FORWORD
Under the scheme of Punjab Govt. the Punjab Mandi Board has started
Apni Mandi Scheme in the State of Punjab as well as in Union Territory Chandigarh for
providing the batter marketing facilities to the farmers/ growers especially of fruits &
vegetables growers as the small growers could not get reasonable price to their produce
and similarly on the other hand consumers were to pay the exorbitant price and get low
quality products. The middleman involves in the trade took a major share of profit of the
growers as well as of the consumers.
After studying the concept of “Saturday Market” prevalent in U.K and
U.S.A, the Punjab Mandi Board decided to organize “Apni Mandis” where farmers/
growers would sell their produce especially fruits & Vegetables directly to the consumers.
With the elimination of middleman, the net profit is shared by the producers and the
consumers. Besides this consumers also get fresh items of produce which they want.
Initially at the starting point, the Punjab Mandi Board introduced “Apni
Mandi” in Feb, 1987 at S.A.S Nagar, Mohali (Punjab) and after this successful
experiment now the Board is holding Apni Mandis in 27 towns in the State including
Chandigarh. The number of farmers participated in these mandi was 10,278 in the year
1988 which has been increased to 3,53,610 in the year 2010. Similarly, approximate sale
of produce in these mandis was for Rs. 2,96,24,761/- in the year 1988 which has been
increased to Rs. 62,93,47,474/- in the year 2010. An evaluation study conducted by the
Economists of Punjab Agriculture University, Ludhiana has shown that “Apni Mandi”
has really proved a blessing for the farmers particular the small ones and boon to the
consumers.
The Punjab Mandi Board accepts all criticism and suggestions to improve
this scheme further. I wish the concept of “Apni Mandi” would be accepted and
introduced by the other States of the country to find solution to the marketing problems of
the farmers and the consumers particularly for the perishable crops like fruits and
vegetables.

SCHEME OF APNI MANDI
1.
APNI MANDIS are organized by the Punjab Mandi Board through Market
Committees. The farmers sell their farm fresh fruits & vegetables grown by
them at their fields directly to consumers at reasonable rates. There is no
involvement of middleman. APNI MANDIS scheme provides direct contact
between the producers and the consumers. The profit which was previously
consumed by the middleman now is shared by the producers and the
consumers.
2. OBJECTIVE OF THE SCHEME
i)
Better Marketing of agricultural produce especially fruit and
vegetables;
ii) To diversify agricultural production towards Fruits/Vegetables
and to improve the profitability of these crops to the producers;
iii) To ensure the availability of farm fresh produce at reasonable
rates to the consumers and discipline margins of profit in the
market;
iv) To remove social inhibition among the farmers for retail sale of
their produce themselves;
v) To ensure direct contact between the producer and consumer;
vi) To help self employment to the producers and to help in rural
development and economic growth;
vii) To promote national integration by inviting the farmers of other
States to sell the produce grown by them at their fields direct to
consumers in APNI MANDIS.
3. CONTROL OF THE SCHEME
The scheme is to be operated by the Secretaries, Market Committees
concerned as per instructions of the Secretary, Punjab Mandi Board. At
Board’s level the working of the scheme to be supervised by the secretary
(Apni Mandi) under the supervision of General Manager (Project).
4. SCOPE OF SCHEME
The scheme would apply to commodities listed in the schedule of agricultural
produce under the Punjab Agricultural Produce Markets Act, 1961. However,
to begin with the items of fruits/vegetables are taken up for sale in APNI
MANDIS. Other farm produce like Honey and Soya Cheese have been
allowed to be sold in APNI MANDIS. Items of agricultural produce can be
permitted to be sold in Apni Mandi as per need.
5. REGISTRATION OF FARMERS
The selection of farmers for participation in APNI MANDIS is to be done by
the Secretary, Market Committee. Help of officers of Horticulture
Department can be taken, if need be. The persons to be allowed to sell their
produce in Apni Mandi should be farmers in the real sense. Caution is to be
taken that retailers should not participate in the garb of farmers and thus
defeat the very purpose of scheme.
Following categories of persons shall be considered as the farmers for the
purpose of “APNI MANDI”:i)
ii)
iii)
Land owner in whose land the agricultural produce
(fruits/vegetables) is grown; or
The tenants of land owners who actually till the land and grow
the agricultural produce on such land; or
Any other category which may be considered as necessary by
the General Manager (Project) with the approval of Secretary
Board.
The farmers desirous to participate in APNI MANDI have to get
their names registered with the Secretary, Market Committee
showing the area of land owned or cultivated by them and the
kind of produce grown or produced by them. Secretary, Market
Committee is to maintain a register of the farmers to enter the
names who have offered their names to participate in APNI
MANDI. After selection, the farmers shall be registered by
Secretary, Market Committee and their names shall be entered
alongwith their addresses and particulars of land under
cultivation in this register. The proforma (A.M-1) of register is

