Title: Data Manager, Child Survival and Development
PURPOSE OF POST:
To accelerate progress towards achievement of Millennium
Development Goals 1, 4, 5, 6 and 7, the Accelerated Child
Survival and Development (ACSD) strategy was launched
by national governments in cooperation with UNICEF in
West and Central Africa in 2001. It is one of the main
strategies for scaling up child survival interventions and
focuses on strengthening service delivery modes: (the
community and family level services, the population-oriented
preventive services and the facility level of individual care) to
increase coverage of high impact interventions.
Four years before reaching of the MDG 2015 targets,
African decision makers and development partners are
facing a critical challenge. In order to reach significant
progress, governments need to allocate sufficient funding to
strengthen their health system in order to deliver effectively
high impact interventions to their population.
Recent data shows that privation of children rights to health
are disproportionately concentrated among the population
facing social exclusion.

In order to translate this global equity focus in a context
relevant equity refocus, countries need to be able to carry
out equity-focused situation analysis, programming,
policies/leveraging and monitoring.
To accelerate child survival, the Spanish National
Committee for UNICEF gave a catalytic fund to support the
implementation of high-impact and evidence-based
interventions to save children, maternal and newborn lives
with focus on ten countries of West and Central Africa
(Benin, Burkina Faso, CAR, Chad, Cote d’Ivoire, Ghana,
Guinea Bissau, Guinea, Liberia and Niger).
Additionally, West and Central Africa Region also received
substantial resources to contribute to sharpening the equity
focus: 7% Set Aside funds; funds allocated for scaling up
Evidence-based Planning, Costing and Budgeting (MBB);
funds allocated for Maternal and Neonatal Health (MNCH).
One of the main mandates of the WCARO CSD unit is to
compile, analyze and share different experiences and
results achieved in implementing CSD related high impact
interventions in the different countries of the region, as well
as to assist Country Offices, in data management for
strategic orientation and advocacy.
the WCARO CSD section requires a temporary assignment
to:
A) Support the WCARO CSD section in managing country
data, elaborate reports and maps, to better understand
health, nutrition and Water Sanitation and Hygiene
disparities in accessing high impact interventions.
B) Assess data quality and support CO in improving data
collection mechanisms
C) Support the CSD section in elaborating donor reports
related to CSD catalytic and equity funds.

QUALIFICTAIONS AND COMPETENCIES:
(1) Education: Post graduate degree or equivalent in
Medical Statistics, Public Health, Social Sciences or
similar disciplines or related technical field.
(2) Work Experience: 5 years progressively responsible
professional work experience at the national and
international levels as a data manager. Experience in
West- and Central Africa is desirable. Experience in
UNICEF or other UN agency or large (I)NGO, would be
an asset. Experience in donor reporting and in UNICEF
Child Survival and Development Strategies is desirable
(3) Languages: Proficient in English and French.

MAIN DUTIES/RESPONSIBILITIES:
WORK ASSIGNMENT
The staff will work closely with the CSD Regional Advisor, Health
Regional Advisor, relevant CSD staff to complete the following
tasks:
 Collect from WCAR CO available data on CSD high impact
interventions availability, access, utilization, continuity
and quality;

Collect Data on Countries’ Health system, Populations,
epidemiology and basic economics
 Assess data quality and provide support to CO in data
collection

Produce high standard analytical report and maps on
CSD implementation in WCAR, in order to assess
progress against “narrowing the gaps” objectives
 Support CSD section in consolidating all contributions
from Country Offices and WCARO on the use of the CSD
catalytic Funds,
 Write and edit the data parts of CSD catalytic Funds
consolidated report (reports to be written in English and
to be delivered according to the deadlines)
