Discussion points for guidance
Form PAA 1 is used to record regional and national engagement.
This guidance note provides suggestions that may be appropriate to consider for different phases of a project
lifecycle during your engagement with National Office. This is not an exhaustive list but provides an idea of
where to start the conversations.
GENERAL
Outcome Planning

Is it in line with previous BC?

Are the reasons it got into the national plan still valid? Are the reasons
still a national priority?

Is there an identified monitoring regime for benefits realisation?

Does it provide demonstrable Value for Money?

Is the quality of forecasting maintenance costs and ITS equipment, etc
adequate?

Has there been any monitoring of the planning data used to justify the
initial BC?

Environment and Urban

Is it in the SHP / NLTP?

Is funding available / suitable to be spent on this project now?

Is it clear what the implications of delay are?


Is the design in accordance with the Austroads Guidance and NZ

Pavements
Transport Agency supplement?

Do the proposed materials and construction standards comply with
Transport Agency requirements?

Has a risk based analysis been used to determine the preferred pavement
options?


Consider geometrics, lighting, barriers, safety audits

Are the safety assumptions still valid?

Are there case studies, national policies or latest research, which require
a review of the traffic and safety aspects?

Are any departures already given still required?

