry Yoshimura is the Director of Demand Resource Strategy for ISO New England. He is responsible for the
development of demand response and energy efficiency initiatives for the New England wholesale electricity market. Mr.
Yoshimura frequently leads stakeholder groups to develop the market rules enabling demand resources to participate in
New England’s wholesale electricity market. He successfully led a stakeholder group that developed the market rules
enabling demand resources to participate in New England’s wholesale capacity and energy markets.
He was the recipient of the “Excellence in Diplomacy” award and was one of 15 outstanding environmental and energy
advocates honored by the Conservation Services Group on October 23, 2009. Among the list of honorees were
Massachusetts Governor Deval Patrick for “Excellence in Environmental Advocacy” and US Congressman Ed Markey for
"National Leadership."
Mr. Yoshimura is an economics and public policy expert with 30 years of domestic and international experience in the
electric power industry. Before joining ISO New England in 2002, he spent two years in Jakarta, Indonesia as a
Government advisor on electricity sector regulation and restructuring. Mr. Yoshimura is the former Director of the Electric
Power Division for the Massachusetts Department of Public Utilities in Boston. Additionally, he has held senior consultant
positions with La Capra Associates, XENERGY/KEMA Consulting Inc., and the Institute of International Education.
Mr. Yoshimura holds a Master of Arts degree in Economics as well as a Bachelor of Arts degree in Economics and
Political Philosophy from the University of Montana. Additionally, he earned a Certificate in Advanced Management
Development from the University of Massachusetts, Institute for Governmental Services.
