Noam Chomsky argues that language is governed by a set of highly abstract principles that
provide parameters which are given particular settings in different language.
It claimed that children cannot discover the rules of language they are trying to learn
because of the input which children are exposed
It is possible in some cases for example as a result of an accident.
Parameter settings is an assumption that full target language competence is possible and
that there is no such thing as a critical period.
