The guidance document is necessary for the development of effective protective
measures against adverse weather conditions in the face of climate change. This
guidance document was developed as part of the Third National Communication to
the UNFCCC, as well as guided by the WMO Strategic Plan and by the Government
of the Republic of Tajikistan as of October 1, 2004 №394.

INTRODUCTION
The climate of Tajikistan is the result of the interaction of a
number of factors, primarily due to its geographical position, a surface
circulation of the atmosphere and solar radiation.
In general, the characteristic features of the climate in Tajikistan
is considerable variability of climatic parameters, large daily and seasonal
fluctuations in air temperature, dry air , uneven rainfall and an abundance
of heat.
Despite the fact of significant climatic changes were observed
from 1950-1960's, as noted by the IPCC, and comprehensive
meteorological observations began to be held in Tajikistan in this time, the
assessment considered annual and seasonal air temperature for the
periods 1940 -2010.
During the period, the increase in mean annual air temperature
observed in the wide valleys of Tajikistan, where the majority of the
population lives. The lesser temperature rise observed in mountain areas.
According to climate change scenarios, the interval of the
expected increase in mean annual temperature in the country by 2050 will
be 1,8-2,9°C. The increase in temperature will be particularly noticeable in
the warm season.
In recent years, against a background of global climate change,
there is an increase in the number and intensity of natural hazards and
adverse weather conditions, which brings significant damage to economy.
State Administration for Hydrometeorology (the Hydromet),
Committee on Environmental Protection under the Government of the
Republic of Tajikistan, is the responsible official body for
hydrometeorological security of the country, provides information
activities aimed to minimize the economic and social losses , as an
important elements of national strategy on sustainable development.
For Hydromet, the solution of minimizing the economic losses ,
primarily comes through the improvement of the information activities in
detection , prediction and prevention of society and decision-makers from
the harmful (adverse ) weather events.
The availability of information on expected weather conditions
and the impact of climatic factors on the economy leads to a reduction of
losses and safety of society.
The challenge of hydrometeorological safety requires close
interaction between consumers and producers of hydro-meteorological
information.
