Safe School 101 by Bill White with Oklahoma Emergency
Management
Bill White Bio:
He retired from the Oklahoma Corporation Commission, after 31 years, as the Head of the Service
Quality Department for regulated utilities and served as the agency liaison to the Oklahoma Department
of Emergency Management (ODEM) reporting major utility (electric, natural gas, and telephone) outages
affected by natural disasters in Oklahoma. Following initial contact by the affected utility for its outage, he
contacted ODEM, Governor’s Office, State Highway Patrol, State Health Department, American Red
Cross and other affected utilities of the outage and then restoration of service to all parties. Following 20
months of retirement, he was requested by the agency director of ODEM, in March 2013, to assist with an
ice storm disaster affecting electric cooperatives. He was then shifted to work on the May 2013 tornado
disaster as the Deputy Public Assistance Officer and then designated as the State Program Coordinator
for Safe Schools 101.
Following six years with the U.S. Army during the late 1960s and early 1970s, he joined the Oklahoma
Army National Guard and remained with them until his retirement as a traditional soldier.
He holds an Associate Degree from Eastern State College, a Bachelor of Arts Degree from Northeastern
State University, and a Master of Science Degree from Oklahoma State University.
He serves a member of the Central Area Management Team for Special Olympics, board member for the
Northeastern State University Alumni Association, a member of the Eastern Oklahoma State College
Alumni Association Strategic Planning Team, and a member of the FBI sponsored InfraGard, an
association of the public and private business sectors for the protection of Oklahoma’s business
infrastructure.

Designing Concrete Slabs for Serviceability by Rick Smith with
Structural Services, Inc.
Rick Smith Bio:
He has over 26 years of experience in the design, construction and evaluation of high performance
concrete floors and pavements. As engineering services manage for a leading steel and polymer fiber
manufacturer, he focused on the advancement of fiber reinforced concrete in numerous applications
including industrial floor slabs, bonded and un-bonded overlays, suspended slab construction,
pavements, bridge deck overlays, impact and blast resistant concrete, fiber reinforced shotcrete for
tunnels, rock and found support, precast products and various other fiber applications. During his tenure
in the fiber business, Rick was in charge of multiple R&D programs at many of the top concrete research
Universities and Independent Test Laboratories in the World.
Rick joined Structural Services Incorporated (SSI) on April 1, 2000. In his role with SSI, Rick performs
plan and specification reviews, mixture design reviews, conducts preslab meetings and floor condition
surveys to evaluate our clients most important asset: the floor. He evaluates millions of square feet of
industrial floors each year throughout North and South America & Asia. Rick is an expert in the use of
floor surface measuring devices to evaluate curling and load transfer at joints, abrasion rigs to evaluate
the durability of the wearing surface, gloss and distinctness of image meter to measure sheen and clarity
of polished concrete surfaces, internal and external relative humidity, dew point, ambient and surface
temperature instruments to measure and diagnose moisture related issues in conditioned and
unconditioned buildings. Rick is considered to be an expert in construction, maintenance and repair of
industrial slabs, seating slab syndrome, integral colored slabs, ground, dyed and polished concrete floor
systems. Structural Services is actively involved in more than 100,00,000-SF of floor slabs annually.
Rick is a member of ACI Committees 360 (Design of Slabs on Ground), 302 (Guide for Concrete Floor
and Slab Construction) and 544 (Fiber Reinforced Concrete). Rick is a Certified Moisture Technician by
the International Concrete Repair Institute (ICRI). HE has provided thickness analysis, mix design,
specifications, technical papers, educational seminars and domestic and international on-site consulting
for a wide range of commercial, industrial and civil project on five continents. Rick is published in
Concrete Construction, Concrete International and several International concrete and shotcrete
symposiums.
Mr. Smith is a member of the America n Concrete Institute, American Concrete Pavement Association,
International Concrete Repair Institute and the American Society for Testing and Materials. Rick was
named one of the Top Most Influential People by Concrete Construction Magazine in 2008. He was
elected President of the SSI by his distinguished Partners in 2013.
Rick graduated with a Bachelor of Science degree in Construction Management Technology from
Oklahoma State University in 1987.

Erika Winters Downey Bio:
Erika Winters Downey, S.E., LEED AP, is the Great Plains Regional Engineer for American Institute of
Steel Construction. Erika works as a liaison between project decision makers and members of the steel
production and fabrication community to help assess the viability of structural steel framing options on
upcoming projects. She is also an educational resource to the design community on technical and
economic aspects of building with structural steel. Prior to becoming Regional Engineer, she was an
advisor in AISC’s Steel Solutions Center. She has also worked for structural design firms in Chicago and
Kansas City. Erika’s Bachelor’s and Master’s degrees are from the University of Kansas.
