PROCUREMENT NOTICE
NATIONAL INDIVIDUAL CONSULTANT – DISASTER RISK REDUCTION SPECIALIST
Country: Kenya
Description of the Assignment:
To provide technical support to UNDP Kenya disaster risk reduction work in key identified priority areas for 2014
Duration: 3 months.
Background
The United Nations Development work in Kenya focuses on strengthening the government efforts to achieve
priorities identified in Vision 2030, Medium Term Plan and other development and poverty reduction
frameworks. UNDP’s efforts are also aligned to the overall United Nations Assistance Framework (UNDAF 201418) for Kenya as well as the Country Programme Document (CPD). The UNDAF has identified four result areas
one of which focuses on community security and building the resilience of those affected and exposed to
disasters.
To contribute to the achievement of both the MTP and UNDAF priorities in the areas of disaster risk reduction,
UNDP is supporting the country’s efforts to reduce and manage risks of natural and manmade disasters through
upstream policy engagement as well as resilience building measures at the community level. Specific activities
include building institutional capacity for policy formulation, implementation and coordination; supporting the
Government of Kenya’s Plan to End Drought Emergencies; building the capacities of disaster prone Counties;
mainstreaming of risk reduction measures into the planning processes and within the devolved structures;
enhancing preparedness and contingency planning and integrating climate change risks and gender dimensions
into DRM strategies.
In order to decrease vulnerabilities to frequent disasters, especially in the arid and semi-arid areas (ASALs), UNDP
has been implementing resilience building measures including improving access to basic livelihoods
infrastructures such as water sources, markets, support to alternative livelihoods such as greenhouse farming
and small irrigation schemes, capacity building in entrepreneurship, value chains and range land management.
Scope of work
1. Support in the finalization, launching and roll out of the DRM mainstreaming guidelines
2. Work with UNDP DRR unit to plan, organize and document the International Disaster Risk Reduction
Day
3. In collaboration with other stakeholders, work with UNDP DRR team to plan, organize and document
the national DRR symposium scheduled for later in the year
4. Support UNDP Kenya in identifying Counties that are developing DRM legislation, those with
contingency plans, their status and support required
5. Support UNDP Kenya in planning, organizing and carrying out DRR training in select counties
6. Support in knowledge management through documentation and sharing of lessons learned with
partners

Competencies and Qualifications of Consultant
The consultant should have the following minimum qualifications and competencies.






Master’s degree in disaster management , development management or related field
Proven track record of capacity building, programme formulation, policy support, documentation and
partnership engagement.
Over 7 years’ experience in the area of disaster risk reduction and resilience building.
Knowledge of international issues and frameworks related to DRR.
Working experience with both governmental and non-governmental institutions is desirable;
Excellent written and oral communication skills in English

Payment Terms
Payment to the consultant will be made on a monthly basis upon satisfactory completion of
deliverables as detailed in the terms of reference
