Institute for Military Support to Governance
Mission
The Institute for Military Support to
Governance (IMSG) establishes a corporate
body to research, analyze, and shape the
policies, authorities, and doctrine required to
leverage and employ civil sector expertise in
contingencies.
How does it do it?
• Procures necessary civil expertise to support Joint
Commanders across the range of military operations;
• Researches, analyzes, and shapes policies,
authorities, doctrine and training for Support to Civil
Administration (SCA), Transitional Military Authority,
and Theater Security Cooperation.
• Provides strategic military planners collaboration with
civil sector experts.
• Operationalizes CONUS-base by coordinating with
governmental, private business, and academia on
military employment of civil expertise.
• Supports concept development and experimentation.

• Title X Army responsibility; revitalizes existing
functional specialty force structure in USAR.
• Establishes standards to effectively employ civil sector
experts required to support future operations.
• Supports operational practitioners with situational
research and analysis.

Business.
• Contributes to Military Governance policy, doctrine
and training.

The IMSG is an ongoing effort to establish standards for functional
specialists and effectively employ civil sector experience in order to
provide Army and Joint Commanders with the capability to meet their
obligations in Unified Action to support governance.
• Establishes standards for civil sector expertise required to support
future operations
• Supports operational practitioners with situational research and
analysis; Outreach to IA, NGOs, IGOs, Academia, and Business (PPP)
• Contributes to Civil Affairs Functional Specialist (38G) policy, doctrine
and training
“When Civilian expertise normally provided by USG Agencies is not available, CA functional
specialists may be required to fill key planning, operational, or liaison roles until replaced by their

National Defense Strategy, Sustaining U.S. Global Leadership: Priorities for 21st Century
Defense – Deter and Defeat Aggression (A Primary Mission of U.S. Armed Forces) . . . “includes
being able to secure territory and populations and facilitate a transition to stable governance on a
small scale for a limited period using standing forces and, if necessary, for an extended period with
mobilized forces.”
FM 27-10 Law of Land Warfare – The legal requirement for military government or transitional
military authority is the Hague Convention, Number IV in 1907.
ADRP 3-07 Stability Operations – Army doctrine in conducting transitional military authority.
DoDD 5100.01 Functions of the DoD and Its Major Components – Directs the Army to
“occupy territories abroad and provide for the initial establishment of a military government,
pending transfer of responsibility to other authority.”
DoDD 3000.05 Stability Operations – Directs DoD components to Conduct, Support, or Lead
Stability Operations.
DoDD 2000.13 Civil Affairs – 1994 version under revision.
JP 3-07 Stability Operations – Defines Transitional Military Authority as “a temporary military
government exercising the functions of civil administration in the absence of a legitimate civil
authority.”

Proposed IMSG Mission – Phase II
Mission – The Institute for Military Support to Governance (IMSG) is a
corporate body to research, analyze, and shape policies, authorities, and
doctrine. The IMSG develops and manages a network of relationships to
conduct professional credentialing of Functional Specialists and supports
concept development for experimentation in order to provide civil sector
expertise to the Joint Force Commander and achieve Unified Action.
Functions –
• Shape policy and develop doctrine and training related to civil sector expertise
• Engage and work with our ‘Fifth Force Provider’ – the private sector
