Care and Protection Residences
Child, Youth and Family has four care and protection residences across the country. These residences
are secure facilities and are designed to provide care for our children and young people who have the
highest needs and present with the most challenging behaviours. These placements require planning and
support, and will be one part of a comprehensive package for a child or young person.
The guidelines for considering a referral to a care and protection residences are:



children and young people most at risk of harm to themselves or others.
Length of stay of usually between three and six months
The usual age group of children and young people in the care and protection residences is 12-16 year
olds
If a child or young person requires an “emergency placement” (for approximately three days) then the Site
Manager can contact the Residence Manager directly. All other referrals can be made via the National
High Needs hub. An emergency placement does not overtake other children or young people already on
the waitlist for a placement.

Supervised Group Homes
Child Youth and Family have 13 Supervised Group Homes across the country. These homes are in
Whangarei, Auckland, Hamilton, Tauranga, Hastings, Palmerston North, Lower Hutt, Christchurch and
Invercargill. Some areas have more than one Supervised Group Home. These are specialist homes with
a therapeutic Behaviour Change Programme and focus to provide young people with an opportunity to
address unsafe behaviours and develop life skills. The purpose of these homes is to support young
people in making good choices in their lives, with significant emphasis on strengthening family/whanau
relationships and maintaining a view to reintegrating them back into their community safely.







These young people can enter a Supervised Group Home from the community or as a step down
from a Residence as part of their transition plan.
They will typically present with some behavioural issues which they will need support in
addressing.
Young people presenting with harmful sexual behaviour are typically not good fits for this
programme.
They may require residential support during another programme (eg; Supervision with Activity,
military programme)
Usual length of stay is between 3 and 6 months.
The homes are split into Care and Protection and Youth Justice homes, and are typically split into
male or female homes.
The usual age range of young people who are suited for a Supervised Group Home placement is
between 14 and 16 years. Younger children may also be suitable for this environment, and
consideration is given to young people outside of this age range attending this programme.
All referrals may be made via the hub.

Description of Service
Residential care and treatment programmes for
clients (male/female) aged 11-16 yrs with Conduct
Disorder or severe behavioural issues. This service
is located in South Auckland, and have capacity of
25 placements.
Care and Protection status (order or agreement) is
required.
Residential care and treatment programmes for
male clients aged 12-16 yrs with Severe Conduct
Disorder or severe behavioural issues. This service
is located in West Auckland.
This 8 placement programme includes care and
programme costs, and is reserved for Child, Youth
and Family clients exhibiting the most severe
needs.
Residential care and treatment for clients
(male/female) aged 13-16 yrs with Conduct
Disorder or serious behavioural issues. This
programme works extensively with client
family/caregivers. This service is located in Tawa,
Wellington.
This service has capacity of 6 placements (3 female
& 3 male)
This programme is a structured therapeutic
residential programme working with up to 10 young
people (male only) between the ages of 13 – 16yrs.
Referred clients should have ability or interest in
performing arts. Located in Wellington but when
performing may move around New Zealand.

Residential substance abuse treatment - 5 placements (male/female) for adolescents and 4 places for
parents referred for treatment by Child, Youth and Family and who are accompanied by their children.

All clients on the adolescent programme must have appropriate custodial status e.g. S.140 Agreement
or a Custody Order, to attend this programme. Clients who are the subject of a S.139 Temporary Care
Agreement can be admitted but a more permanent agreement or order must be in place before the
expiry of the S.139, if the client is to remain on the programme. Clients may also be admitted on
s238(1) (d) YJ status with Odyssey approval.

The parent/child programme does not require any court orders with Child, Youth and Family for the
child or young person. The Ministry of Health funds the adult and Child, Youth and Family funds the
child or young person.
National bed night agencies: Intellectual disability
CHILD, YOUTH AND FAMILY and IDEA SERVICES (IHC) NATIONAL SCHEDULE: Enquiries should be
to your local IDEA Services agency.
Clients with diagnosed intellectual disabilities, who are cared for by IDEA Services may be placed on the
IDEA Services and Child, Youth and Family national schedule, in the following circumstances:

Negotiations with and a formal referral to IDEA Services have led to that organisation accepting that
they will provide care for a Child, Youth and Family client.

