WSCA Weekly Legislative Update

2015 Legislative Session Begins

The first week of the 105-day session was primarily filled with organization, introduction of new members and work sessions to get new members up to speed on key issues. Bill introductions are picking up as

Committee Chairs start scheduling action on priority issues in the coming weeks.

Governor Inslee is proposing a Capital Gains Tax this year, and emphasized it heavily in his State of the State address on Tuesday. Washington is one of only a handful that does not have a capital gains tax. House

Finance Chair Reuven Carlyle (D-Seattle) is also expected to have his own capital gains tax proposal this session.

However, by a majority vote in the State Senate, a rule was passed requiring two-thirds of Senators to vote in favor of any new taxes in order for them to pass the Senate. This will make it difficult for a new tax like capital gains to pass the Senate. However, discussions about this tax are expected to continue throughout the budget discussions because of the pressure for new revenue and perceived public support.

WSCA's 2015 Priorities

House and Senate Education Committees had several work sessions this week to help get new legislators and committee members up to speed on the key education issues facing them this session.

Next week, the House Health Care and Early Learning Committees will conduct a joint meeting to hear a presentation about ACES data. Last session, WSCA helped support a bill sponsored by Rep. Lillian Ortiz-

Self (D-Everett) to fund a study to evaluate Adverse Childhood Experience data from across the state.

Although the results of the study may not be in until later this month, the work session next week should be very informative. A link to the presentation may be provided following the work session.

WSCA will be meeting with Rep. Ortiz-Self next week to discuss legislation regarding the High School &

Beyond Plan and mental health training for school counselors.

Provides that this act is null and void if appropriations are not approved.

Summary: Requires each high-needs school to offer breakfast after the bell to each student and provide adequate time for students to eat. Requires the state to provide financial assistance to support the costs of implementing breakfast after the bell programs at participating high-needs schools. Requires the office of the superintendent of public instruction to: (1) Develop and distribute procedures and guidelines for the implementation of this act; and (2) Dedicate staff within the office to offer training and technical and marketing assistance to public schools and school districts related to offering breakfast after the bell.

Summary: Allows for homeless student education liaisons that will provide services to identified homeless students. Requires the department of commerce, in consultation with the office of the superintendent of public instruction, to administer a grant program that links homeless students and their families with stable housing located in the homeless student's school district. This requirement is null and void if funding is not provided by June 30, 2015, in the omnibus appropriations act.
