HIO Teleconference Summary

Review of June 9-10, 2009, HIO Quarterly Meeting Summary
The June 9-10, 2009, HIO Meeting Summary was approved.
USDA Monthly (June) Report
Dr. Cezar was not present on the call; however, she had emailed the HIOs a summary to date of shows VMOs have
attended. In summary, USDA attended 11 shows since the June 2009 HIO meeting. USDA attended the MFTHBA
Futurity Horse Show in Ava, MO, on June 12-12, 2009, for observation only. On June 13, 2009, USDA attended
the Guntown Lions Club Horse Show in Guntown, MS. Affiliated with SHOW, there were 45 entries (31 padded/14
flat shod), 18 scratches, and 5 violations: 1 unilateral sore; 3 bilateral sore; and 1 foreign substance violation. The
Department also attended the East Tennessee Walking Horse Classic in White Pine, TN, on June 19-20, 2009.
Affiliated with KWHA, there were 173 entries (42 padded/131 flat shod), 2 scratches and 15 violations: 4
unilateral; 8 scar rule; 2 shoeing violations; and 1 foreign substance violation. USDA also attended the June 19,
2009, Liberty Lions Club Horse Show in Shelbyville, TN. Affiliated with SHOW, there were 102 entries (56
padded/46 flat shod), 4 scratches and 10 violations: 6 unilateral sore; 3 bilateral sore; and 1 foreign substance
violation. On June 20, 2009, USDA attended the Eagleville Lions Club Horse Show in Eagleville, TN, also
affiliated with SHOW. There were 74 entries (40 padded/34 flat shod), 4 scratches, and 6 violations: 4 unilateral
sore; 1 bilateral sore; and 1 other violation USDA attended the June 20, 2009, Virginia Walking & Racking Horse
Owners’ Association Show (KWHA) in Lynchburg, VA; the June 25-27, 2009, Mid-America Foxtrotting Horse
Show (HAWHA) in Springfield, MO; and the July 3, 2009, Kentucky State Championship (UMH) in Winchester,
KY, for observation only. The Department also attended the July 1-4, 2009, Owingsville Lions Club Horse Show in
Owingsville, KY. Affiliated with KWHA, there were 36 entries (11 padded/25 flat shod), 4 scratches, and 9
violations: 4 unilateral sore; 1 bilateral sore; and 4 scar rule violations. On July 3, 2009, USDA attended the Adair
County Fair Show. Affiliated with KWHA, there were 215 entries (3 padded/212 flat shod), 10 scratches, and 4
violations: 1 unilateral sore, 1 scar rule; 1 shoeing violation; and 1 foreign substance violation. Lastly, the
Department attended the July 9-11, 2009, Land O’Sky Summer Festival in Asheville, NC. Also affiliated with
KWHA, there were 249 entries (99 padded/150 flat shod), 9 scratches, and 17 violations: 6 unilateral; 1 bilateral; 8
scar rule; 1 foreign substance; and 1 other violation.
Doyle Meadows (SHOW) inquired as to whether USDA announces in advance the shows they will be attending. He
also asked if the Department keeps records of the shows they attended unannounced. The question was also asked
as to why USDA attends shows for observation only. Dr. Cezar was not present on the call. However, Linda
Jackson will forward these questions to Dr. Cezar and responses will be forthcoming. Lori Northrup (FOSH) asked
why the number of horses was not included in the summary. Linda Jackson will also forward this question on to Dr.
Cezar, along with a request for the number of pending conflict resolution cases.
Update on APHIS Animal Care Database
As to the status of the APHIS Animal Care database, Lori Northrup (FOSH) reported there was no change.
HIO Monthly Reports
IWHA (Mark Matson): No report.
HPC (Donna Benefield): No report.
HOA (Ted Nichols): HOA report will be emailed to Dr. Cezar.
SSHBEA (Mack Motes): No report available.
FOSH (Lori Northrup): 4 shows; total year to date: 945 horses, 3083 entries, 42 scratches, no violations.
OK (Pat Stout): No report.
SHOW (Doyle Meadows): Andy Messick will send update to Dr. Cezar as well as the other HIOs.
MFTHBA (George Casper): 1200 entires with 1 scar rule violation.
WI (Terry Jerke): No report.
KWHA (John Jackson): KWHA will email report to Dr. Cezar.
Clarification of Enhanced Penalties for 2009
Lori Northrup (FOSH) inquired as to the status of an enhanced penalty for Frank Alvarez who has had 3 unilateral
sore violations (NHSC) within 4 months during 2008. Doyle Meadows (SHOW) will check with Rachel Reed and
respond to Lori directly.
Proposed Amendments to OP (2010-2012)
In addition to the list of issues generated at the June HIO meeting, HIOs were asked if they had any additional issues
to add for discussion at the July HIO meeting. George Casper (MFTBHA) would like to see the requirement to
remove saddles in the inspection area be revisited.
Next Steps
The next HIO meeting will be July 28-29, 2009, in Nashville, TN, to continue review and potential edits of the
2010-2012 OP.