The referral are in writing and need to include:










Evidence that the client has a diagnosed intellectual disability
Information outlining family background
Placement history
Reasons out of home placement being sought
Efforts made to maintain client within family/whanau and reasons why this has not been
successful
Proposed family/whanau contact.
Copies of Orders/Agreements,
Copy of a completed Disability Support Services Needs Assessment
Confirmation that IDEA Services fees will be paid.
An application can also be made to the NASC for a Residential Support Subsidy particularly if there
are compelling disability issues.

If IDEA Services agree to place a child or young person, an Agreement for Residential Services must
be signed by IDEA Services and Child, Youth and Family local and National Offices. This details
costs to Child, Youth and Family and costs to the Ministry of Health, and can be located as an
attachment to the Protocol on the Intranet (Practice Policy & Guidelines, Generic, Interagency
Agreements and Guidelines - IHC National Bednights).
All costs will need to be met by the SDU budgets and/or Ministry of Health until the agreement is
signed.
Youth Services Strategy 1:1 Specialist Caregivers
There are currently 4 clusters of Youth Services Strategy One-to-One Specialist Care Service Providers,
providing up to 32 placements for males and females. For each client placed in YSS One-to-One Care,
$8000 is managed by the contracted provider for payment of individual therapeutic programmes.
This programme caters for young people aged 11 to 16 years, who may be conduct disordered or have a
similar mental health condition, and/or exhibit difficult or unmanageable behaviour, and/or be an offender,
and require an out-of-family placement in a one-to-one situation. The placement is in the home of
caregivers who generally have no children under the age of 16 years living on the premises. Placements
are available for up to 12 months.

Youth Services Strategy Specialist Family Homes
There are 2 Specialist Family Homes providing services for Youth Services Strategy (YSS) male clients,
aged 11 to 16 years, with conduct disordered behaviour who require a structured out-of-family placement.
These homes are contracted by Child, Youth and Family and the placement is up to 12 months.
For each client placed in a YSS Specialist Family Home, $8,000 is managed by the contracted provider
for payment of individual therapeutic programmes.

Youth Services Strategy Specialist Family Homes: Harmful Sexual Behaviour
There are 4 Specialist Family Homes providing services for Youth Services Strategy (YSS) clients, aged
11 to 16 years, with harmful sexual behaviour who require a structured out-of-family placement. These
homes are contracted by Child, Youth and Family.
For each client placed in a YSS Specialist Family Home, $8,000 is managed by the contracted provider
for payment of individual therapeutic programmes.

For referrals to the harmful sexual behaviours’ homes, a SAFE/STOP report recommending such a
placement and treatment is required.
Five YSS Specialist Caregiver Homes (all are 5-bed residential homes) provide a residential programme
plus treatment for males with harmful sexualised behaviour. All young people in these homes engage with
WELLSTOP, SAFE or STOP programmes.

Te Poutama Arahi Rangatahi: Harmful Sexual Behaviour
This is a residential care and therapeutic treatment programme for males assessed as exhibiting high risk
harmful sexual behaviour aged between 12 and 16 yrs. The guidelines for considering a placement at Te
Putama Arahi Rangatahi are as follows:



A recommendation from WELLSTOP, SAFE or STOP that the young person would benefit from this
programme
A young person in the care of Child, Youth and Family under s101 and s110
Active Social Work support.
Young people usually spend up to 18 months at the programme so though should be given to if those
aged over 16 would be suitable
The operation of the programme is contracted to Barnardos, but all applications are forwarded to the hub
at Child, Youth and Family. Further information may be required prior to placement at Te Poutama Arahi
Rangatahi.
