JOB DESCRIPTION
PART – TIME POSITION
GENERAL DEFINITION OF WORK:
Performs responsible administrative and technical work in the office of Patrick County Erosion and
Sediment Control under the general direction of the County Administrator and County Attorney,
enforcing compliance with the County’s Erosion and Sediment control ordinance. Will be responsible for
future implementation of Local Stormwater Management Program.
This is an administrative and technical position that requires the ability to read site plans and conduct site
inspections to determine adherence to erosion and sediment control regulations and stormwater
management program regulations that are established by state laws and county ordinances. Position
requires frequent contact with the public. Position must coordinate with Building Official and community
development planners to ascertain conditions prior to issuance of building permits. Position may require
court appearances or other legal action including working with the County Attorney to ensure
enforcement of regulations. Position will require involvement with other responsibilities within the
Office of Erosion and Sediment Control and Stormwater Management Program.

Review Erosion and Sediment and Stormwater Management Program Plans for compliance.
Issues Erosion and Sediment and Stormwater Management Program permits.
Responsible for calculations and assurance of Performance Guarantees.
Inspects permitted land-disturbing activities in order to ensure compliance with an approved Erosion
and Sediment Control Plan and Stormwater Management Program Plan in a regular and timely manner.
Performs inspections to determine compliance with approved conditions and the possibility of
violations.
Prepares written reports and recommends any corrective actions that are necessary to ensure
compliance.
Organizes inspection schedules and keeps accurate records of all reports.
Provides technical assistance to contractors and citizens.
Responds to citizen’s complaints.
Conducts educational seminars.
Attends Board of Supervisors and Planning Commission meetings as required.
Pursues any necessary enforcement actions as directed by the County Administrator and County
Attorney.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
: Thorough knowledge of state laws and the county ordinance regarding erosion, sediment control and
Stormwater management program
: Ability to understand the principles of soil erosion and the importance of effective conservation
measures
: Ability to read and understand site plans showing location of proper development attributes,
erosion control and stormwater management program practices
: Ability to establish and maintain effective working relationships with developers, contractors, property
owners and the general public
: Physical condition sufficient to meet requirements of the position.
EDUCATION AND EXPERIENCE AND SPECIAL REQUIREMENTS:
: Graduation from high school
: Ability to be certified by the state as an Erosion and Sediment Control Administrator, Inspector and
Plan Reviewer
: Ability to be certified by the state as a Stormwater Management Administrator, Inspector and Plan
Reviewer within one (1) year
: Must have valid Virginia driver’s license
