CLASS TITLE: ASSISTANT AIR POLLUTION CONTROL OFFICER
BASIC FUNCTION:
Under the direction of the Air Pollution Control Officer, plan, organize and direct the dayto-day operations and activities of the Air Pollution Control District (APCD); direct
programs and activities involved in the County-wide enforcement of federal, State and
local air pollution control laws and regulations; coordinate and direct related inspections
and investigations of emissions sources and related facilities, systems and equipment;
supervise and evaluate the performance of assigned personnel.
REPRESENTATIVE DUTIES:
ESSENTIAL DUTIES:
Plan, organize and direct the day-to-day operations and activities of the APCD; assist in
establishing and maintaining related time lines and priorities; serve as the Air Pollution
Control Officer in his/her absence; assist in assuring proper enforcement of federal,
State and local air pollution control laws, regulations and other requirements.
Direct programs and activities involved in the County-wide enforcement of federal, State
and local air pollution control laws and regulations; coordinate, direct and participate in
the inspection and investigation of emission sources and related facilities, systems and
equipment; assure proper identification of violations of air pollution control laws and
regulations; direct and participate in the implementation of corrective and enforcement
actions and the preparation of related documentation.
Oversee and participate in the development and implementation of air pollution control
services, programs, procedures, plans, services, projects, goals, strategies and
objectives for County-wide APCD divisions; resolve APCD issues and conflicts in a
proper and timely manner.
Supervise and evaluate the performance of assigned personnel; interview and select
employees and recommend transfers, reassignment, termination and disciplinary
actions; coordinate subordinate work assignments and review work to assure
compliance with established standards, requirements and procedures; resolve
personnel issues as needed.
Coordinate air pollution control and related enforcement communications, inspections,
investigations, services and activities between the APCD, County personnel,
departments, industry representatives, outside agencies, governmental organizations
and the public; review a variety of reports and correspondence and distribute to
appropriate personnel or administrators for action, response, completion or investigation
of work in progress.
Monitor and evaluate APCD operations and services for air pollution control
effectiveness and operational efficiency; respond to administrative, staff and public input
concerning APCD needs; develop, implement and recommend programs, policies and
procedures to enhance the effectiveness and operational efficiency of APCD.

Provide consultation to personnel, outside agencies and the public concerning air
pollution control and enforcement; respond to inquiries and provide detailed and
technical information concerning related laws, codes, standards, requirements, issues,
legislation, regulations, policies and procedures; provide media information and
interviews and approve release of information as appropriate.
Assist in the development and preparation of the annual preliminary APCD budget for
the County; analyze and review budgetary and financial data; control and authorize
expenditures in accordance with established limitations; submit budgets to the Air
Pollution Control Officer for approval; review, monitor and coordinate revenue and
expenditures.
Provide technical information and assistance to the Air Pollution Control Officer
regarding APCD issues, needs, services and activities; assist in the formulation and
development of related policies, procedures and programs; provide support by
interacting with the Board.
Compile information and prepare and maintain a variety of records and reports including
budgets, financial statements, audits, environmental statements and State and County
activity reports; prepare clear and concise applications for proposals and grants as
directed.
Meet and confer with the Air Pollution Control Officer and Air Pollution Control Division
Managers to discuss and evaluate workloads, new projects in progress and status
reports; coordinate work assignments within department and with other County
departments.
Coordinate participation in special projects, meetings or other issues with other County
departments and State, federal and international agencies; maintain inventory control
and related records for equipment, vehicles and supplies.
Provide responsive and effective service to County employees, representatives of
outside agencies and the public by providing accurate, complete and current information
in a courteous, efficient and timely manner.
Operate a variety of office equipment including a computer and assigned software; drive
a vehicle to conduct work; utilize a two-way radio.
Prepare proposals for consultant and State contracts and negotiate contract
specifications; review and approve contract invoices for payment.
Attend and conduct various meetings; represent the APCO on a variety of committees
and boards as needed; prepare and deliver oral presentations concerning air pollution
control and assigned functions.
Review, analyze and coordinate response to environmental impact reports on major
projects.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: bachelor’s degree in chemical or environmental
engineering or related and four years increasingly responsible experience in the
inspection and investigation of sources of air pollution including two years in a
supervisory capacity.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver’s license.
Incumbents must obtain a valid Visible Emissions Evaluation certificate in a designated
period of time.
