Minutes of the last meeting held at Abertysswg Community Centre of the above
Community Council on Thursday 8th October 2015 at 7pm.

Ben & Regan Goode attended to receive Councils previously agreed Grant Aid
donation and photograph opportunity with Cllr. D. Morris Acting Chairperson of
Council. On behalf of Council, Cllr. Morris wished the boys well in the forthcoming
European Championships.
Moved. Clerk to await outcome of European Championships before producing a
narrative report for inclusion on the Community Council website.

Minutes / Apologies
The minutes of the meeting held on Thursday 10th September 2015,
previously circulated to members were accepted as an accurate record and
signed by the Chairperson Cllr. D. Morris.

Declarations of Interest
No declarations of interest were declared.
The Clerk reminded Councillors of the need to record and report, all
Declarations of Interest on the Community Council Website. Councillors duly
completed and returned the previously circulated templates for collation /
reporting.

Matters Arising
Minute No. 37. Memorial Bench at Princetown.
The Clerk reported receipt and read aloud a letter of disappointment and
discontent from Cllr. C. Cuss, following Councils decision not to support.

Minute No. 37. Community Council Honours Board
The Clerk confirmed that he had placed the order as requested. Clerk to work
with Creative Honour Boards to mock up wording, to include a section for ‘In
memory of’.
Moved. Clerk to report progress at the next meeting of Council.

Minute No. 37. Provision of Funding for Swimming Lessons
Following discussion, it was agreed that Council would award £2,000 to each
of the five Primary/Junior Schools within the Community Council area.
Moved. Clerk to prepare the necessary documentation and cheques for issue
by the Chairperson of Council.

Minute No. 37. Reposition of Plaque in Pontlottyn
Cllr. Oliver advised that planning / discussions had commenced on the abovemention project. Within his update, Cllr. Oliver advised Council that funding
support was now unlikely / unnecessary – funding support being sort via the
War Graves Commission.

Autumn / Winter Maintenance and Cutting Plan / Prioritisation 2015-16
Moved. Councillors to respond on behalf of Council. Areas of focus to include:
Land adjacent to Hudds Farm, Westville, Abertysswg to Rhymney
Comprehensive School, Rear of Sunnyhill, Rhymney, Land adjacent to
Butetown Rhymney, and Reform Street, Pontlottyn.
Moved. Councillors to consider and supply the Clerk with additional areas of
focus.

Approval of Community Council Cheques
The attached list of Community Council cheques were approved by members
and amounted to £2,648.06

Gwent Police – Inspector Muirhead
Inspector Muirhead provided Council with a verbal update of policing activities
undertaken and those planned for the future for the Rhymney Valley.
Inspector Muirhead then answered questions raised by a number of
Councillors. These included: vehicle parking which obscured view at corner of
Moriah and Hill Street, Rhymney; broken fencing and roaming livestock,
issues with the 101 Contact Centre; Policing Numbers and Status of PCSO
contracts, Immigrant enforcement activities; re-housing at Royal Hotel; and
Lorries parking at the rear of the Asda Superstore in Merthyr Tydfil.
Cllr. D. Morris thanked Inspector Muirhead for his report and attending the
meeting.

Grant Aid – Small Projects
The Clerk reported receipt of a number of applications from local
organisations, groups and individuals. Following discussion, the following
awards were agreed by Council.
- St Clare’s Social Group

Moved. Clerk to prepare documentation as appropriate in readiness for the
November meeting of Council.
- Silurian Male Voice Choir & Helping Hands, Rhymney
Moved. Clerk to request both organisations complete / submit Councils
adopted Application Form for consideration at the November meeting of
Council.

Report and Circulation of any Official Minutes
The Clerk confirmed that arrangements were now agreed and in place for
Armistice Day Parades on Sunday 8th November 2015.
Moved. Clerk to prepare cheque for the wreaths – Payable: Royal British
Legion.
Moved. Cllr. Harse to arrange for the distribution of wreath to nominated
Councillors in readiness for the Sunday.
