 We cannot change Somalia without first changing our thinking, our
organizational culture and our approach to politics.
 Allah will not change our shameful and undignified conditions in this
particular period of history until we change ourselves.
 We do not want to live receiving handouts from the international
community; we do not want to be refugees in other peoples’ lands, we want
to live in our country, dignified and prosperous.
Constitutionality of the Party
The National Unity Party

Every person has the right to associate with other individuals and
groups. This includes the right to form and belong to organizations,
including trade unions and political parties. (Provisional Somali
Constitution, article 16: a)

The right to form political parties and to participate in the activities of
political parties [is guaranteed by the constitution].

Preamble
The National Unity Party
 The founders of this party are convinced that through the party political
leadership is fostered, society is mobilized and traditional society based on
clans and Islam and modern state founded on citizenship is bridged. This
party reconciles the state and society, and tradition and modernity.
 This is Provisional Charter of the party of National Unity which shall govern
the activities of the party in a period of two years that begins from 26
February, 2014. Within these two years, this Provisional Charter shall be
reviewed and adopted as permanent constitution of the party.
General Principles

1.
The Party upholds the founding principles of the Constitution that sets
Islam as the ultimate reference of laws and advocates for its moderate
interpretation and its gradual application that averts factionalism and
extremism.
2.
The Party strands for restoring and preserving national unity and social
solidarity among war-torn communities through invoking transitional
justice mechanisms tuned to the local traditions and norms.

The Party espouses individual liberty and community rights, democratic
governance and exercise of consultative principles through open debates
and public consultations.
4.
The Party champions for the supremacy of law, institutionalism,
federalism, separation of powers and independence of Judiciary.

The Party stands for the protection of human dignity, fundamental rights
and freedoms, and equality of all citizens before the law and in the
provision of the public services.

The Party believes the importance of socio-economic development where
every citizen is granted access to basic social services and job
opportunities while national heritage and environment are duly protected.

The Party believes the significance of political participation of women
and youth and empowering them to fully engage in the political actions
and social and economic activities of the country.

The Party stands for regional integration of the Horn of Africa nations
and friendly relations with our regional and international partners.
Objectives

1.
To be a leading force in rebuilding and developing modern state
institutions through democratic means and merit-based approach that
prevents nepotism, favoritism and sectarianism.
2.
To campaign in building effective security institutions capable of ensuring
public safety and fulfilling national security imperatives while also
protecting the human rights of citizens.
3.
To advocate in creating transparent system of accountancy in the state and
non-state institutions in order to avoid public funds embezzlement,
mismanagement, corruption and tax evasion.

To promote implementing an economic model which ensures nurturing
indigenous economic drivers, creating enabling environment for
investment, prudent exploitation of natural resources and developing
adequate infrastructure.

To foster national unity and community solidarity through lobbying for
implementing transitional justice mechanism compliant with the culture
and values of the Somali people.

To support pursuing dynamic foreign policy aimed at regional integration
of the Horn of Africa nations and balanced relations with all states in
order to promote international peace, security and co-operation among
nations.

To advance the cause of youth by providing them with educational
opportunities, recreational facilities as well as employment so that they
can be productive members of the society.

To champion creating opportunities for, and encouraging full
development of, the political, cultural and economic potentials of the
Somali woman in order to take her rightful share in the political, social
and economic spheres.

To promote public/private partnerships and encourage the role of nonstate actors - such as civil society organizations, community based
organizations, charities, Trusts and Zakat funds - in alleviating poverty,
reducing vulnerability and leading to sustainable development.

To work towards eliminating extremism in the name of Islam and to
eradicate the use of violence and corruption as political means.

To promote provision of basic social services to the citizens such as
education and healthcare, support vulnerable segments of the society
and implement effective resettlement programs of IDPs and refugees.

To engage the Somalia Diaspora and establish appropriate institutions
to solicit their full participation in the political, social, economical and
cultural development of the country.

The following action strategies puts forth methods of implementing
stated objectives and advancing activities such as the
platform, positions, policies and values of the Party by:

Bringing together Somali citizens who share the vision, principles and
objectives of the Party as members and supporters so that they participate
in reconstituting the Somali state through democratic political processes.

Forming and maintaining Party organizations at the federal, regional,
district and Diaspora levels, engaging members on good governance and
democratic principles that enable all to enjoy equal rights and
opportunities.

Fostering and developing leadership for the country through fielding
qualified candidates of the Party and its associates, and campaigning for
their election to public offices.

Forming alliances and co-operations with other political parties and
institutions locally and globally for the purpose of achieving mutual

Party cadres and propagate the ideology and programs of the Party.

Membership Eligibility
The National Unity Party
 Membership of the Party is open to all Somali citizens of 18 years and up
who embrace its vision, guiding principles and objectives, and willing to
accept its laws, policies and programs.
The Types of Membership
The National Unity Party
1.
General membership (xubinnimo guud) is acquired by individuals who
officially support the Party without bearing organizational responsibilities.
2.
Honorary membership (xubinnimo sharfeed) is offered to some individuals
for their services for the cause of the Party.
3.
Active membership (xubinnimo rasmi ah) is acquired by individuals who
are committed to all party responsibilities.
Membership Application
The National Unity Party
 The process of acquiring membership begins with official application of
the individual through district branch of the party or chapters in the
Diaspora. Two recommendations from active members are required to
process the application.
Application & Subscription Fees
The National Unity Party
1.
Every applicant should pay application fee. General guidelines of the
categories of fees are regulated by the internal by-laws of the Party.
2.
Regular membership subscription is regulated by the internal by-laws.
Non-earning members or those on reduced incomes may apply for
exemption or reduced membership fees.
Membership Registration

 Every active member of the Party is registered in the district constituency
of the member in his/her permanent residence or in Diaspora chapters.
 The general registry of the Party is deposited in the office of the General
Secretariat of the Party at the Headquarter and secretariat of the Federal
State's Headquarters.

 Every member of the Party should acquire membership number that shows
his/her constituency district in which he/she is supposed to participate in its
activities or his/her Diaspora constituency.
Responsibilities & Duties of the Active Members
The National Unity Party
1.
To abide to the constitution and the internal rules and policies of the Party.
2.
To contribute to the advancement of the Party objectives and programs.
3.
To safeguard the confidentialities of the Party and defend it from harmful
propaganda.
4.
To pay Party subscriptions and other contributions regularly in accordance
with the internal regulations
5.
To participate in the Party activities regularly and attend its meetings.
Rights of the Active Members

1.
To receive the Party Identity Card.
2.
To benefit from the capacity building and the training programs of the
Party.
3.
To be listened to, suggest ideas and submit proposals to the Party
institutions.
4.
To discuss and vote on the issues of the Party.

To be protected from insult and transgression within the Party organs.
6.
To elect or to be elected to the leadership of the Party organs and
departments.
7.
The rights and duties of the various levels of membership are regulated by
the internal by-laws of the Party.

To participate in the general meetings of the party.

To participate in the general awareness programs of the party.

To obtain Identity Card of the party.

To participate in the discussions and debates on developing the party.

Losing Membership
The National Unity Party
 Membership of the Party ceases with the death of the member, resignation
and expulsion from the Party. Procedures of losing of membership are
regulated in the internal by-laws of the Party.
