• $1B funding target in FY 2015 and FY 2016 for Category
2 funding.
• If Category 2 demand exceeds available funds, prioritize
based on discount rate.
– If there are insufficient funds in a single discount rate,
prioritize based on the percentage of students that are
eligible for free and reduced school lunches within
each applicant’s school district.
• Top Category 2 discount rate now 85% instead of 90%.
• Two-in-Five rule on hold for FY 2015 and FY 2016
• Each site/library will have a specified budget for Category
2 (see slides 54-67)

library and occupied by the library – by $2.30, with a
minimum of $9,200 if the library is less than 4,000
square feet.

current year must be kept until 10 years from last
date to receive service as well.

• Documents may be retained in electronic format or
paper and must be disclosed upon request.

The Staff Proposal recommended modifications
to the CTF program rules. The recommended
changes that would have the most impact on
schools and libraries, include:
• Have voice/VOIP mirror E-rate
• Keep Schools at a 50% discount
• Moratorium on CTF application
processing.(Note: Issues for Schools and
Libraries if this occurs)
• Eliminate support entirely for nonprofit private
schools that have a less than a 40% free and
reduced lunch eligibility rate
