Clean Vehicles in
Stockholm
Traffic is the main source of health-hazardous emissions and
noise and a major source of climate gas emissions in
Stockholm. To decrease emissions and noise, City of
Stockholm has initiated the project Clean Vehicles in
Stockholm, with the objective to reach a market breakthrough
for clean vehicles.
After over 15 years, the results are astonishing: 2012 nearly
50 % of the cars sold in Stockholm were clean vehicles; and
18% of the passenger cars in greater Stockholm are ethanol,
biogas, electric or ultra-low emission vehicles. All inner-city
buses operate on biogas or ethanol, 100 % of the wastelorries and 40 % of the taxis are biofuelled or HEV. One of
the major taxi companies has set a goal of 100% biofuelled
cars. Most of the fuelling stations (88 %) offer ethanol or
biogas and all petrol sold in the region contains 5 % ethanol.
The trend is still increasing.
Working methods
The basic idea is to work integrated with all key actors in the whole
chain – from fuel providers and vehicle manufacturers to end-users.
Develop vehicles
Clean Vehicles tests buses, cars and lorries on different
technologies and give feedback to manufacturers. Performed work
includes the development of hybrid-electric buses and cars operated
on ethanol together with Scania and Toyota.

Increase market
When the technology is developed, Clean Vehicles sometimes
initiates common procurements to gather demand and trigger a
market development. Such a procurement resulted in the
development and market introduction of Ford Focus FFV, which
later resulted in several other car manufacturers launching their
own FFV-versions, more recently our procurement of electric and
plug-in vehicles gathered nearly 300 organisations and speeded up
market introduction of electric vehicles to the Swedish market.
Increase clean fuels
Clean Vehicles has developed the biogas chain in Stockholm, from
production and upgrading to the distribution at forecourts. As there
is no natural gas grid in Stockholm, an advanced cassette refilling
system has been developed.
Together with health, safety and environment authorities, Clean
Vehicles has developed the regulations to the certain characteristics
of biogas and ethanol and also performed studies on fire safety,
explosion hazards, evaporation etc.
Set the example
The ambitious goal of 100 % clean vehicles in the city-fleet, makes
it possible to show that clean vehicles is a realistic alternative. The
hands-on experience also makes us credible when urging others to
follow.
Information & marketing
Through carefully targeted campaigns to chosen companies Clean
Vehicles has inspired them to use clean vehicles and create their
own networks, resulting in the high share of clean vehicles in the
sales.
The nation-wide website www.miljofordon.se provides fact,
figures, personal cost calculations, price, environmental standards
and performance of all clean vehicles available, as well as links to
all fuelling stations.
Europe
The vehicle market is European rather than national. In order to
receive a sustainable market breakthrough in Stockholm and
Sweden, Clean Vehicles worked through twinning with many
european cities in several european projects througout the years.
