Project Objective
• The overall objective of the project is to
contribute to poverty alleviation through the
improvement of the business climate in
Tajikistan.
• The specific objective is trade facilitation
through the establishment of Single Window
for export, import and transit procedures.

Prior Assumptions
From the EU Terms of Reference:
• Enthusiasm and high motivation levels amongst the Government officials
and donor community will continue in designing the SWIS and its
implementation;
• Through gaining experience, the inter-service Single Window Coordination
Committee will take a strong lead in implementing the project and
received good response and cooperation from the part of the Government
SW Agencies; and
• The Coordination Committee will implement the Action Plan
approved by the Coordination Committee on 26 July 2010. The Action
plan includes developing a legal framework for Single Window and
proposing amendments in particular in regulatory framework for Digital
Signature and Electronic Documents.
