Standing Rules

1. The Standing Rules may be revised by a majority vote of those cast.
2. The Executive Board of the PTCO shall be composed of the elected officers (President(s),
Vice President(s)/President(s) Elect, Secretary, Treasurer, and Vice President of
Fundraising), a designated administrator, and the immediate Past President.
A. Duties of the President
1) Shall preside over all PTCO and Executive Board meetings.
2) Shall be a member ex officio of all Standing Committees.
3) Shall be a member of the Cherry Creek Parents’ Council.
4) Shall sign checks for the authorized disbursements in the absence of the
Treasurer.
5) Shall appoint such special committees as deemed necessary, keeping in mind
the purpose of the organization as being one of close cooperation with faculty
members, students and administration.
6) Shall appoint a qualified volunteer, not on the Executive Board, to
conduct the year-end review of the PTCO financial records. To submit a
copy of the examination to the Treasurer of the CCSD Parents’ Council no
later than 30 days after completion.
7) Shall speak at New Parent Night in September.
8) Shall submit a PTCO page to the Home Herald editor each month for
publication.
9) Shall speak at the Teacher appreciation luncheon, held at the end of the school
year.
B. Duties of the Vice President/President Elect
1) Shall serve as President Elect.
2) Shall perform the duties of the President in his or her absence.
3) Shall assist the President and perform such tasks as designated by the
President.
4) Shall be the Bylaws Review Chairman to review Bylaws and Standing Rules
and submit recommended changes to the PTCO for action and shall be
sure that each PTCO member has a current copy.
5) Shall serve as FASP Chairman, shall preside over FASP meetings, shall
conduct business as directed by the FASP Bylaws, and shall insure proper
communication between PTCO and FASP.
6) Shall speak at 8th grade Parent Night.
7) Shall act as Parliamentarian.
8) Shall organize volunteers for fall check-in (registration).
9) Shall invite parents from feeder schools to April PTCO meeting.
10) Shall review and submit PTCO parent volunteer forms for registration at the
end of April of preceding year.
11) Shall set up PTCO meeting dates and locations for the following year.
12) Shall coordinate Volunteer Appreciation event with the principal’s office.
13) Shall represent PTCO at Future Bruin’s Day.
14) Shall participate in CCSD Leadership program during VP year.
C. Duties of the Secretary
1) Shall keep a record of all the meetings of the PTCO and Executive Board
and shall distribute copies to the appropriate members.
2) Shall conduct the correspondence of the PTCO.
3) Shall keep an up-to-date copy of the PTCO Bylaws and Standing Rules.
4) Shall maintain a current listing of the Executive Board and the
Committee Chairpersons.
5) Shall E-mail minutes to interested members-at-large.
6) Shall call an annual meeting with the Executive Board to review the Bylaws.
D. Duties of the Treasurer
1) Must attend a minimum of one CCSD Parents’ Council Treasurer’s Workshops.
2) Shall receive and deposit all money for PTCO, and reconcile the checkbook
with the bank record.
3) Shall keep records of receipts and expenditures.
4) Shall sign checks and disburse funds as directed by the PTCO.
5) Shall report all deposits and expenditures at each Executive Board meeting
since the previous meeting at each PTCO meeting and supply a written copy
to the President and Secretary.
6) Shall submit to the PTCO a written budget at the September General
meeting and a written year-end report at the May General meeting.
Treasurer’s books shall be completed and backed up on external drives or
electronic devices by July 30. The outgoing Treasurer shall serve as an
Assistant Treasurer until the start of the new year.
7) Shall submit financial records for audit by September 15 of each year.
8) Shall prepare and submit the annual tax return in accordance with IRS
requirements. A copy shall be submitted to the treasurer of Parents’
Council according to the bylaws and the PTCO President.
9) Prepare for and submit to Parents’ Council a year-end financial statement.
10) Submit the annually required Colorado non-profit organization report form.
11) Shall oversee the counting of monies collected from Bear Track sales, the day
after Back-to-School night.
12) Shall collect and deposit Bear Track Sales from the school store
throughout the school year.
13) Shall begin training the incoming Treasurer no later than February.
14) Shall be periodically present at August check-in to assist administrative
staff with incoming money.
15) Shall have all checks over $1,000 signed by one other executive board
member as well as by himself/herself.
16) Shall be responsible for the PTCO laptop and all back up records
(electronic and paper).
E. Duties of the Past President
1) Past President shall be an ex officio member of the PTCO and the Executive Board and
shall perform duties as requested by the President.
2) Shall Co-chair the Nominating Committee.
F. Duties of the Vice President of Fundraising
1) Coordinate efforts to obtain the necessary funds to complete the goals of the PTCO.
2) Manage all aspects of the “Friends of PTCO” fundraising and communications.
3) Supervise and support all general board positions which include fundraising tasks, such as: the
student directory, the fundraising efforts to benefit After Prom, and the proposed PTCO
calendar.
4) Promote/communicate to the community how the approved grants by the Executive Board were
distributed.
5) Assist the After Prom Chairs in obtaining the necessary funds to pay for the event costs.
6) Advise the Executive Board regarding the viability of other potential fundraising ventures to
help the PTCO achieve all fiscal goals.
G. PTCO members shall assume the following Standing Committee Chairmanships: The term
of chairmanship shall be limited to two years in one position, unless no other volunteer is
available or interested in the position.
Other committees may be formed at the discretion of the
President and/or the Executive Board.
a) After Prom Chairperson or Co-Chairs After Prom chairs are
responsible for organizing, promoting and implementing the CCHS After
Prom event. The event follows the prom and is intended to be a safe, fun
place for the kids to enjoy. The responsibility includes creating and
maintaining the budget for After Prom and working with the PTCO
Treasurer and Vice President of Fundraising to secure funds and to have the
funds available on a timely basis (funds are invested when they are not being
used). The intent is for t h e event to be free to the students. Chair
responsibilities also include recruiting and managing a variety of committee
chairs and volunteers. The After Prom chair also coordinates After Prom
aspects with Student Senate and the Creek Activities office.
b) Bear Tracks Production shall compile and publish a school
directory to be distributed at Back to School night.
c) Bear Tracks Sponsorship shall find sponsors for the Bear Tracks
directory to offset production expenses.
d) Bear Track Distribution will coordinate volunteers to sell and distribute
directories at Back-to-School night and assist with set up that evening.
e) Board of Education Representative(s) shall attend all District Board of
Education meetings and report back at the PTCO general meetings.
f) CCHS Accountability Committee shall represent the PTCO and
report any concerns to the PTCO.
g) Colorado Teacher of the Year Coordinator shall be in charge of
distributing information concerning the nomination of teachers, tickets to
the banquet, scrapbook of the teacher, and be in charge of the tea for Cherry
Creek if hosting the event.
h) Community Connections Liaison shall be a liaison between the
non-parent community and the PTCO and coordinate the publication
of the community connections postcard.
i) District Accountability Representatives shall serve as liaisons between
the PTCO and the Accountability Committee.
FASP Representatives shall attend all FASP meetings and represent the
parent point of view in all FASP discussions. There shall be at least two
FASP reps from each grade level, no more than three. This committee will
be comprised of new representatives each year.
k) Fitness/Wellness Festival Coordinator shall promote the Fitness
Festival and the Family Wellness Summit and work with the school to
create team(s) to attend and participate in both events.
l) Future Bruins Committee shall be in charge of promoting and managing
Future Bruin day each year which is an open house for middle school
students and parents to learn more about Creek in an informal setting.
m) Home Herald Editor shall edit the final draft of the Home Herald for
accuracies.
n) Legislative Network Liaison(s) shall attend all Cherry Creek Legislative
Network (CCCLN) meetings, and shall keep the membership advised of any
pending legislation or ballot issue which would affect the students or school
and shall arrange for the dissemination of information to parents and
guardians via the newsletter.
o) Media Center Volunteer Coordinator shall organize Media Center
volunteers and act as a liaison between the Media Center and the PTCO.
p) Middle School Liaisons shall serve as a communication source
between the high school and the feeder middle schools.
q) New Parent Contact Chairman/8th Grade Parent Night shall
work with the administration to plan a fall meeting for new parents to
Cherry Creek School District and shall serve as a resource to new
parents throughout the school year.
r) Nominating Committee Chairman/Co-Chairs shall serve as Election
Chairman and shall conduct the PTCO elections in accordance with the
Bylaws. The Chairman shall also solicit names of volunteers through
electronic emails to the high school, middle schools and other sources and
shall submit this list to the new Executive Board. If possible, there should be
representatives from different middle schools.
s) Parents’ Council Representative shall attend all Parents’ Council
meetings and functions and report back to PTCO.
t) Parent Information Network Representatives shall attend all CCSD
PIN and CCHS PTCO meetings and in order to keep the PTCO members
informed shall arrange for the dissemination of information to parents and
guardians via the Home Herald and/or a PTCO general meeting.
x) Red Ribbon Week Coordinator(s) shall support and work with Youth
Advisory Board and school administrators to plan and execute Red
Ribbon Week.
y) School Store Volunteer Coordinator shall organize School Store
volunteers and act as a liaison between the School Store and the PTCO.
z) Software Administrator shall understand and update PTO Today
software as needed and maintain current database. Shall coordinate
PTO manager data from incoming feeder schools and work with
directory to format data.
aa) Staff Appreciation Coordinator(s) shall arrange the Welcome Back
Brunch for the staff, Holiday Reception, end of year teacher luncheon and any
other faculty appreciation activities as requested during the school year.
bb) Volunteer Coordinator(s) shall contact volunteers for the school and
PTCO as requested, maintain complete volunteer listings throughout the
year and distribute volunteer lists to appropriate committee coordinators
or departments as requested.
cc) Freshman Parent Welcome Reception Coordinator(s) (held during
freshman registration) shall plan and execute Freshman Hospitality, usually

