ACCOMPLISHMENTS & SPECIAL ASSIGNMENTS:
During Crystal’s 16 years tenure at HUD New Orleans Field Office as FPM Senior Management
Analyst (Operations Specialist and Community Builder) she has successfully utilized her talents,
skills and experiences to engage, network and interface with internal and external partners to
achieve HUD’s mission, goals and objectives at every level. The Department’s five (5) core
values (Integrity, Efficiency and Effectiveness, Teamwork, Fairness/Respect and Accountability)
are the guiding principles that govern her daily work performance and service delivery, ensuring
successful outcomes. She has provided exemplary service, innovative approaches and forward
thinking; informed analyses and broadened HUD’s reach both internally and externally. She has
been and continues to be instrumental in reaching out to constituencies, internally and externally
to eliminate silos; and has been tasked by senior HUD Leadership to accomplish challenging
assignments, competently, cooperatively, and collaboratively. A few examples of how impactful
her influence has been follow:
ACCOMPLISHMENTS & SPECIAL ASSIGNMENTS:
Crystal has successfully interfaced and worked collaboratively cross-HUD internal program
areas, Field/Regional Offices and Headquarters, and with external partners including: other
federal departments, state and local elected officials, government agencies, Congressional staff,
elected officials, colleges and universities, faith and community based leaders and organizations.
She has successfully organized major events/activities and received positive outcomes and
comments from both internal and external partners and customers including:

Recognition for her outstanding leadership as Senior Management Analyst, Region VI
Mayors’ Challenge Liaison and serving as Team Lead for the New Orleans Dedicating
Opportunity to End Homelessness (DOEH) in New Orleans and Jefferson Parish. The
DOEH is a Secretarial Initiative that was established to engage and challenge ten
participating Cities in developing strategies to eradicate chronic homelessness among
individuals and veterans by 2015 and families and children by 2020. Patterned after
President Obama’s Opening Doors Initiative the first ever comprehensive federal
strategic plan to prevent and end homelessness. As DOEH Team Lead, she effectively
works collaboratively consistently engaging the Secretary and his key staff, HUD
Headquarters Cross Program Fields, the United States Interagency Council on
Homelessness (USICH), internal HUD Region VI Office, New Orleans Field Office
representatives, other federal, state and local elected representatives, government
departments, public/private partners, the business community, colleges and universities,
foundations, philanthropic community, the local Continuum of Care, homeless care
providers, faith-based and non-profit community organizations to participate in the
process of developing strategies, identifying available housing resources and supportive
services to eradicate homelessness in our communities. She continues to challenge the
group to identify potential new housing partners, to leverage existing resources, and
promote the use of the Strategic Planning Guide data collection tool. She is in direct
communication with the Office of the Secretary’s staff and HUD HQs Program Fields to
discuss existing barrier that has stymied homelessness efforts and recommend policy
changes that will contribute in progressing forward. As a result of her leadership in
fostering collaboration of the NO DOEH, we have received positive local and national
media coverage and recognition for the successful accomplishments in reducing the
number of homeless in New Orleans and Jefferson Parish.

As New Orleans DOEH Team Lead, she worked collaboratively with HUD Multifamily
HQ/Regional/NOFO Program Center, USICH, City of New Orleans and NO DOEH
Team Working Group to convene 2 successful Multifamily Roundtables to encourage
MF developers, property owners and managers to adopt a MF homeless preference and
increase access to Permanent Supportive Housing as a means to permanently reduce
and/or eliminate the homeless population in New Orleans, Jefferson Parish and more
broadly the State of Louisiana.

As NO DOEH Team she worked collaboratively with New Orleans Field/Regional
Offices, the Department of Treasury Dallas Regional Office of the Comptroller of the
Currency, the Federal Reserve Bank of Atlanta’s New Orleans Branch, the Federal
Deposit Insurance Corporation, the United States Interagency Council on Homelessness,
and the City of New Orleans to host and convene a Bankers’ Roundtable. The Bankers’
Roundtable focused on developing financing methods and strategies to support
permanent supportive housing and investing in supportive services to end homelessness.
The Roundtable featured presentations and discussions on reducing the economic impact
of homelessness. The Roundtable also highlighted how investors can play major role in
developing permanent supportive housing and supportive services as part of the City of
New Orleans’ 10 year Plan to End Homelessness.

