Background

In these days, transitional justice is considered as one of the most important mechanisms used to achieve justice and the rule of law in post-conflict communities, or in the period of moving from occupation, conflict or state repression. Transitional justice includes a set of elements and judicial and non - judicial measures which are taken by the State in the transitional period in order to treat the gross violations of human rights. These measures include detection, prosecutions, reparations programs, and institutional reform on the basis of good governance. These measures, as a whole, are a way to establish a better environment for the achievement of peace, democracy, development and prosperity of communities that have suffered from the scourge of war, persecution, oppression, and discrimination .

Accordingly, the transitional justice in Palestine has a prominent importance because of the complexity of the Palestinian situation, the multiplicity of responsibilities and levels according to the diversity of authorities. Israel represents the occupying power, and the main violator of Palestinian human rights, including gross violations perpetrated that reach to the range of war crimes. This requires a regular follow-up on several levels by a variety of methods and mechanisms, particularly the International Criminal Justice.

What Palestinian community witnessed of internal bloody conflict and what ensuing of serious violations of human rights, left thousands of victims, and extensive suffering human because of certain policies, which require handling this situation through three stages that are arranged in order of priority in implementation, namely: truth-telling, accountability and reconciliation. So as that, the center has taken these stages as slogan .

A national independent leading association in the field of transitional justice, seeking to cooperate with related local, regional and international bodies.

Mission

PCTJ is a non-governmental Palestinian association, adopting the international standards for Transitional Justice, in particular, searching for the truth about gross violations of human rights and exposing them to the public opinion, contributing to provide a legal assistance to victims, facilitate their access to justice, create a Palestinian supportive public opinion of transitional justice, and disseminate values of tolerance and national reconciliation, through the outstanding staff and volunteers who belong to their community as part of conducted programs and professional behavior to build a

Palestinian society with full of justice and civil peace.

Our goals

1 - Adoption of international standards in the field of transitional justice, particularly in:

A.

Truth-searching about gross and systematic violations of human rights and exposing them to the public opinion.

B.

. Not to let the perpetrators of violations without punishment.

C.

Ensuring the apology, and preparation for victims.

D.

Reducing the effects of the violations and preventing the recurrence of such crimes.

E.

. Contributing in the rehabilitation of the security institutions, and building their capacities in the field of transitional justice.

F.

. Commemorating the memory of the victims.

G.

Organizing public-hearing sessions for the victims of violations.

H.

Disseminating the values of tolerance and national reconciliation

Strategies

The association aspires to achieve its goals through a variety of activities: monitoring and documenting the gross violations of human rights to get to the truth, raising awareness and education to create a Palestinian supportive public opinion for the transitional justice, reinforcing the accountability and prosecution of perpetrators of violations, preparing Palestinian law for

Transitional Justice, and establishing a compensation fund for victims of gross violations.

In addition, the association cooperates with relevant and different local, regional and international parties and association particularly, the

International Center for Transitional Justice, which seeks to treat and prevent serious violations of human rights and help communities cope with the past abuses.

PCTJ is an independent and apolitical association that focuses on achieving justice and equity to all Palestinians away from any political pressure which characterizes the Palestinian community, Keeping in view servicing the

Palestinian people Through achieving justice and fairness in this stage, in preparation for the establishment of a Palestinian community based on the principles of justice and the rule of law.
