We are seeking to appoint an experienced and enthusiastic person to lead the Ethnic Minority
Achievement Team, based at The Curriculum Centre in Newbury. The role will involve
providing strategic direction for West Berkshire schools for the development of curriculum
provision and support for Ethnic Minority pupils and pupils who have English as an Additional
Language. We would like to hear from you if you have experience of leading on ethnic minority
support and a have a minimum of 12 months experience working with ethnic minority pupils in
a school environment. A willingness to learn, genuine commitment to social inclusion and the
ability to use your initiative so that you make a valuable contribution to the school support team
is an essential requirement. An appropriate allowance will be paid for travel.
Specific responsibilities will include:

To enhance the achievement and performance of Ethnic Minority pupils and
pupils who have English as an Additional Language, ensuring race equality and
promoting cultural diversity in West Berkshire schools

To ensure quality delivery of support to schools from the Ethnic Minority Support
Team

To provide expertise in the co-ordination of teaching, training and support of
English as an Additional Language and in supporting other Minority Ethnic pupil

To participate in data collecting, monitoring, tracking and analysis of achievement
of pupils from Ethnic Minorities, including those with EAL

Involvement in the delivery of training to schools and staff

JOB PURPOSE





DESIGNATION OF POST AND POSITION WITHIN DEPARTMENTAL STRUCTURE



Ethnic Minority Team Manager, based at the West Berkshire Curriculum Centre, employed
by West Berkshire Council to line manage and organise the deployment of the Ethnic
Minority Support Team
Report to West Berkshire School Improvement Team and the Chief Adviser for Schools on
services provided for West Berkshire schools and pupils.
Line managed by the School Improvement Adviser for Vulnerable Children’s Achievement
MAIN DUTIES AND RESPONSIBILITIES



To provide a leadership role within the Council of the management of Ethnic Minority
Support to schools, including pupils for whom English is an Additional Language through
inter-team working, advice to School Improvement Advisers and strategic planning
To line manage the deployment of the Ethnic Minority Support Team and be responsible for
the quality assurance of the work of the Ethnic Minority Support Team
To provide strategic direction for support and challenge to West Berkshire Schools, and
contribute to the evaluation of standards in schools, monitoring progress, reporting on















standards and the provision of support and challenge to schools on Ethnic Minority
Achievement, race equality and cultural diversity
To organise and present professional development to schools and Local Authority Staff
through training and briefings on aspects on EMA, race equality and cultural diversity
To ensure a swift response to schools with pupils who are new arrivals with EAL, to assess
their level of language acquisition and allocate resources accordingly
To contribute to the Corporate Action Plan
To allocate funding for Teaching Assistant support to schools, provide their job descriptions
and training
To deal with enquiries from schools for pupils with EAL
To participate in data collecting, monitoring, tracking and analysis of achievement of EM and
EAL pupils
To work with teachers and to involve parents, carers and other staff/agencies in supporting
the acquisition of English for pupils with EAL.
To work with teachers, school and other staff/agencies in supporting the raising of
attainment for pupils from Ethnic Minorities
To support and maintain a website to provide up to date information and resources on
matters relating to Ethnic Minority pupils and pupils with EAL
Develop and produce resources to support pupils’ learning and as exemplars for schools
To develop and maintain a website to provide resources and information to schools about
EAL and Ethnic Minority pupils
To write reports and maintain up to date records
To maintain an up to date knowledge of latest research and developments in the field of
EAL and ethnic minority achievement
Participate in training and personal development, including attendance at National Strategy
EMA meetings where appropriate
Any other duties from time to time the Corporate Director (or Directors) may see as
appropriate
