Nilgün Okay received her PhD in Earth and Environmental Sciences of City University of New York. She was
the first Turkish women marine geoscientist in the Arctic Seas in 1990, participated geological and
geophysical expeditions, and the Ocean Drilling Project in 1993. She had received Turkish GovernmentMinistry of Education, Graduate Scholarship (1984-1990), New York State Funded University Fellowship
(1986-1987 and 1990-1991),Helena Rubinstein Foundation Tuition Grant (1990-1992), U.S. Navy Research
Lab/ Graduate Research Assistant Grant (1990-1993), Joint Oceanographic Institutions/Ocean Drilling
Scientist Support Program (1993-1994). As a professor she teaches and conducts researches at Istanbul
Technical University (ITU). After the 1999 Marmara earthquakes she joined to ITU-US Federal Emergency
Agency (FEMA) ACHIEVE (Train the Trainer Education Program) to train national and local government
officials, disaster and emergency management personnel, business sector, and public. She has participated
on disaster reduction planning projects and developing training materials. She is also founding member and
vice director of Women’s Studies Center, involved in gender issues in geosciences and disasters. Currently,
Prof. Okay is the head of Disaster and Emergency Management Division in Earthquake Engineering and
Disaster Management Institute of ITU, and she is the coordinator of the non-thesis graduate program in
disaster and emergency management. She teaches courses in risk reduction and mitigation. Since 2005 she
was involved in the Disaster Risk Reduction Program of World Bank Institute, and worked on adopting and
establishing online courses in Turkish. She is instructor the Damage and Reconstruction Needs Assessment
on-line course in the Natural Disaster Risk Management Program for Turkey. She had published artikels,
book chapters, and directed theses in geosciences and as well as in disaster management.
