ROLE PROFILE
JOB TITLE: Infrastructure Manager
TEAM/PROGRAMME: Infrastructure Team
GRADE: TBC (Competitive Package)

(with frequent travels to field offices)

ROLE PURPOSE:
The Infrastructure Manager role will entail the initial (ongoing) set up of the functions of the infrastructure team and
provide strategic direction to the country programme in the development of an overarching infrastructure
construction and repair plan in collaboration with the Health, Education and WASH advisors.
The Infrastructure Manager will provide overall technical management and support to emergency team for
construction of temporary or semi-permanent structures; contribute in development of a recovery response strategy
and programme plan for construction; initiate and lead on construction assessments; ensure the quality of
construction projects carried out and related project reporting; establish strong networking with
shelter/construction forums and agencies; lead on capacity building of national staff.
The position is based in Manila – Philippines – with frequent travels and stays in the field (Tacloban, Ormoc and
Estancia).
SCOPE OF ROLE:
Reports to: Deputy Team Leader - Operations
Staff directly reporting to this post: Technical dotted lines to Field based Infrastructure Managers and teams.
KEY AREAS OF ACCOUNTABILITY:
 Overall management of all construction projects including input into donor proposals.

Provide overall technical management and support to emergency and recovery teams in planning and undertaking
construction projects and activities

Manage all construction and renovation activities in Leyte Island: Provide detailed designs, specifications and
BoQs based on budget and locally available materials and skills; in close coordination with the logistics team lead
on selection and contracting for construction and/or supply of construction materials; recruit and train a local
construction supervision team; supervise execution of works.

Initiate and lead on construction assessments and production of assessment reports

Ensure that construction programme design is informed by and integrated with Save the Children’s other priority
sectors of WASH, nutrition, food security, livelihoods, health, education and child protection

Together with Monitoring, Evaluation, Accountability and Learning (MEAL) specialist of the Country Programme
develop tailor made MEAL plans and tools for tracking the progress, outputs and outcomes of construction
projects, and enhancing accountability to beneficiaries. In doing so, ensure that the plans and tools are effectively
understood, used and reports are produced by implementing staff members

Lead and develop a construction contingency/risk management plan to mitigate the impact of future rains/heavy
wind and other possible disasters on these structures

Represent Save the Children in various shelter/ construction platforms

Contribute to raising funds for undertaking construction projects

Develop and draw-up plans site plans for Schools, Child friendly spaces and early childhood development centers.

Create standard designs and contract specification documentation for the construction of SC infrastructure
projects in coordination with the procurement coordinator.

Develop required project and donor proposals in close consultation with all technical sectors, logistics, finance
and grants units.

Ensure timely, cost controlled and high quality delivery of infrastructure for SC programmes, including the
development of remote management systems for construction and rehabilitation works

Develop broad construction programme plan including procurement schedules in line with programme
logistics/supply chain capacity.

Closely manage the budgets of large construction activities ensuring that all expenditures are completed in line
with SC and donor policies and procedures.

Identify technical staffing needs for any construction programme and take the lead in recruitment, induction and
training of new staff.

Ensure construction activities accountability through implementation of SC policies and procedures and reporting
in line with SC and donor requirements including programme quality monitoring and evaluation

Management of external consultants engaged by SC.

Provide oversight of construction procurement processes.

Provide mentoring of project/construction engineer and education project officers.

QUALIFICATIONS AND EXPERIENCE
Essential

A suitable qualification in structural, civil engineering, architecture or another relevant subject

At least 7 years experience working in the relief sector with a recognized international organization including
experience in an emergency situation

Experience in construction assessments, programme design, project management and evaluation

Experience of community mobilisation and distribution

Ability to write clear and well-argued assessment and project reports

Demonstrated monitoring and evaluation skills

Experience of and commitment to working through systems of community participation

Excellent communication skills

Proven capacity to supervise, train and coach national staff

Computer literate

Fluency in written and spoken English

Commitment to and understanding of Save the Children’s aims, values and principles

Ability and willingness to travel to the project sites
