ASSIGNMENT DESCRIPTION
Analyze existing land and resource tenure regimes in IRE planned implementation areas and the
ability of the Mexican Government to transfer titles to Emission Reductions from deforestation
and forest degradation to the FCPF Carbon Fund in the context of REDD+ performance-based
payments and the applicable national law, and based on that, generate a proposal of the rights
title on Emission Reductions.

The World Bank intends to finance the assignment / services described below under the
following trust fund(s):

The consultant will be a firm.
SUBMISSION REQUIREMENTS
The World Bank now invites eligible firms to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
Please note that the total size of all attachments should be less than 5MB. Consultants may
associate to enhance their qualifications.
Interested firms are hereby invited to submit expressions of interest.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally
invited to submit proposals. Shortlisting and selection will be subject to the availability of
funding.
Qualification Criteria




1. Interdisciplinary team with experience in legal, environmental and policy-related
disciplines or similar. *
2. Work experience related to REDD+, a minimum of 5 years of relevant of professional
experience. *
3. Experience developing projects related to the analysis of Mexico's legal and regulatory
frameworks in relation to the constitutional, environment, rural, agrarian, agriculture and
forestry sectors; a minimum of 5 years of relevant professional experience. *
4. Knowledge of the Spanish language of key staff. *


5. The consultant team need to have experience in related work to land tenure analysis
and land use in Mexico *
6. Work experience on projects related to climate change, REDD+ and rural sector, a
minimum of 3 years of relevant professional experience. *
