Workshop on the Costs and Impacts of
Non Technical Measures to reduce Emissions
in the Urban Transport Sector
Rome, 24 and 25 January 2000
Since December 1998, the CANTIQUE1 Concerted Action has been reviewing and
analysing several dozens studies, projects and experiments focusing on the evaluation of
the environmental impact of Non Technical Measures (NTM, i.e. all measures which
are not directly related to vehicle and fuel technologies). The scope of the analysis is
extremely broad, and includes such measures as Road Pricing, Traffic Calming,
Mobility Management, Access Restriction, Land Use Planning, Public Transport
Promotion, Behavioural Improvements, etc.
The Rome Workshop aims at:
 presenting the final conclusions of the AUTO OIL II programme
 presenting the first results of the CANTIQUE work (review and evaluation of the
cost effectiveness of NTMs)
 gathering and discussing additional inputs thanks to some 12 contributions from
well-known European experts
 drawing preliminary conclusions on generalisation and transferability of evaluation
mechanisms
Topics presented and discussed include:
 Urban Freight (Environmental Zones, Voluntary Agreements, Truckers Training
Schemes, etc.)
 Passengers Transport (Scrappage schemes, Road Pricing, Traffic Calming, Local
Transportation Plans etc.)
 AUTO OIL and CANTIQUE results. A questionnaire is being drafted based on the
Cantique Work in Progress: this will be sent in advance to all registered and
answers received will be reviewed and discussed.
 Non Technical Measures in Eastern and Central Europe
The participation to the Workshop is free of charge.
