ADMINISTRATIVE ISSUES FOR FOREIGN STUDENTS
PROCEDURE FOR THE REGISTRATION OF FOREIGNERS AND
GRANTING PERMISSION TO STAY TEMPORARILY IN SERBIA
The official document regarding Procedure for the Registration of Foreigners and Granting Permission to Stay

Please read it carefully. The Registration Offices have very rigid dead-lines so try to respect them (in case you
fail to respect the deadlines, the penalties are very high).
Some extracts from that site are:
1. The organizations (hotels, hostels etc) as well as individuals providing services to foreigners against
payment, and persons with whom foreigners are staying as visitors, are obliged to register the
foreigner's stay with the competent authorities (according to the place of residence of the foreigner - the
police department) within 12 hours from the moment of rendering the service, i.e. of providing
accommodation to the foreigner, or from the moment of his arrival as a visitor.
A foreigner who is not using the services of accommodation provision as indicated above is obliged to
register with the competent authorities (local police station) and to inform of the change of address the
next day following the day of arrival in Serbia, i.e. within 24 hours from the moment of the change of the
place of abode or the change of address.
2. Foreign citizen need to apply for permission for temporary stay. The applications should be submitted to
the Secretariat of Internal Affairs in whose territory the foreigner has his registered place of abode - in
Belgrade that is in SUP Beograd Department for Foreigners, in 35, Savska Street.
In order to be granted permission to stay temporarily on the basis of studies or specialization, training and
practice, it is necessary, in addition to the payment of the prescribed tax, to submit the following:
1. Valid passport;
2. Completed form;
3. Written acknowledgment of the registered place of abode;
4. Two photographs;
5. A certificate issued by the faculty, school or other institution,
6. Proof of the means of subsistence (acknowledgment of the provider of scholarship or of a bank).
If permission for temporary stay is applied for on those grounds, foreigners are requested to submit the
application within 3 days from the day of the arrival in Serbia. The procedure for granting permission
for temporary stay on all grounds normally takes up to 15 days.
It is necessary to bring with you:





Your passport (ID card is NOT a valid document for crossing the border !!!)
Learning agreement and other documents regarding the international exchange
A photocopy of your university card and if possible, a transcript of your curriculum in English
Couple of photos in the format 3,5 x 4,5 cm
Medical insurance certificate (International medical insurance), or documents for issuing Serbian
insurance card “zdravstvena knjižica” (pls see below);
MEDICAL INSURANCE
Foreign students studying in Serbia are obliged to have the medical insurance during studies. The cost for
the medical insurance is to be paid by students themselves.
You can obtain insurance:
a. In your country - buying the International medical insurance valid for Serbia. Pls bring us the copy of
the insurance.
b. Once you are in Belgrade - buying it in Serbia. The price is around 6100 dinars per month (price can
be slightly changed). You are buying the insurance in Center for Medical Insurance, 30 Nemanjina
Street in Belgrade, 1st floor, room 103. You are required to bring with you:

Your passport,

Photocopy of your passport,

Administrative form called ZDRAVSTVENA KNJIZICA (medical book/form, can be bought at
bookstore "Savremena administracija" in Belgrade),

Certificate from the University of Arts.
It is very important to do that immediately after your inscription at the University of Arts, so, you can benefit
from this medical insurance as soon as possible.

ACCOMMODATION
For inter-university exchange bursars, the University of Arts provides help with the accommodation in a student
dormitory. You can also get a card so you can eat in students’ restaurants for minimal cost (pls see below).
STUDENT CARD
The University will provide necessary paperwork for the Student Centre (Svetozara Markovica Street 56) where
you can get a student card that allows you significant price reductions in students’ restaurants, museums,
theatres etc. You will need a passport and app 20 € (2000 Dinars) for the issuing of the card*. You don’t need
to bring photos, because they will take your photograph in the Student Centre.
PUBLIC TRANSPORTATION PASS
For public transportation, you will apply for a student monthly prepaid pass. Issuing of the pass is next to free,
yet you will need 2 photos. Monthly cost of the student pass is app. 10€ (990 Dinars)*.