The farmers of other States to that of Punjab and Chandigarh (U.T) shall
contact the General Manager (Project) of the Mandi Board, Chandigarh for
participating in APNI MANDIS in Punjab alongwith the proof of their
eligibility being farmers or producers of agricultural produce. After
completion of required documents, they can be allowed to participate the
Apni Mandi.
The serial number assigned before the name of farmer in the register in
proforma A.M.-I shall be the registered number for the purpose of making
identity cards of the farmers to participate in the Apni Mandi.

IDENTITY CARDS TO FARMERS
The farmers registered for participation in APNI MANDIS are to be issued
identity cards by the Secretary, Market Committee in the following proforma:1.

make

verification of the particulars by his staff, especially the fact that applicant is
a farmer holding his land and himself cultivating the same land or through his
tenant before issuing the identity card.
7.
SELECTION OF SITE
APNI MANDI shall be allowed to be held at the site to be selected by the
Secretary, Market Committee. Advice of the District Mandi Officer can also be
obtained. The General Manager (Project) shall be the competent authority to direct
the Secretary, Market Committee to hold APNI MANDI at a particular locality or
town if need be . The factors to be taken into consideration for selecting the site for
Apni Mandi shall include the following:i)
Concentration of consumers; (Request/ Suggestion)
ii)
Spacious place for parking;
iii)
The site shall be visited by the consumers quite frequently. (A spacious
site nearby the main market or shopping centre is considered
advantageous for the purpose).
iv)
The farmers shall be able to reach the site easily. The site shall not be
located in a congested area where the vehicles of farmers or consumers
can not reach conveniently;
v)
The site shall not be located in the area adjoining to any main road of the
city causing traffic problems.
The aim of the Apni Mandi is that more and more consumers and farmers
may get the benefit of this scheme. In case any permission of local
authority or local administration is required for setting up APNI MANDIS
at a site, the same shall be obtained. If any fee/charge/rent is required to be
paid for using the site the same shall be paid by the Market Committee
concerned.
8.
PUBLICITY
Wherever APNI MANDI is started in a town or at a new place within the
same town where the APNI MANDI is already holding in that case due
publicity shall be made by following means:i)
Through handbills;
ii)
Through beat of drum or by professional ‘ Munadi Walas’;
iii)
Through advertisement by cinema slides ;
iv)
Through loudspeakers with permission of local administration where
necessary;
v)
Advertisement in News Papers;
vi)
News items by giving press notes or handouts to press correspondents or
various news papers, T.V. and A.I.R.
9.
INVOLVEMENT OF DEPUTY COMMISSIONERS/SUB DIVISIONAL
MAGISTRATES.
The officers of District Administration such as Deputy Commissioner,
A.D.C., (Development), S.D.M., and other local officers may also be
involved in the Scheme and they may be requested to occasionally visit the
APNI MANDIS. The wives of D.Cs, S.D.Ms or local officers are also to be
requested to patronize APNI MANDIS and occasionally visit APNI
MANDIS.

LEGALITY OF EXPENDITURE
The expenditure incurred on APNI MANDI scheme is within the purview
of the activities and the objects of the Punjab Agricultural Produce Markets
Act, 1961. The reference of which can be made to preamble of the Act.,
Section 13(1)(a), and Section 28 (viii). The expenditure on APNI MANDIS
scheme has also been declared by the Punjab Mandi Board as fit charge
vide circular letter No. 154 dated 13.7.1987 on the funds of the Market
Committees under Section 28(xvii) of the Act.