She was selected to participate on the HUD HQ Center for Faith- Based and
Neighborhood Partnership (CFBNP) - curricula design and training manual team where
she was very instrumental in working with the CFBNP Senior Program Manager and
other key HUD staff to develop and institutionalizes HUD’s Grant Writing and Capacity
Building Training. Today she continues to serve as a Lead Trainer for the CFBNP. She
has successfully facilitated Grant Writing and Capacity Building trainings for the past 11
years on behalf of CFBNP). As Lead Trainer, she has engaged thousands of participants
during the training process, hundreds of faith and community based organizations, social
service agencies, state and local government agencies in 5 Regions. Ninety eight percent
(98%) of the grant writing participants rated the facilitation and training as outstanding.

For the past two (2) years, she has served as Team Lead to coordinate the NOFO Baton
Rouge Community Needs Assessment Stakeholders’ Roundtables. In this capacity, she
has successfully convened 3 cross programs planning meetings with Division Directors
and Field Working Group members prior to the event. In addition, she convened 2
planning meetings during the first year (phase I) of the assessment process to review the
roundtable outcome reports and to discuss ways we can work collaboratively across
programs to address the Mayor’s and stakeholders’ needs identified as a result of the
roundtables. Coordinated a follow-up Planning Meeting with Mayor Holden and his
Assistant Chief Administrative Officer, the New Orleans FOD, Senior Management
Analyst and CPD Director to discuss and plan phase II of the Community Needs
Assessment process as well as the convening of the various Cluster Group Meetings with
internal and external partners to address needs identified by Baton Rouge’s Mayor and
Stakeholders. She developed and designed the Community Needs Assessment process
that was made available as a model to be utilized throughout Region VI.

Served as Loaned Executive for the New Orleans Federal Executive Board (FEB) 2009
Combined Federal Campaign (CFC). As Loaned Executive, engaged and made
presentations to employees of thirty (30) federal agencies regarding the importance of
making donations to charitable organizations and programs of their choice. Assisted in
coordinating on-site CFC kick-offs. The 2009 CFC generated approximately $300,000 in
donations and pledges for total $1.2 million in contributions from federal employees.

She served as lead to successfully work collaboratively with Veterans Administration to
obtain four (4) non-paid Work Veteran Employees to serve as support staff to assist the
HUD New Orleans Field Office in the areas of customer service (receptionist desk). Also,
she provided staff support to FHEO and other Divisions to conduct community
educational outreach to the citizens in our respective jurisdictions.

Served as on-site Coordinator for New Orleans Field Office 2009 Quality Management
Review (QMR). Worked with Headquarters Office of Departmental Operations and
Coordination (ODOC) Senior Staff Team Lead, QMR Team Members, HUD NOFO
Principal Staff and external partners. Was responsible for coordinating and scheduling
interviews, meetings, securing meeting spaces, compiling and inputting information into
the QMR SharePoint System as a follow-up of cross-program responses from NOFO
Principal Staff.

She served as the sole NOFO staff member on HUD ESF-14 Long-Term Recovery Team
post Hurricane Katrina, 12/2005-4/2006. She assisted in the facilitation of a long term
recovery plan in Southern Louisiana; developed weekly reports submitted to HUD
Secretary, Headquarters Senior Level Field Staff, Regional and Field Office Directors
and FEMA. Represented the Department at planning meetings; successfully interfaced
and engaged with FEMA, USDA, DOT, SBA, HHS, other federal departments, state and
local agencies, elected officials and citizens of Louisiana. Worked with the limited
available staff in NOFO to obtain back-up support and community profiles on the
impacted areas. Received special recognition for Disaster Relief support and Disaster
Recovery support for post Katrina activities on behalf of HUD.
