1.1. Statement of Purpose
The New America School-New Mexico is seeking qualified vendors to supply
goods and services in the areas of:





Background Information
The New America School is a system of publicly funded charter high schools.
The mission of The New America School is to empower new immigrants and
English Language Learners with the educational tools and support they need to
maximize their potential, succeed and live the American dream. New America
schools are located in diverse communities where the need is greatest. We have
three campuses in the metro Denver area and a campus in Albuquerque and Las
Cruces, New Mexico.

Scope of Work
As per the Form 470 filed on 12/20/2013 with the USAC program:



Telecommunications Services
o Local and long-distance telephone service for 35 lines – to include
all eligible telephone service components (DID, E911, directory
assistance and call blocking)
o Voice Mail service for 35 lines
o (6) “POTS” lines with local and long-distance service for
fax/alarm/fire
o Interconnected Voice Over Internet Protocol service for 35 lines
o Comprehensive cell phone service for 5 Smartphone or equivalent
product
o Voice/Video conferencing service for two computer labs
Internet Access
o High speed internet access at 100MB for (10) buildings/450 data
drops
o Wireless Internet Access – 10 buildings – 450 users
o Email service for 500 accounts
o Website hosting – 50 hours website maintenance and hosting fees
Internal Connections
o Server: Domain Name Service (DNS) with 48 GB’s of RAM and 1
TB of HDD, running Microsoft Server 2012 R2 operating system

o Server: Dynamic Host Control Protocol (DHCP) with 48 GB’s of
RAM and 1 TB of HDD, running Microsoft Server 2012 R2
operating system
o Server: Email Exchange with 48 GB’s of RAM and 1 TB of HDD,
running Microsoft Server 2012 R2 operating system and Microsoft
Exchange Server 2013
o 600 Client Access Licenses
o Server virtualization software
o Server equipment cabinet with internal power outlets, shelving and
components to house servers
o Server monitor (3)
o Server keyboard (3)
o Server mouse (3)
o Keyboard/monitor/mouse (KVM) switch
o Data protection local backup device
o Data protection network firewall
o Smart Uninterruptable Power Supply (UPS) - (4) @ 15KVA
o Network router
o Network Switches POE 24/48 port stackable as needed with up to
2GB uplinks – (15) switches
o Wireless access points (20)
o Wireless access point controller
o Fiber Optic Cabling - backbone cabling from main distribution frame
(MDF) to (4) buildings. (Fiber distribution panels, fiber patch cords,
connectors, cable management and all related components would
need to be provided) – Conduit between buildings is in-place.
o Fiber distribution panels, connectors, patch cords and wire
management.
o Network equipment rack with cable/wire management
o Network patch cords – 3,7,14 and 25 ft. to provide network
connectivity for devices
o Private Branch Exchange (PBX) – VOIP based PBX system with
voice mail to support 35 DID telephone lines and 35 users
o Cabling/connectors – sufficient to support installation and operation
o Installation, training, activation and configuration of all eligible
equipment
o Shipping charges – all related shipping/receiving charges
o Documentation - Complete documentation records to USAC
specifications
Basic Maintenance
o Maintenance for all E-Rate services and equipment - 400 service
hours to include remote assistance and onsite support for
repair/upkeep of eligible hardware (Servers, Routers, Switches,
PBX, wire/cabling maintenance, technical support and configuration
changes

1.4. Outcome and Performance Standards
Specify the outcome targets, minimal performance standards expected from the
contractor, and methods for monitoring performance and process for
implementing corrective actions.
1.5. Deliverables
Completed Proposals are due by 5:00 pm, February 3, 2014. All proposals will

1.6. Term of Contract
This RFP is for the 2014-2015 school year, and as such services will begin on
July 1, 2014, and will terminate on June 30, 2015.
1.7. Contractual Terms and Conditions
All vendors responding to this RFP will have a current and valid USAC SPIN
number, and be familiar with the E-Rate program. Upon successful allotment of
USAC award, vendors will complete and submit their own SPIs for the 90%
reimbursement from USAC.
1.8. Evaluation and Award Process
Selection of vendors will occur on February 7, 2012. After that date, all
applicants will be notified in writing of their acceptance/rejection of their proposal
within one business week.
1.9. Process Schedule
Important dates to remember:




RFPs due by 5:00 pm on February 3, 2014.
Vendors selected February 7, 2014.
Applicants notified by Friday, February 14, 2014 of proposal status.
Services begin July 1, 2014, and terminate on June 30, 2015.
