(Job Description)
POSITION: Head Start / Early Head Start Education Manager
GENERAL SCOPE OF DUTIES: Responsible for oversight of the implementation of the Head Start /
Early Head Start Program Performance Standards on Education and Early Childhood Development
(1304.21). Align all actions to support agency mission by ensuring all policies and procedures demonstrate
integrity and ethical behavior.
EQUIPMENT USED: All general office equipment including computer systems.
ESSENTIAL DUTIES:
Program Management:
 Review curricula annually to ensure compliance with Performance Standards and best practices
 Supervise administration of Developmental Continuum Assessments 3x/year.
(November/February/early May) and Ages & Stages for five EHS children and interpret results with
teachers.
 Provide overall program assessment outcomes to the Head Start Director 3x/year.
 Review weekly lesson plans from supervised classrooms and monitor for individualization and
inclusion of curriculum goals and objectives in all learning domains.
 Review monthly child observations from supervised classrooms and monitor for coverage of all
learning domains.
 Provide day-to-day supervision of supervised centers and collaboration site operations including
storm closings.
 Conduct Substitute Teacher trainings with the Education & Disabilities Coordinator as needed.
 Create annual Program Year Calendars with Education & Disabilities Coordinator.
 Co - Coordinate the process of completing children's initial screenings within the 45-day
requirement.
 Attend program management meetings as requested.
 Provide educational support to the EHS program, specifically with the Home Visitors including the
development and implementation of Socialization Events as needed.
Records Management:
 Management of component area data base systems including data entry.
o Oversee the implementation of CC.net. ( online version of Creative Curriculum Gold)
 Tracking of required classroom documentation for supervised classrooms (lesson plans, child
observations, assessments, home visits, parent conferences, monthly reports) and assigned
collaborative classrooms, including one Infant Toddler classroom with (5) EHS enrolled children.
 Develop annual Child Development Training and Technical Assistance Plan.
 Provide Head Start Director with Monthly Report on the education components of the program.
 Share documentation of all staff training throughout the year with Human Resource Manger.
 Assist Head Start Director and assume leadership responsibilities in absence of Director.
 Assist with annual program Self-Assessment.
 Assist with annual Program Information Report (PIR).
 Participate in monthly content meetings ensuring the voice and educational needs of HS and EHS
center based children & families are represented in policies that are reviewed by Policy Council and
Board of Directors annually.
 Assist with annual program Self-Assessment.
Personnel Administration:
 Provide direct supervision for up to five (5) Head Start teachers and support to collaborative
teachers.
 Monitor completion of an Individual Professional Development Plan for each member of the
teaching staff annually (September) and share with Human Resource Manager.
 Assist with Support and conduct Pre-Service and In-Service training and technical assistance
throughout the year including information on developmentally appropriate teaching practices and
classroom management.
 Conduct classroom observations of assigned classrooms 3x/year and provide feedback to teachers.
Fiscal:
 Communicates budget information to staff and engages them in containing costs and eliminating
waste.
 Monitor budget for component area and issue Purchase Orders as necessary.
 Maintains an inventory of all program equipment.
Professional Development:
 Keep up to date on State and Federal regulations governing all aspects of the Head Start program
relevant to this position.
 Participate in all relevant Pre-Service and In-Service training and professional development
activities.
 Take the lead role for content area specialty training for both staff and families.
 Participate in other local and state level meetings related to all aspects of this position.
 Seek out and attend relevant professional development conferences, seminars, workshops, and other
activities related to all aspects of this position.
Safety and Wellness
 Actively promote safety and accident prevention within the workplace.
 Report any unsafe conditions, incidents and/or accidents immediately.
NECESSARY ABILITIES AND KNOWLEDGE:
 Knowledge of typical and atypical infant/toddler/preschool development.
 Familiarity with disabilities services, including Child Development Services (CDS), and other
community resources for supporting children with special needs.
 Familiarity with Early Head Start/Head Start principles, and practices.
 Strong written and verbal communication skills.
 Strong time management and organizational skills.
 Basic skills in Microsoft Word, Excel and Outlook.
 Working knowledge of Head Start Federal Performance Standards.
 Strong supervisory skills.
 Ability to lift up to 35 lbs occasionally.
MINIMUM QUALIFICATIONS:
 Bachelor's Degree preferred in Early Childhood Special Education; Child Development or Early
Child Education with course work in special education; or related field.
 Experience working with infants and toddlers and preschool aged children.
 Knowledge of local resources for families and the processes for accessing resources.
 Two years supervisory experience.
 Must be able to pass a physical examination and TB screening.


Must have adequate transportation, a valid driver's license and meet WCAP's insurance
requirements.
Must meet WCAP’s background clearance requirements.
REPORT TO: Head Start Director
HOURS PER WEEK: 40
SALARY RANGE: Exempt-Grade 10/345 Points

policies and practices.
 Consults with HR during discipline and termination processes.
 Provides in service or continuing education to develop staff skills.
 Promotes career development according to program needs.
