Role description
Post Title: NW ADASS Policy & Programme Director
Salary: £56100 - £58140
Hours: 36.15
Reports to: NW ADASS Lead Directors/ North West Employers Chief Executive
Overview
 The NW ADASS Policy & Programme Director will coordinate the formulation of policy
on behalf of NW ADASS translating national policy direction into action within the region
 Lead ADASS’s contribution to the North West sector led improvement and capacity
building activity across a wide range of public service provision including adult social
care services and health and wellbeing
 Responsible for the effective management of budgets and externally funded
programmes ensuring robust governance and programme management, for example,
managing the significant programme of improvement and support activities on behalf of
the NW Directors of Adult Social Services
 Develop innovative approaches to building connections, skills and capacity across the
public sector and partners to support sector led improvement
 Lead the NW ADASS office communications and engagement work around sector led
improvement with member organisations, public, private, voluntary and community
sector organisations and national partners
 Contribute to the effective governance of the NW Branch with a focus on improving
communications, effectiveness and efficiency.
Main Purpose of the Role
 To lead the work with NW local authorities and the national programme office to
understand and build consensus about the implications of legislative and policy
changes, and achieve key outcomes
 To lead, develop and manage the NW ADASS’s contribution to the NW sector led
Improvement programmes and capacity building programme
 Contribute to North West Employers broader programme of improvement and
support by connecting the NW ASASS programme in to the work of North West
Employers improvement service
 To be responsible for monitoring and delivery of the annual and long – term
improvement and capacity building programmes
 To deliver a programme of regional collaboration and co-ordination to ensure NW
ADASS responds effectively
 To act as a conduit for national and regional policy development and implementation.
 To interpret and develop understanding of the implications of any legislation or policy
that would impact on local authorities
 To provide a programme management approach to deliver NW ADASS improvement
and support
 To make appropriate links between any legislation and policy changes that impact on
NW ADASS.

Key Accountabilities / Outcomes
Corporate Role
 As a member of NW ADASS management team, contribute to and influence the
development, promotion and implementation of the branch’s business and other
strategic plans
 Lead the NW ADASS communications and engagement strategy to enhance the
organisation’s reputation and ensure that the internal business planning processes
are robust
 To support the NW Branch to deliver areas of policy design, influence and
implementation and work towards Excellence Board strategy for the NW region to
take a lead on promoting and sharing best practice across the regions
 To take action to deliver NW regional improvement and capacity building activities
and deliver projects and programme support
 Work collaboratively with North West Employers Improvement team connecting the
ADASS sector led activity to the wider North West improvement work
 Mobilise the team and individual local authorities to continually improve services to
internal and external customers and develop an ethos of service excellence
 Represent NW ADASS and North West Employers at regional and national meetings
(as required) with a specific focus on improvement etc
 To recognise the political and cultural sensitivities when working in this area of work.
Programme management Role
 Lead specific programmes on policy implementation, sector led improvement and the
wider health and social care reform agenda to ensure they make an effective
contribution to the work of the Branch, connecting with other regions and national
programmes as required
 Working with North West Employers Improvement team, develop innovative
approaches to building connections, skills and capacity across the public sector and
its partners
 Accountable for governance, programme management, evaluations and financial
management for the externally funded programmes, including NW ADASS Sector
Led Improvement and Excellence Board support
 Where external services/associates are commissioned ensure they are monitored
throughout the contract period to ensure they meet the specified standards/costs,
with prompt action being taken to achieve outcomes and deadlines
 Identify opportunities for external resources / funding to increase capacity to support
member organisations.
General Duties
 To maintain an up to date knowledge of public sector policy (especially in relation to
the health and social care change agenda, devolution and sector led improvement)
 Staying connected to current thinking through collaboration and engagement with
local authorities, other networks and events and conferences
 Write reports, bids and other papers, analysing and interpreting complex information
as required, to drive forward policy development and/or sector led improvement
 To promote equality of opportunity and operate in line with ADASS and North West

 To promote a safe and healthy environment and manage all staff and other
resources in line with agreed policies and procedures
 To undertake such other duties as may be assigned which are consistent with the
nature of the job and its level of responsibility
 To establish and maintain effective working relationships both within NW ADASS
members and NW Employers key external contacts.
