1. Start

The meeting started at 10am. The core team was complete except for Kelder (KNMI) and

Bovensmann (U. Bremen); both apologized at a late stage because of urgent obligations elsewhere. For WP2100 D. Hauglustaine and J.M Flaud (representing G. Bergametti) were present as consultants. For WP2200 M. de Maziere and G. Stiller were present as consultants.

2. Minutes kick off/negotiation meeting and action items

The minutes and action items of the KO meeting were reviewed. It was noted that the minutes had not been distributed to the team partners. This will be remedied.

Action KO-1: KNMI to generate a web page for the study and upload the presentations of this meeting, by 5 September 2003.

A restricted domain should be added to the existing website for project documentation.

The action is left open.

Action KO-2: KNMI to confirm with Alcatel that work on ground segment covers the full chain up to provision of services (as opposed to limiting itself to generation of e.g. Level 1b or Level 2 data), by 17 September 2003.

A written reaction from Alcatel to KNMI had not yet been obtained. The action is left open.

All other actions have been closed.

3. Update ESA on related activities

JL reported on a briefing by ESA in November 2003 on the possible implementation of

GMES. Within ESA a working group has been established. The implementation plan will be used to set priorities within Earthwatch and cost estimates of candidate missions will be part of it. The ESA working group suggested an Atmospheric Chemistry mission including a GEO and a LEO element, but further to be defined. The team would like to obtain more information from ESA on the GMES implementation plan.

BK asked for a possible relaxation in time of the CAPACITY project, because of the tight schedule for the WP2200 tasks and the timing of the Envisat validation workshop at the end of May 2004. However, it was concluded that it would be unwise to relax the time constraints of the CAPACITY project. Given that the GMES implementation plan is scheduled by ESA and EU for the end of this year, the current project schedule already gives serious concern on how CAPACITY results could be fed into the GMES plan. It was concluded that WP2200 should still be finished around MTR.

At the meeting it was also noted that CAPACITY will offer an integrated view on operational atmospheric chemistry monitoring.

4. Discussion working group reports and further actions WP1000

During the discussion of working group 1 on Air Quality monitoring J.M Flaud gave a short presentation in which he explained how in his view the Air Quality working group report user requirements could be interpreted and how this would need to be translated in data requirements. He made clear that user requirements could very different depending on the envisioned user group. Together with Paul Monks the action was taken to redefine and regroup the different user groups and to summarise the user requirements for Air

Quality.

Action PM1-1: UL and LISA to interact in order to summarise the Air Quality user requirements, differentiated per user group where needed, and to report to KNMI by 14

February.

Concerning the working group on the Montreal protocol is was unclear if information on

(the evolution of) the chlorine loading in the stratosphere would be needed for policy support and protocol verification in addition to information on the evolution of the ozone layer. This will be checked with the prime user for this application, which is WMO.

Action PM1-2: KNMI to clarify with WMO the need for information on the chlorine loading in the stratosphere in addition to ozone layer information for Montreal

DH suggested that the organisation of the user requirements could be rationalised. The following scheme was suggested and will be further worked out:

At all three levels there are contributions to policy support. Draft tables with user requirements will be send to WP1000 consultants for comments by 25 February.

Action PM1-3: KNMI (AG) to send draft tables with user requirements per application to WP1000 consultants for comments by 25 February 2004.

The discussion on the other working group reports did not lead to further actions to be taken to finalise WP1000 and to start WP2100.

Considering the use of atmospheric composition data for atmospheric correction. U.

Leicester was requested if they could produce user requirements for this purpose, based on the experience gained within GMES-GATO.

Action PM1-4: UL (PM to John Remedios) to provide user requirements for atmospheric corrections from GMES-GATO

5. Discussion WP2100 and WP2200

BK noted that for efficient working in WP2200 it would be needed to obtain information

from WP2100 on the products (trace gases, aerosol properties) as soon as possible. The information should include tables per user application containing the products, height range and vertical resolution, coverage and horizontal resolution and temporal requirements. It was decided that the first iteration of draft tables with data requirements would be sent by the WP2100 task manager to the WP2200 task manager by 25 February

2004.

Action PM1-5: KNMI (MvW) to send a first iteration of draft tables with data requirements per application to RAL (BK) by 25 February 2004.

Based on iterations with users in WP1000 the tables with data requirements will be further updated and corrected in the coming period to PM2.

6. Planning PM2 and MTR

Progress Meeting 2 is scheduled for Wednesday 7 April 2004. PM2 will be a one-day meeting to be held at KNMI. Meeting hours will be from 10 to 18h. Participants include the core team and consultants under KNMI from WP2100 and consultants under RAL from WP2200.

Mid-Term Review is scheduled for Thursday and Friday 24 + 25 June 2004. MTR will be a one-and-a-half day meeting to be held at ESTEC. Meeting hours will be from 13h on the first day to 16h on the second day.

Action PM1-6: KNMI (MvW) and RAL(BK) to inform their consultants on the agreed dates for PM2 and MTR as soon as possible.