the Thursday before school starts. Recruit volunteers, coordinate handouts,
work in conjunction with registrars and/or main office on refreshments and
set-up room.
dd) Webmaster/Social Media Coordinator(s) shall maintain the PTCO
website with updates and current information.
ee) Calendar Coordinator(s) shall gather information and create, produce,
and distribute the calendar. Sell ads for the calendar to offset production
costs, work with the CCHS staff to obtain important dates to include in the
calendar, be a liaison with the yearbook staff to obtain approved photos to
use in the calendar, obtain cost info for printing & coordinate the production
of the calendar to be produced in time to distribute at Back-to-School Night.
H. All committee chairs are obliged to and all members are encouraged to support PTCO
functions. This includes but is not limited to the following:




Attend each monthly meeting and submit a written report to the PTCO
secretary and Editor of the Home Herald as needed. Only items that are
related to education and to the school or PTCO shall be included in the
Home Herald. The same applies to any inserts.
Provide food as needed for Staff Appreciation events.
Support special meetings and encourage others to do so.
Submit reimbursement requests or check requests using current form no
later than June 1st of each year.
I. If there is a balance after PTCO expenses, additional grant applications will be considered by
the Executive Committee for distribution to the CCHS faculty and/or departments.
J. PTCO will not promote sales from outside organizations.