DETERMINATION OF RATES
i)
Under this scheme the sale of fruits and vegetables in APNI MANDIS
shall be permitted at 20% to 25% less than the prevailing rates in the
retail markets;
ii)
In each Apni Mandi, one electronics display rates board or two or three
flex banner rates boards will be installed as per requirement so that the
farmers and consumers may read the rates fixed by the Market
Committee.
12.
SALE IN PRE-WEIGHED PACKETS DULY GRADED
Efforts are to be made gradually to shift over to the sale of graded produce in preweighed in packets of 1 Kg. or 2 Kg. as per local needs and circumstances. Some
produce can not be filled up in packets but grading of the same is possible as per
quality or size which may be arranged on the counters accordingly. The sale of preweighed and graded produce would avoid confusion and rush. It would be easy for
the farmers to hand over already weighed produce packed in packets or bundles or
graded pieces immediately to customers against payment. The customers would
have the advantage of speedy delivery of graded produce in a short period. Grading
staff of Punjab Mandi Board can be involved for this purpose who will ensure that
only quality of produce shall be sold in the Mandis. Rotten and degraded produce
shall not be allowed to sell. The provisions of the Punjab Plastic Carry Bags
(Manufacture, Usage and Disposal) Control Act, 2005 may also be kept in view
while making the packets of agricultural produce.

PROGRESS REPORT OF APNI MANDIS
Monthly progress report of APNI MANDI may be sent to General Manager
(Project), Punjab Mandi Board so that the same may be discussed in the monthly
meeting of Distt. Mandi Officers at Boards level.

INFRASTRUCTURE
Following infrastructure is to be provided by the Market Committees for APNI
MANDIS:i)
For temporary camp office; Shamiana, Table, Chairs etc. If these items are
not available with the Market Committee then the same can be hired on rent
or through contract.
ii)
Counter balances of capacity upto 5 kg. with 5 kg weight set can be
provided to the farmers in due course, the farmers are expected to arrange
these items themselves but it should be ensured that weights and weighing
scale is duly stamped by the Weight and Measures Deptt.
iii)
Packaging material in which minimum 2 kg. commodity can be filled can
be supplied to the farmers. The facility shall be given for one month from
the start of APNI MANDI. Thereafter the farmers are expected to arrange
these themselves. The provisions of the Punjab Plastic Carry Bags
(Manufacture, Usage and Disposal) Control Act, 2005 may also be kept in
view while supplying the packaging material to the farmers.
iv)
The farmers who do not have transport facility can be provided the facility
or transport to bring their fruits and vegetable to APNI MANDI. If the
Market Committee does not have tractor-trolley they can have it from the
nearby committee or can also arrange a vehicle on hire. This facility of free
transport shall not exceed six months from the day of APNI MANDI
started. Thereafter, if the farmers want this facility they will be charged for
the service.
v)
Arrangement of drinking water and cleanliness according to the need be
made by the Market Committee.

REGULATION OF TRAFFIC
Secretary, Market Committee shall ensure that traffic in the APNI MANDI and
near the APNI MANDI is properly regulated with the help of Police. A separate
place for parking of various types of vehicles shall be earmarked with the aim to
run the APNI MANDI smoothly and to avoid the accidents. APNI MANDIS shall
be started and closed at fixed time in the morning or evening so that the local
administration can deploy the Police for control of traffic.
17. COMPLAINTS/SUGGESTION REGISTER
A register shall be maintained in each APNI MANDI to register the suggestions/
complaints by the user of mandi. Prompt action shall be taken to remove the
complaints on the spot or wherever possible.

BEWARE OF SABOTEURS
APNI MANDI is a scheme for the welfare of farmers and consumers. Various
forces may try to sabotage the same. The Secretary, Market Committee and
officers of the Mandi Board and officials on duty shall remain vigilant and cautious
to meet such moves tactfully.
