– Inadequate review process
– Content outside of conference or IEEE technical scope
– “Pay to Publish” behavior

– Where co-sponsors are not well known or may be business driven
Proactive Approach to Quality
– Identifying problems earlier in the conference cycle
– Staff in place, screening content
– Tracking, analyzing and following up on complaints
