Expression of Interest
Pre-feasibility study (PFS) on Urban Water Environment Comprehensive Development Project
in Anxiang, Hunan Province, China

Cities Development Initiative for Asia (CDIA) is a regional initiative established in 2007 by the
Asian Development Bank and the Government of Germany, with additional core funding support
of the governments of Sweden, Austria, Switzerland, and the Shanghai Municipal Government.
The Initiative provides assistance to medium-sized Asian cities to bridge the gap between their
development plans and the implementation of their infrastructure investments.
With the funding support from Shanghai Municipal Government, CDIA calls for expression of
interest of qualified companies to carry out the technical assistance for aforementioned PFS.
Objectives of the project
The project is to find out a comprehensive solution to deal with the problems and the current
serious environmental conditions that the city is facing, with a specific focus on managing the
specific challenges of urban flooding and water security. These are conducive to raise the overall
level of the governance capacity of the Anxiang County authorities, helping the city to acquire a
sustainable development approach in relation with the water management resources.
The long-term objective of Anxiang it to eradicate the major environmental problems that the
city is facing by establishing an improved environmental pollution control, planning, management
and security system, to enhance the safety living environment of urban townships and adjacent
rural area within next 20 years. With this project, the Government of Anxiang County aims to
improve people’s quality of life by proactively developing a sound water ecological environment
of the urban area.
The goal is also to produce a climate change mitigation and water quality improvement
infrastructure investment plan to be presented to higher authorities in China, which can reach
financing domestically and internationally (international financial institutions such as ADB).
Objectives of the Consultancy Services
Objective of this PFS is identifying a comprehensive solution to deal with current water
environmental conditions in Anxiang County urban area as described above. It will be focus on
managing urban flooding, water eco-system recovery and drinking water security. The feasibility
study shall focus on providing a feasible sustainable solution technically sound and financially
affordable. In addition, this solution shall protect and preserve the ecological conditions of the
environment, and covers essential social aspects, in order to link it further to financiers under the
framework of climate change adaptation project.
The team of consultants, during the PFS, will conduct a series of workshops and capacity
development activities to enhance governance capacity of the Anxiang County authorities,
especially on water management and environment protection, helping the city to develop a
sustainable approach.
The scope of work, to be defined in the TOR, shall comprise a holistic and integrated investment
plan to address water issues in flood prevention and water quality improvement. The solutions
will be incorporated into the actual town planning to make sure that the projects identified, will
be developed.
