PROJECT PROPOSAL

“IMPLEMENTATION OF THE DIRECTIVE 2000/60/EU FOR IDENTIFYING,
INTEGRATED
MANAGEMENT
AND
MONITORING
OF
THE
TRANSBOUNDARY GROUNDWATER BODIES IN THE EAST AEGEAN
REGION”

5. Project objectives:
Main objective:
Institutional strengthening and capacity building of the Basin Directorate for Water
Management in the East Aegean Region with main office in the town of Plovdiv, for the
implementation of its functions concerning the transboundary cooperation and
management of the transboundary river basins with the Republic of Greece in accordance
with the requirements of the European Water Framework Directive – the first step –
identifying, integrated management and monitoring of the transboundary groundwater
bodies.
Direct objectives:
 Establishing contacts and cooperation with the competent authorities implementing the
Directive 2000/60/EU in the Republic of Greece along the boundary with the East
Aegean Region for coordinating the process of applying the Water Framework
Directive in the international river basins.
 Identifying and characterizing the transboundary water bodies with the Republic of
Greece along the boundary with the East Aegean Region
 Defining the districts of supplying and draining of the identified transboundary
groundwater bodies and evaluating their connection with water or land ecosystems
 Analyzing the loading of the transboundary groundwater bodies and evaluating the
risk for achieving the environmental objectives of the Water Framework Directive
concerning the good quality of the ground waters by 2015
 Coordinating the monitoring of the ground waters in both countries for the
transboundary water bodies and its adapting to the requirements of Annex 5 of the
Water Framework Directive
 Preparing programmes of measures for achieving the good condition of the ground
waters in the transboundary groundwater bodies
6. Stages and activities in the implementation of the project:
Stage I – 2006 – Preparation of the project:
 Establishing contacts between the competent authorities for implementation of the
Water Framework Directive on behalf of Bulgaria and Greece and providing
information about the stage of implementation of the Water Framework Directive, the
software programmes and the methods for analysis, evaluation and monitoring
 Analyzing the results from the inspection on the grounds of Article 5 of the Water
Framework Directive for the East Aegean Region for the management of the river
basins as well as the respective regions in the Republic of Greece – comparing and

identifying the transboundary underground water bodies, the methods that are used,
the exhaustiveness of the analysis, the correspondence between the data and the results
and detecting imperfections and gaps in the reports from the two countries as main
activities of the project for the year 2006
 Review of the monitoring of the ground waters in both countries in the region that is
under observation, analysis of the competent institutions and the measured indicators,
evaluation of conformities and discrepancies of the monitoring that is being carried out
and the methods with the requirements of the Water Framework Directive as a basis of
the activities of the project in the year 2006
 Analyzing the availability of a sufficient number of appropriate stations for monitoring
of the ground waters in the transboundary groundwater bodies as a foundation of the
necessity for building new monitoring stations
Stage II – 2007 – project:
 Defining the transboundary groundwater bodies in both countries in their zones of
supplying and draining
 Identifying the connection of the transboundary groundwater bodies with water or land
ecosystems
 Gathering the missing information and analyzing the loading of the transboundary
groundwater bodies
 Evaluating the existing monitoring stations including by means of terrain surveys,
rehabilitation of equipment, carrying out additional monitoring surveys and researches
 Evaluating the risk for achieving the objectives concerning the good status of the
ground waters in the year 2015 for the transboundary ground water bodies and the
need of programmes of measures
 Building new monitoring stations if proven necessary and adapting the monitoring
networks and the surveyed indicators of the transboundary groundwater bodies in both
countries to the requirements of the Water Framework Directive
 Outlining programmes of measures for the implementation of the objectives of the
Water Framework Directive concerning the good status of the ground waters for the
transboundary groundwater bodies
 Training of experts in monitoring and management of the transboundary groundwater
bodies
 Providing support to the Basin Directorate for Water Management in the East Aegean
Region for implementation of the Water Framework Directive with the necessary
equipment and means of transport for monitoring
 Providing the Basin Directorate for Water Management in the East Aegean Region
with software and computers for completing the establishment of GIS and data base
necessary for exchanging information in an adequate form between the authorities for
management of the river basins from the two countries for taking management
decisions concerning the integrated management of the transboundary groundwater
bodies and informing the countries concerned
 Establishing partnership and cooperation between the authorities for management of
the river basins from the two countries by means of visits and seminars organized on
the territories of both countries
7. Total budget in time and activities:
2006 – € 100 000 for the preparation of the project
2007 – € 1 000 000 – for the implementation of the project, from which:

1. Surveys, analyses, building monitoring stations and equipment – € 500 000
2. Gathering and systematizing the missing data base and consultations – € 150 000
3. Completing the building of GIS, data base, software for pattern surveys and
computers – € 150 000
4. Human Resources, training and travelling – € 150 000
5. Administrative expenses – € 50 000
