Waller Street Roadway Collapse Update

Mayor and Members of Council,
The purpose of this memo is to provide an update on the Waller Roadway Collapse and to outline
the activities that are scheduled to occur over the coming week.
RTG has informed the City that the results of their root cause investigation and analysis have
confirmed that the cause of the roadway collapse was due to unanticipated soil conditions. As
geotechnical risk is fully RTG’s responsibility as outlined in the Project Agreement, RTG has
commenced a claim through their insurance.
RTG is continuing with developing their plan for resuming tunnelling operations. Starting today,
RTG will be removing the temporary bulkhead structure, which was placed into the tunnel on
February 21 to contain the concrete poured in the hole created by the roadway collapse. This
work will involve use of the loader vehicle to remove the materials as it is disassembled.
Removing this bulkhead will allow RTG to drill into the concrete, which will inform their proposal to
recommence excavation. Based on a review of RTG’s plans for this bulkhead removal, the City is
satisfied with RTG’s planned approach.
Further to the March 3 Waller Street Roadway Collapse Update Memo, the following has been
completed since this last update:



The reconnection of the storm and sanitary sewer infrastructure work is now complete;
Additional borehole investigations in the area began on Thursday, March 6 and continued
over the weekend; and
Full access to 50 Laurier has been restored.
Excavation continues at the other two excavation sites: with tunnelling having progressed 52m at
the West Portal and 32m at the Central Shaft since February 21 st for a total excavation of 350
metres to date.
I will provide another update once the City has reviewed their plan and prior to RTG receiving the
authorization to resume their tunnel operation at Laurier and Waller.
