Purpose
 Amendments update Ch. 9 to the 2012
International Property Maintenance Code
 Consolidate enforcement of property
maintenance under the Code Enforcement
Division
 Emergency action is included to deal with
imminent collapse and open hazards such as
those created by fires
Background
 International Property
Maintenance Code
–Governs conditions and
maintenance of all property,
buildings, structures
–Ensure structures are safe, sanitary,
and fit for occupancy
–Provides for condemnation
(demolition) of unsafe structures

 International Property Maintenance Code sets
standards for:
• General requirements
• Light, ventilation, occupancy
• Plumbing facilities and fixture
requirements
• Mechanical and electrical
• Fire safety

 Orange County Property Maintenance Code, Ch.9
–Code Enforcement Division created in 1999 made
responsible for enforcement of minimum standards
housing code
–Building Safety Division retained responsibility for
enforcement of minimum standards for commercial
buildings
–Code last amended in 2005 (IPMC 2003)

–Amendments update Ch. 9 to the 2012 International
Property Maintenance Code
–Amendments make the Code Enforcement Division
primarily responsible for enforcement with
assistance from the Building Safety Division
–Applies to all buildings and structures

 Emergency Code Action
• Code Enforcement Division Manager with approval
from the county Building Official can order
demolition of unsafe structures with notice to
owners “as reasonably practical, but such notice shall
not be required prior to commencing work”
• Commonly afforded to code enforcement in major
urban jurisdictions
• Orlando, St. Petersburg, Miami-Dade County

 Emergency Code Action
• The standard process can mean unsafe buildings may
be present for 6 to 24 months
• Code Enforcement Division has emergency lot
cleaning authority and it is used sparingly
