South Africa is the biggest economic entity of Africa,
it has been well developed in finance and
economics,law,communication,source of energy
and transportation, owing complete hardware
infrastructure and stocks marketing. Its production
is in the first class of that in the world. Deep well
mining technology is in the leading position.

From “Act 5 of 2008”: Move from SABS authority, took effect
on 1st September 2008. Electrical products under mandatory
control of NRCS must bear LOA for Custom clearance and
sell legally in South Africa.

 SGS performs testing according to relevant safety IEC standard:

 Case analysis - CFLI 案例解析之节能灯
 The client submits application document and submit sample
to SGS客户向SGS提交申请文件和样品（节能灯）
 SGS performs testing according to below standards:
SGS按照以下标准对节能灯进行测试：
• Safety test under IEC60968 (安全测试标准IEC 60968)
• Performance Test under IEC60969 (性能测试标准IEC 60969)
• EMC test under CISPR 15 (EMC测试标准CISPR 15)
 SGS issues System 5 certification according to IEC60968
and IEC60969, eg: GS, FI--SGS依据以上安全和性能标准出具system 5的产品证书，比如
GS, FI等
 NRCS holds a meeting with the committee to review all CFLI
projects once a month and issue LOA for CFLI if all members
agree to approve it.
NRCS每月举行一次集体会议审议所有节能灯案件，只有审议
会所有成员都同意才能给该项目节能灯颁发LOA证书。

ICASA, INDEPENDENT COMMUNICATIONS AUTHORITY
OF SOUTH AFRICA
 Radio Equipment type approval can be applied under ETSI
standards reports to avoid local testing.
RF产品可以用ETSI标准的测试报告去申请，不需要当地测试。
 While for telecom equipment, only TE test report issued by
ICASA accredited labs can be accepted for application.
对于电信产品，只有ICASA认可的实验室出具的TE报告，才能
用于申请ICASA认证。

 Applicant: Type approval certificates will only be issued to a
“local South African registered company/concern”.
申请方：必须是南非当地公司
 Local test is not required if valid and accepted EN or ETSI
standard report.
如果能够出具有效的EN或者ETSI的测试报告，则不需要当地
测试
 ICASA Marking: Yes
ICASA 标识: 有要求，并且需要申请授权
