12-Month BUDGET PROPOSAL
Statistical Consultant to NYS Quality Review Program
for Analytical Research and Development

Description of Activities
1.
Evaluate and revise sampling methodology,
including precision estimates for each facility.
2.
Produce analyses and reports from ongoing
quality initiatives: e.g. statistical models of
quality indicators and their predictors as in
logistics regression.
3.
Develop longitudinal Bayesian statistical
model; perform analysis of and report on
longitudinal performance of sites. Prepare
and revise this data for performance plan
reports and strategic planning.
4.
Develop and conduct data validation studies.
Analyze and produce reports of results.
5.
Analyze inter-rater reliability. Generate reports
by log linear models and make
recommendations.
6.
Refinement and Reduction of key indicators:
analysis of quality of care (QOC) indicators.
7.
Correlate frequency of visits with each
potential indicator using statistical models,
e.g. logistics regression for QOC and
HIVQUAL data. As an example, describe how
the frequency of HIV medical visits correlate
or predict key indicators based on the most
current QOC review data.
8.
Conduct data analyses for specialized quality
initiatives; consult on development of tool for
data collection.
9.
Develop tables, charts, presentation graphics
and written analyses for grants, proposals,
reports, presentations and publications.
10. Collaborate and consult with AIDS Institute
staff to use existing data to support studies,
papers, grants and proposals, reports and
presentations.
11. Develop models incorporating HIVQUAL and
past and present review results for facility
scores on key quality indicators; develop
probability intervals with likelihood of “yes” on
report card scores;
12. Evaluate quantitative and qualitative
agreement between facilities’ eHIVQUAL
reports and independent review agent
reviews. The AI would make available to the
consultant the scores from reviews done by
the designated review agent as needed for
individual projects.
13. Analyze agreement between HIVQUAL and
an independent reviewer; assuming latent
scores measured by both the independent
reviewer and HIV care providers through the
eHIVQUAL database, ad hoc models, finite
mixture models, latent class models,
Bayesian models.
14. Statistical models using eHIVQUAL,
independent reviewer, ADAP and other data
sources to answer questions having to do with

20. Analysis of impact of legislative changes.
21. Assess proposed projects and identify data
needs as assigned.
22. Work with sources (State, other contractors)
to collect, sort, organize and transfer or
arrange for delivery of required data for
projects designated for analysis in other parts
of existing work plan.

and SNPs to other payers with respect to viral
load suppression.

Populations
1.
Validation of AIDS Institute populations from
available databases: vetting of logic for
identification of HCV, STI and AIDS
populations in AI data; comparison of counts
and characteristics of populations identified in
available databases and “broad screen” files.
2.
Development of standard reports for AIDS
Institute populations in available databases:
develop standard report logic, content and
layout for AI data report generation. Reports
will include distributions of counts and dollars
by category of service and other variables for
calendar, state and federal fiscal years.
3.
Manage legacy AI data, including broad
screen and 5 & 7 tier rate codes; ensure
appropriate removal and destruction of legacy
data from all data systems.

Conduct analysis of AI data as requested
