Comments/Observations
Application and incorporation of ameliorants to subsoil
Witness Point
 Compliance testing administered using a hold point is not
feasible for subsoil amelioration due to delay in construction
process (generally, turn-around-time from receipt of sample to
submission of test is one week).
Where machinery is used to spread ameliorant over a flat
areas, has an initial application of the amelioration
agent/s be calibrated by conducting a mat test or similar?
Where manual or other methods are being used on steep
batters, has an initial application of the amelioration
agent/s is marked out as a sample area to set the
standard for large scale applications, and photographed
for record keeping?
Has the application of ameliorants be periodically
observed and audited to ensure adequate material is
being used.
Where witnessing is not practicable, has the Contractor
be instructed to provide photographic and material
application records.
Cl 8.1.1.4
Ripping of subsoil Witness Point
 Has the compacted ground been shattered/de-compacted and
ameliorants incorporated into the subsoil?
 Has the operation been periodically observed and audited?
Cl 8.1.1.5
Cultivation of subsoil Witness Point
 Has the ground been tyned/broken/cultivated into a lose
material and ameliorants incorporated into the subsoil?
 Has the operation been periodically observed and audited?

Roughening of subsoil Witness Point
 Has the surface of the batter been lightly decompacted/shattered and ameliorants incorporated into the
subsoil?
 Has the operation been periodically observed and audited?
Cl 8.1.2.1
Topsoil sampling.
 It is recommended the process of topsoil sampling is
witnessed.
 Has each distinct type of topsoil been sampled and tested
separately (look for differences in colour and types or textures
and layers).
 Is each sample is a composite of sub-samples?
Cl 8.1.2.3
Manufactured site topsoil is in accordance with Form D –
Manufactured Site Topsoil Compliance Testing Hold Point
 Prior to spreading topsoil, has compliance testing been
conducted to confirm that site stockpiled topsoil has been
ameliorated sufficiently?
Cl 8.1.2.4
Installation of topsoil Witness Point
 Has topsoil been installed to the required depth (not enough
soil may not support establishment of vegetation while too
much topsoil is problematic on slopes as it causes slippages)?
 Has the operation been periodically observed and audited?

Seeding – General
 Has the ground been moistened (not saturated) with water
and wetting agent prior to seeding to at least the depth of
topsoil prior to seeding?
 Has an initial watering occurred immediately after installation
of treatment (except for hydromulch areas which should not
be watered to allow binder to set)?
 Has the correct type and amount of seed been used relative
to the area – refer to seed schedules on the drawings and/or
Item 3.2 Seeding of MRTS16.1?
 Has a sample area be marked out and a complying
application of seeding material applied to set the standard for
the treatment of the remaining area? For example, set out a
100 m² area, apply specified seeding treatment, photograph
and record as a reference when inspecting works.
 Has the operation been periodically observed and audited?
Cl 8.2.1.2
Broadcast seeding
 Has a sample area been installed as noted above in Seeding
– General?

Comments/Observations
Hydromulch seeding
 Has fibre and binder application rates are being applied as per
the specification or manufacturer's specification rates where
proprietary fibres are used?
Rates may vary depending on product type, batter slope
and condition of surface being treated.
At a minimum, application should cover all soil with fibre,
so soil is not visible. Rates may need to be increased
depending on the roughness of the surface (the rougher
the surface the more fibre is required).
 Has periodical audits of filling of the hydromulch tanker been
conducted to ensure that the right proportions of
fibre/binder/seed/fertiliser/other additives is correct and
consistent?
 Has a sample area been installed as noted above in Seeding
– General?
The amount of area and material a hydromulch tanker
can apply varies with size and type of product used
(some fibres require more water than others). Determine,
with the Contractor, the volume of the tanker and the area
it can treat per tank, based on the specified application
rate.
Cl 8.2.1.6
Straw mulch seeding
 Has a sample area been installed as noted above in Seeding
– General?

Turfing
 Has the area been fertilised and moistened (not saturated)
with water and wetting agent, to at least the depth of topsoil,
prior to turfing?
 Has turf rolls been butted together to minimise gaps, and
rolled to provide good contact between the ground and turf
soil?
 Has turf been top dressed in pedestrianised areas?
