The National Costed Plan of Action (NCPA II)
for Most Vulnerable Children (MVC) aimed at
guiding the implementation of actions and
policies in the next five years (2013 to 2017)
that are specifically directed at helping
households particularly those with MVC, to
reduce the incidence of risk and the impact of
shocks, and protect the rights of the most atrisk, vulnerable or chronically poor children in
the country.

Through implementation of NCPA II, the
country intends to improve and strengthen
the underlying MVC response systems in
order to achieve more equitable and
sustainable services and outcomes for the
Most Vulnerable Children (MVC).


The NCPA II provides guided interventions to
the government and other non-state actors in
the next five years (2013 to 2017).
The government (MoHSW -DSW) has the
responsibility of strengthening governance
and leadership(Coordination) of the
implementation of NCPA II by ensuring that
the planned interventions are implemented so
that the realization of the expected results is
ensured

Development of NCPA II was necessitated by:
◦ The ending of NCPA I, while poverty and
vulnerability still persists, and systems still
inadequately responding to issues of Child
Protection
◦ Evaluation of the NCPA I reveled that Children
working and living on the streets, children with
disabilities and children in conflict with the law
were not captured during its implementation


The same(NCPA I Evaluation) emphasized that the
New NCPA II should accommodate these children. It
further stipulates that interventions should be
developed to support them with more focus on
rehabilitation, resettlement, reunification and
reintegration in their respective communities
Tanzania has ratified and is committed to the
fulfillment of both international and regional
protocols towards Child Rights

Most vulnerable children in Tanzania receive
the care, protection and support required for
them to reach their full potential as
productive members of society, and
households and communities receive the
support required to prevent violations of
children’s rights.

To establish an MVC response which is
government-led and community-driven, that
constitutes a multi-sectoral response and
commitment which facilitates MVC accessing
adequate care, support and protection and
access to basic social services through
increasingly mainstreamed and sustainable
government-led systems.

In this plan we define the Most Vulnerable
Children as “those children under the age of
18 years falling under the extreme condition
characterized by severe deprivation as to
endanger their health, wellbeing and longterm development”
This group of children is the primary target of
priority actions set in this plan
◦ Country’s Commitment to the International and
Regional Protocols
◦ The NCPA I provided an opportunity for
establishing coordination, collaboration,
networking and partnership among the
MVC stakeholders in the country
◦ A number of challenges in the national response
still persists:
a) Households Economic Capacity strengthening
could not be achieved as more attention was
focused on providing basic needs handout to
the target beneficiaries under NCPA I
b) The Problem of exclusion of the MVC in the
implementation of Social policy could not be
adequately addressed
Eg fee wavers, scholarships
(c) Children Living and working on the street, and
children with disabilities and children in conflict
with the low not adequately covered
d) Child Protection, particular establishment
of CP systems received little attention
e) Inadequate mobilization and allocation of
resources both human and financial for the
national response
f) Inadequate M&E systems particularly in the
area of Child Protection




Strengthen the capacity of households and
communities to protect, care and support MVC
Increase access to effective gender responsive
child protection services within a well-resourced
child protection system that has the best interest
of the child at its core
Improve access to and utilization of primary
health care and education including Early
Childhood Care and Development (ECD) services
Strengthen the coordination and leadership,
policy and service delivery environment




Improving Access to Quality Family-Based
Care and Support, Food and Nutrition, Shelter
Services and Psychosocial Support Services
Establishing and Strengthening Community
Initiatives and Institutions that enable the
Community to Care, Support and Protect MVC


To provide a comprehensive regulatory
framework for the child protection system
that has clear legal rules and detailed
guidance based upon the CRC, ACRWC and
the LCA
To strengthen the knowledge, skills and
conduct of the professionals, frontline
workers and volunteers responsible for
protecting children from violence, abuse,
neglect and exploitation.


To ensure that effective strategies and
services are in place to prevent or reduce
levels of abuse, violence, neglect and
exploitation of children
To ensure that effective mechanisms are in
place to enable the early identification and
reporting of cases of children who are at high
risk of, or who have experienced, abuse,
violence, neglect and exploitation and their
timely referral to the appropriate
professionals
Increase Access to, and use of, Child Protection Services
increase access to and use of CP services


To ensure that cases of abuse, violence,
neglect and exploitation are responded to in
an effective, well-coordinated manner by the
appropriate agencies
To ensure that services are in place to
prevent family separation and support family
reunification wherever possible and to
provide appropriate short and long term
solutions where parental care is not possible

To ensure that adequate human, physical and
financial resources, together with effective
coordination mechanisms and a management
information system, are in place to ensure the
effective implementation of the child
protection system


Facilitating MVC equitable to such services
through interventions at the LGAs, Wards and
Village Levels as well as facility level
Interventions includes among others
facilitating implementation of fee weavers,
referrals and linking the MVC to the available
services as provided by the line ministries,
agencies and other non-state stakeholders
◦ To strengthen Government capacity to lead,
coordinate, resource and ensure the successful
implementation of the NCPA II
◦ To strengthen mechanisms to support
Government coordination and implementation of
the NCPA II
◦ To establish an expanded, decentralized and
professional social welfare workforce
◦ To improve the quality, systematization and
comprehensive delivery of services
◦ To raise awareness at the national level of the
needs and rights of MVC for improved government,
community, household and private sector response
◦ To increase capacity for quality monitoring,
evaluation and evidence-based learning of the MVC
response
◦ To mobilize sufficient resources for the effective
implementation of the NCPA II




